Visit of H.M. Queen Elizabeth, The Queen Mother.
The Bailiff informed the States that H.M. Queen Elizabeth, The Queen Mother, would visit the Island from 30th May to 1st June, 1984 and proposed that a special Committee be formed to make the necessary arrangements.
THE STATES agreed to form a Committee and appointed the Bailiff as President.
As recommended by the Bailiff the following members were appointed –

The Agriculture and Fisheries Committee by Act dated 21st September, 1983, presented to the States the Wye College report on the survey of the structure and management of the agricultural industry in Jersey.

Deputy Terence John Le Main of St. Helier asked Senator John Stephen Rothwell, President of the Tourism Committee, the following questions –
"Given the President's publicly expressed commitment to the principle of open government, will the President inform the House –
- why he has not so far seen fit to give the States any information whatsoever regarding the appointment of new Public Relations agents and the leasing of a new office in London; and
- will he now be good enough to give the States full information as follows –
- where is the new office situated in London?
- what is the rent?
- what are the other terms of the lease?
- who are the new P.R. agents?
- how much are they paid and how are they paid?
- what are the terms of their contract?
- who were the other applicants for this contract?"
The President of the Tourism Committee replied as follows –
"1. The Committee informed the States of the proposed
change of Public Relations Agency, as well as the new office at the September Supply Day. Notwithstanding this, the appointment of new Public Relations agents in order to ensure continuity of service required by any Committee does not warrant a separate report to the States.
On the other hand, my commitment to Open Government' was clearly illustrated when I agreed to a press conference in Jersey to announce the appointment of the new Public Relations agents. Representatives of all local media attended. In addition, more than four hundred press releases were distributed to newspapers, magazines and periodicals throughout the United Kingdom.
As to the new office in London, the lease is in the name of the new Public Relations agents, an arrangement identical to that which existed in respect of the office at Grand Buildings, Trafalgar Square. The new office was officially opened on 30th November. Present at the opening were representatives of the national press, television, radio, journalists from the travel trade press, as well as Jersey hoteliers, travel agents and tour operators – again press releases were widely distributed.
2. (a) The new office is situated at 35 Albermarle Street, Piccadilly;
- the rent is £13,000 per annum;
- the lease operates from 1st October, 1983 until 24th June, 1992, with a rent review in June, 1987. As with the present offices in Trafalgar Square, the lessee will have to pay the service costs attributable to the new offices, as well as heating, electricity costs, etc.;
- the new agent is Wordsmith & Co. Miles Quest, who will be responsible for the Jersey Account, has been involved in Press and Public Relations for the hotel and catering industry for twenty- two years and his assistant, Mrs. D. Needham, has had twenty years' experience in public relations;
- the company will be remunerated by a fee equivalent to 12½ per cent of the annual costs of the London Office. The costs are estimated to be £105,000 per annum;
- the period of the engagement is five years with an option of twelve months' notice on either side after the fourth year;
- other companies were not formally considered for this account but the Committee had had the benefit of scrutinising very closely the merits of Advertising/Public Relations companies when the Advertising Account was reviewed last year. Having been very well served by a small dedicated team for so long, the Committee decided to seek a similar arrangement. Mr. Miles Quest has been associated with the local Tourism industry since 1971, as Chairman of the Good Food Festival, and he has become familiar with many other facets of the industry during his annual visits. Experience has shown that large firms usually accord priority to their high spending clients; small accounts suffer from the turnover of the agency's staff and the benefit of continuity is lost."

THE STATES, adopting a Proposition of the Island Development Committee, approved the transfer of administration from the Committee to the Resources Recovery Board of an area of land situated in the south-west corner of La Collette reclamation site measuring 67 by 45 metres (3,015 square metres) in area as shown on Plan No. 1.04.03.110A.
"Brookhall", Field 845, St. Saviour : rezoning of land.
THE STATES, adopting a Proposition of the Island Development Committee –
- agreed to rezone about 3.04 vergées of land at Field 845, Rue des Près, St. Saviour , known as "Brookhall", as shown on Drawing No. 02/142/1 from "White Land" to use for States basic loan residential development;
- agreed, in the event of the proposals for the development of the said land failing to satisfy the Island Development Committee and the Housing Committee within 12 months of the land being rezoned, to authorise the Island Development Committee to negotiate with the owners for the purchase of land at a fair and proper price to be agreed with the Finance and Economics Committee;
- agreed, in the event of it not being possible to reach agreement on a fair and proper purchase price for the said land the Island Development Committee should be empowered, in the exercise of the powers conferred by Article 4 of the Island Planning (Jersey) Law, 1964, to acquire the land by compulsory purchase in accordance with the provisions of the Compulsory Purchase of Land (Procedure) (Jersey) Law, 1961, as amended;
- authorised the payment or discharge of expenses to be incurred in connexion with the acquisition of the said land and of all legal expenses from the Island Development Committee Vote – "Land Acquisition and Servicing of Land" – C.0903;
- authorised the Island Development Committee to transfer the land to the administration of the Housing Committee;
- authorised the Attorney General and the Greffier of the States to pass any contracts which it might be found necessary to pass in connection with the said property and any interests therein.
