Cyril Le Marquand House: cost of construction. Question and Answer.
Senator Richard Joseph Shenton asked Senator Ralph Vibert , President of the Finance and Economics Committee, the following question –
"Will the President inform the States of the amount of the original vote of credit granted for the construction of Cyril Le Marquand House and of the final cost, as at present estimated, of this project?"
The President of the Finance and Economics Committee replied as follows –
"The States granted a vote of credit to the Public Works Committee in the Budget for 1978 in the amount of £3,000,000.
The States further voted in the Budget for 1981 a supplementary sum in the amount of £700,000 so that the total presently approved by the States amounts to £3,700,000. This figure appears on page 34 of the recently circulated Statement of Accounts for the year ended 31st December, 1981 (the Blue' book) which also shows information on the progress of expenditure to that date.
The Finance and Economics Committee has received no further information from the Public Works Committee concerning the cost of the project and enquiries on this point should properly be addressed to the President of the Public Works Committee."
Industrial Relations Advisory Service. Statement.
Deputy Terence John Le Main of St. Helier made a personal statement in the following terms –
"As the Members of the House may be aware, it had been my intention to put questions to the President of the Industrial Relations Committee today concerning the post of Industrial Relations Advisory Officer.
In the meantime, however, I have had a meeting with the President of the Committee and we have discussed several points which I believed gave grave cause for concern.
I am happy to be able to tell the House that, as the result of those discussions, I no longer find it necessary to put the questions I had prepared and that the President of the Committee will be making a statement about the rôle of the Industrial Relations Advisory Service in the very near future."
Parish Rating System. Statement.
Connétable John Philip Pirouet of St. Ouen made a statement on behalf of the Connétable s of the 12 Parishes in the following terms –
"In view of the outcome of the debate on 27th April, and the general concern over Parish Rating, the Connétable s consider that a statement is called for and I wish therefore to inform the House that a Sub-Committee consisting of the Connétable s of St. Helier , Grouville and St. Saviour , with myself which has been studying the Rating system with the help of the Economic Adviser is on the point of finalizing recommendations for consideration by the Supervisory Committee as a whole.
With regard to the request of the States that the Connétable s should investigate whether the method of dealing with Welfare payments should be changed, arrangements are in hand for this investigation to be carried out. Whilst it is accepted that there is a connexion between Rating and Welfare there are many other issues involved, and a great deal of information has to be researched.
I would repeat my request at the end of the debate on 27th April that if any Members of this Assembly feel that they can help constructively, we should be grateful to receive their suggestions."
Dutch Elm Disease (Jersey) Order, 1974: revocation rejected.

Storage of felled elm timber.
THE STATES, accepting an amendment by the Proposer that for the words, "as a matter of urgency" there should be substituted the words "as soon as convenient", adopted a Proposition of Deputy Sir Martin Le Quesne of St. Saviour and reaffirmed their belief in the desirability of prolonging, so far as possible, the life of the elm tree population of the Island and, to that end, requested the Public Works Committee and the Agriculture and Fisheries Committee to furnish them, as soon as convenient, with a report on the feasibility of regulating the conditions under which felled elm timber may be stored.
Payment of Expenses to States' Members: increase.
THE STATES, adopting a Proposition of Deputy Terence John Le Main of St. Helier , charged the Legislation Committee –
- to submit to the States a draft Act making provision for an increase from £250 to £400 in the amount of the payment made annually to each Member in respect of personal expenses;
- to arrange for the amount of this payment to be revised on a regular basis at intervals of not more than three years.

THE STATES, in pursuance of Article 9 of the Pilotage (Jersey) Law, 1965, as amended, made Regulations entitled the Pilotage (General Provisions) (Amendment No. 8) (Jersey) Regulations, 1982.
St. John 's Village Development.
THE STATES, adopting a Proposition of the Island Development Committee –
- approved the St. John 's Village Development Plan as shown on Drawing No. 07.2.821;
- re-zoned about 4.5 vergées of land at Les Clicquards, St. John (Field 595) as shown on Drawing No. 07.2.821 from agricultural land to use for States (basic) loan residential development;
- re-zoned about 4.0 vergées of land at La Route du Mont Mado, St. John (Field 586) as shown on Drawing No. 07.2.821 from agricultural land to use for States (basic) loan residential development;
- re-zoned about 4.5 vergées of land at Fields 358 and 528, St. John as shown on Drawing No. 07.2.821 from agricultural land to use for States (basic) loan residential development, phased according to need and the availability of services;
- authorised, in the event of the Parish being unable to acquire the land, the Committee to negotiate with the owners for the purchase of land at a fair and proper price to be agreed with the Finance and Economics Committee;
- agreed that in the event of it not being possible to reach agreement on a fair and proper purchase price, the Committee should be empowered, in exercise of the powers conferred by Article 4 of the Island Planning (Jersey) Law, 1964, to acquire the land by compulsory purchase on behalf of the public in accordance with the provisions of the Compulsory Purchase of Land (Procedure) (Jersey) Law, 1961, as amended;
- authorised the payment or discharge of the expenses to be incurred in connexion with the acquisition of the said land and of all interest therein, and of the payment of all legal expenses from the Island Development Committee Major Reserve Vote C.0904;
- authorised the Attorney General and the Greffier of the States to pass, on behalf of the public, any contracts which it might be found necessary to pass in connexion with the said properties and any interests therein.

Road Transport Lighting (Amendment No. 2) (Jersey) Regulations, 1982.
THE STATES, in pursuance of the powers conferred on them by the Order in Council of the twenty-sixth day of December, 1851 and by Article 14A of the Road Transport Lighting (Jersey) Law, 1956, as amended, made Regulations entitled the Road Transport Lighting (Amendment No. 2) (Jersey) Regulations, 1982.
