The  following  enactments  were  laid  before  the  States, namely –

  1. Airport Dues (Tariff) (Amendment) (Jersey) Order, 1982. R & O 7031.
  2. Civil  Service  Administration  (Salaries)  (Jersey)  Order, 1982. R & O 7032.
  3. Road  Traffic (Saint  Helier)  (Jersey)  Order,  1982. R & O 7033.
  4. Traffic Signs (Amendment No. 8) (Jersey) Order, 1982. R & O 7034.

Housing Committee – resignation.

THE STATES noted the resignation of Senator Ralph Vibert from the Housing Committee.

Births, Marriages and Deaths 1981. R.C.10/82.

The Etat Civil Committee by Act dated 16th March, 1982, presented to the States a Statement regarding births, marriages and deaths in 1981.

THE STATES ordered that the said Statement be printed and distributed.

Report regarding complaints received under the Administrative Decisions (Review) (Jersey) Regulations, 1979, during the period of two years ending on 31st January, 1982.

The Special Committee to consider the relationship between Committees and the States by Act dated 19th March, 1982, presented to the States a Report of the Panel of Presidents regarding complaints received under the Administrative Decisions (Review) (Jersey) Regulations, 1979, during the period of two years ending on 31st January, 1982.

THE STATES ordered that the said Report be printed and distributed.

Census 1981 – Report.

The Etat Civil Committee by Act dated 16th March, 1982, presented to the States the Report of the 1981 Census of Population in Jersey.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee, dated 24th March, 1982, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Harbours and Airport Committee, the leasing to Mr. Malcolm Cedric Pollard of Land Letting No. 68 at the Airport, being Field No. 270, Mont à la Brune, St. Peter , with effect from 1st March, 1982, for a period of 12 months certain (but not more than a period of 9 years), thereafter subject to six months' notice on either side at an annual rent of £97.25, representing an annual rate of £30 a vergée;
  1. as recommended by the Agriculture and Fisheries Committee, the leasing to Mr. Leonard Picot of the field known as La Geonniere, Les Platons, Trinity , measuring 2v16.22, which was part of, but removed from, the Howard Davis Farm, for a period of three years with effect from 25th December, 1981, subject to six months' notice to terminate the lease, at an annual rent of £80;
  2. as recommended by the Public Health Committee, the assignment by Mr. Clive Arthur Heslam and Mrs. Dorothy Yvonne Heslam, née Simon of the unexpired portion of the lease, namely from date of assignment to 25th January, 1997, relating to 3 Gloucester Street, St. Helier to Mrs. Valerie Rosemary Bennett, née Lansdale.

Matters noted – financial transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 10th March, 1982, showing that, in pursuance of Article 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that –

  1. the Housing Committee had accepted the lowest of three tenders, namely that submitted by Mark Amy Limited in the sum of £1,154,060 with a contract period of 50 weeks for the development of Bashfords Nurseries, Phase I;
  2. the Housing Committee had accepted the lowest of five tenders, namely that submitted by Mark Amy Limited in the sum of £1,094,586 with a contract period of 52 weeks for the development of Bashfords Nurseries, Phase II.

Presented by the Harbours and Airport Committee. The States decided to take this subject into consideration on 4th May, 1982.

Queen's Valley: Roads and Land. P.29/82. Deferred.

THE STATES acceded to the request of the President of the Public Works Committee that the Proposition relating to Queen's Valley: Roads and Land. (P.29/82 – lodged on 2nd March, 1982) be deferred from the present Sitting.

Social Security: Reciprocal Agreement with Cyprus. P.30/82.

THE STATES acceded to the request of the President of the Social Security Committee that the Proposition relating to Social Security: Reciprocal Agreement with Cyprus (P.30/82 – lodged on 9th March, 1982) be considered on 27th April, 1982.

Dutch Elm Disease (Jersey) Order, 1974: proposed revocation. P.31/82.

