The Bailiff , on behalf of the Members of the States, congratulated Senator Reginald Robert Jeune on his appointment to the Executive Committee of the Commonwealth Parliamentary Association.

Draft Parish of Saint Helier (Qualifications for Office) (Amendment) (Jersey) Law, 198 : Report. P.147/83.
The Legislation Committee by Act dated 18th October, 1983, presented to the States a Report on the draft Parish of Saint Helier (Qualifications for Office) (Amendment) (Jersey) Law, 198 (P.122/83 – lodged on 30th August, 1983).

Contingencies votes of credit – Finance and Economics Committee.
THE STATES noted an Act of the Finance and Economics Committee dated 2nd November, 1983, informing the House that it had made available out of its Contingencies vote of credit the sum of £5,000 to finance the removal of the Police Court from the Perrot Hall to Cyril Le Marquand House.
Contingencies vote of credit – Public Health Committee.
THE STATES noted an Act of the Finance and Economics Committee dated 2nd November, 1983, informing the House that it had made available out of its Contingencies vote of credit the sum of £47,900 to the Public Health Committee to meet the cost of pay awards and increased car allowances as appropriate to staff of the Jersey District Nursing Association and the Jersey Family Welfare Centre.

THE STATES noted an Act of the Finance and Economics Committee dated 2nd November, 1983, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –
- as recommended by the Public Works Committee, the cession free of charge by Mr. Gordon John Hervé, Jnr., Verte Vue, Le Rondin, St. Mary of 239 square metres of land required for road widening on Le Monet de Ste. Marie, the Committee to be responsible for the payment of legal fees;
- as recommended by the Public Works Committee, the leasing to Mrs. June Shaw, née Summers, of the first floor of No. 20, Charing Cross, St. Helier , for a period of one year with effect from 1st October, 1983, at an annual rent of £1,904, subject to six months' notice on either side;
- as recommended by the Public Works Committee, the leasing to Mr. Roy Therin of a meadow at Rozel, measuring approximately 2 vergées, for a period of one year from 29th September, 1983, at an annual rent of £25;
- as recommended by the Housing Committee, the grant of a servitude to Mr. Clive Feltham of Sunnydale, Deloraine Road, St. Saviour , to enable him to connect a pipe to the sewer owned by the Public of the Island at Deloraine Close, at a charge of £500, subject to the condition that the Committee was not involved in any legal expenses and that all areas were reinstated toits satisfaction.

THE STATES, having rejected an amendment of Deputy Maurice Clement Buesnel that a date for debate should not be fixed, acceded to the request of the President of the Defence Committee that the Proposition regarding the preparation of legislation to make compulsory the wearing of seat belts (lodged on 27th September, 1983) be considered on 13th December, 1983.

THE STATES acceded to the request of the President of the Island Development Committee that consideration of the Island Plan Volume 1 – Survey and Issues and the Report thereon, in a Committee of the Whole House, be deferred from 22nd November to 6th December, 1983.

THE STATES acceded to the request of the President of the Island Development Committee that the Proposition to rezone for residential development "Brookhall", Field 845, St. Saviour (lodged on 25th October, 1983) be considered on 13th December, 1983.

The Jersey Mutual Insurance Society, Incorporated. Petition.
THE STATES, adopting a Proposition of the Connétable of Trinity , granted the prayer of a Petition presented on behalf of the Jersey Mutual Insurance Society, Incorporated that legal effect be given to the amendment to the Fundamental Rules set out in the Petition.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Jersey Mutual Insurance Society, Incorporated (Alteration of Rules) (No. 4) (Jersey) Law, 1983.
Communicare Centre, St. Brelade – extension.
THE STATES, adopting a Proposition of the Education Committee, approved the payment of a grant in the sum of £150,000 to the Communicare Funding Trust to assist towards the cost of extensions to the Communicare Centre at St. Brelade .
Minimum income for elected members of the States: Act.
THE STATES, having accepted an amendment of Senator Pierre François Horsfall that for paragraph 2 there should be substituted the following – "2. This Act shall be deemed to have come into force on the first day of January, 1983," resolved as follows –
- In the Act dated 28th April, 1981 with regard to the
provision of a minimum income for elected Members of the States –
- in paragraphs 1 and 2(a) for the words "three thousand seven hundred and fifty pounds" there shall be substituted the words "four thousand two hundred and fifty pounds";
- in paragraph 2(b) for the words "five thousand six hundred and twenty-five pounds" there shall be substituted the words "six thousand three hundred and seventy-five pounds".
- This Act shall be deemed to have come into force on the
first day of January, 1983.

- approved Drawings Nos. 1425/05A, 06A, 07, 08, 09, 10, 11A, 12 and 13 showing the development of 48/50 St. Mark's Road, St. Helier , to provide 9 one-bedroomed flats and one bedsitter;
- authorised the Greffier of the States to sign the said Drawings on behalf of the States.