THE STATES acceded to the request of Deputy Hendricus Adolphus Vandervliet of St. Lawrence that the Proposition relating to Dutch Elm Disease (Jersey) Order, 1974: proposed revocation (P.31/82 – lodged on 9th March, 1982) be considered on 27th April, 1982.

Storage of felled elm timber. P.39/82.

THE STATES acceded to the request of Deputy Sir Martin Le Quesne of St. Saviour that the Proposition relating to storage of felled elm timber (P.39/82 – lodged on 16th March, 1982) be considered on 27th April, 1982.

Resignation of Industrial Relations Officer. Statement.

The President of the Industrial Relations Committee made a statement in the following terms –

"I have to inform the House that the Industrial Relations Committee at a Meeting held on 23rd March, 1982, received a letter dated 16th March, 1982, from Mr. T.G. Mahon, tendering his resignation as Industrial Relations Advisory Officer.

The Committee has accepted Mr. Mahon's resignation and has agreed with Mr. Mahon that he should be allowed to relinquish his duties as from 24th March, 1982.

The Committee is taking the necessary action for the industrial relations service to be available both in the immediate future and in the longer term."

Gas Works Site. Statement.

The President of the Island Development Committee made a statement in the following terms –

"At its Meeting last Friday, the Island Development Committee took note of the concern of the residents of that part of St. Helier adjacent to the Gas Works following the recent escape and ignition of butane gas. It instructed the Planning Department to commence talks with the Jersey Gas Company to examine the desirability, feasibility and cost of moving the gas processing plant to another location.

Naturally, I will keep the House informed of any progress in this matter."

Lease of office and warehouse accommodation to British Airways.

THE STATES commenced consideration of a Proposition of the Harbours and Airport Committee regarding the leasing of office and warehouse accommodation to British Airways. After discussion, and on the proposition of Senator Richard Joseph Shenton, the Proposition was lodged "au Greffe".

Roll of Honour: 1939–1945.

THE STATES, adopting a Proposition of Senator Ralph Vibert appointed a Special Committee comprising –

The Bailiff of Jersey, Chairman

Senator John William Ellis

Peter Gorton Baker, Connétable of St. Helier Philip George Mourant, Deputy of St. Helier

with a power to co-opt, to take all necessary steps to compile and publish a Roll of Honour of all Jersey men and women, and any persons resident in Jersey, who were killed by enemy action during the 1939–45 War.

Overseas Trade Promotions by local industry: financial assistance.

THE STATES, adopting a Proposition of the Finance and Economics Committee agreed, in principle, that the Finance and Economics Committee should, at its discretion, support local firms engaged in manufacturing goods for export by assisting with particular trade promotional activity, where it is satisfied that the result is likely both to support existing, and to create new, job opportunities in the Island.

Family Allowances (Jersey) Regulations, 1982.

THE STATES, in pursuance of Articles 7 and 21 of the Family Allowances (Jersey) Law, 1972, as amended, made Regulations entitled the Family Allowances (Jersey) Regulations, 1982.

Rent Control Tribunal: Appointment.

THE STATES, adopting a Proposition of the Housing Committee appointed the following persons in pursuance of paragraph (1) of Article 3 of the Dwelling Houses (Rent Control) (Jersey) Law, 1946, as amended, to act for one year with effect from 12th April, 1982, as Chairman and Members of the Rent Control Tribunal, namely –

Sir Robert Hugh Le Masurier, D.S.C., Chairman Mrs. Margaret Le Quesne, née Lee

Oscar Le Quesne Mourant, Esq.

and appointed the following persons, in pursuance of paragraph (2) of the said Article 3 to act for the same period in place of members of the Tribunal unable to act by reasons of absence or incapacity, namely –

William Arthur Tavernor, Esq. Ronald Oliver Horn, Esq.

Report on Economic Policy – Committee of the Whole House.

THE STATES, on the proposition of the President of the Policy Advisory Committee resolved into a Committee of the Whole House in order to commence consideration of that Committee's Report on Economic Policy (P.35/82 – presented on 16th March, 1982).

The Committee adjourned at 5.00 p.m. until 20th April, 1982.
