Resources Recovery Board Report for 1981. R.C.1/83.

The Resources Recovery Board by Act dated 9th December, 1982, presented to the States its Report on the operation of the services of the Board for the year 1981.

THE STATES ordered that the said Report be printed and distributed.

Jersey Council for Safety and Health at Work – Report and Accounts 1981–1982. R.C.2/83.

The Social Security Committee by Act dated 16th December, 1982, presented to the States the Report and Accounts of the Jersey Council for Safety and Health at Work for the year 1981–1982.

THE STATES ordered that the said Report and Accounts be printed and distributed.

Contingencies vote of credit – Establishment Committee.

THE STATES noted an Act of the Finance and Economics Committee dated 15th December, 1982, informing the House that it had made available to the Establishment Committee the sum of £45,000 from the Contingencies vote of credit to order that a study of the Manual Workers' Bonus Scheme could be carried out as required by the award of an Arbitration Tribunal in July, 1982.

Contingencies vote of credit – Public Works Committee.

THE STATES noted an Act of the Finance and Economics Committee dated 15th December, 1982, informing the House that it had made available to the Public Works Committee the sum of £10,000 from the Contingencies vote of credit to enable the trial bus service for schoolchildren to continue until Easter, 1983.

Matters noted – land transactions.

THE STATES noted Acts of the Finance and Economics Committee dated 15th December, 1982 and 12th January, 1983, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Housing Committee, the passing of a contrat de transaction with Messrs. Archibald Charles Knowlton, John Alfred Mallet and Graham Douglas Thorne in order that they could connect into the foul sewer at Clos Saut Falluet, St. Brelade , for a total consideration of £800 and the payment of legal fees;
  2. as recommended by the Island Development Committee, the leasing to Mr. Brian Herbert Langlois and Mrs. Pearl Doreen Langlois, née Luce , of Field 1609A, B and C and Field 1610 (part of plot 151), Le Mont Vautier, St. Ouen measuring a total of 4.7 vergées, together with a further area of land at Field 1459, Le Mont Vautier, St. Ouen , measuring 0.3 vergées, at the rates of £18 and £15 a vergée respectively, for a period of nine years commencing 29th September, 1982, with rent reviews at three yearly intervals;
  1. as recommended by the Agriculture and Fisheries Committee, the leasing from Mrs. Ursula Inga Christensen, née Bode, of Les Aix Cottage, La Rue des Aix, St. Peter , for occupation by Mr. J.A. Hayes, Horticultural Adviser, for the assignment of the unexpired portion of the existing lease, namely two years, with the option to renew for a further three years, at a weekly rent of £65.00.

THE STATES noted Acts of the Finance and Economics Committee dated 15th December, 1982 and 12th January, 1983, showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that –

  1. the Public Health Committee had accepted the lowest of six tenders, namely that submitted by Charles Le Quesne (1956) Limited in the sum of £1,082,800 in a contract period of 50 weeks for the construction of a Psycho-Geriatric Unit at St. Saviour 's Hospital;
  2. the Education Committee had accepted the lowest of six tenders, namely that submitted by Regal Construction Company Limited in the adjusted sum of £115,144.82 in a contract period of 50 weeks for extensions to St. Clement 's School; and
  3. the Education Committee had accepted the lowest of six tenders, namely that submitted by Thatcher Limited in the adjusted sum of £121,132 in a contract period of 26 weeks for extensions to St. Mark's School.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. referred to their Act dated 24th August, 1982, approving the lease to Mr. Malcolm James Wootton and Mrs. Veronica Anne Wootton, née Ward , of St. Catherine's Café, St. Martin , for a further period of 9 years with effect from 8th July, 1982, at an annual rent of £5,000 subject to rent review clauses at the end of the third and sixth years of the lease, and agreed that Mr. Ronald Alexander Kirk and Mrs. Elaine Sandra Kirk, née Ward , may be added to the lease as joint lessees of St. Catherine's Café, with effect from 1st December, 1982;
  2. authorised the Greffier of the States to sign the necessary agreement;
  3. authorised the Treasurer of the States to receive the rent as it became due.

THE STATES, adopting a Proposition of the Education Committee, approved the nomination of Mr. Peter Gorton Baker as Chairman of the Board of Management of the Sheltered Workshop at Highlands.

Summer Time (Jersey) Act, 1983.

THE STATES, in pursuance of Article 2 of the Summer Time (Jersey) Law, 1972, made an Act entitled the Summer Time (Jersey) Act, 1983.

Depositors and Investors (Prevention of Fraud) (Amendment No. 6) (Jersey) Law, 1983.

THE STATES, subject to the Sanction of Her Majesty in Council, adopted a Law entitled the Depositors and Investors (Prevention of Fraud) (Amendment No. 6) (Jersey) Law, 1983.

Acte Opératoire.

THE STATES, in pursuance of Article 25 of the Public Finances (Administration) (Jersey) Law, 1967, as amended, and as applied by Article 4 of the Depositors and Investors (Prevention of Fraud) (Jersey) Laws, 1967 to 1982, declared that the Bill to amend the Depositors and Investors (Prevention of Fraud) (Jersey) Laws, 1967 to 1982 (which Bill has this day been adopted in Third Reading by the States) shall immediately have effect as if it were a Law passed by the States and sanctioned by Her Majesty in Council.

Main Roads (Classification) (No. 25) (Jersey) Act, 1983.

THE STATES, in pursuance of Article 1 of the Loi (1914) sur la Voirie, as amended, made an Act entitled the Main Roads (Classification) (No. 25) (Jersey) Act, 1983.

Grainville School Games Hall .

THE STATES, adopting a Proposition of the Education Committee –

  1. authorised the Finance and Economics Committee to advance the sum of £155,000 from the Contingencies Vote to the Education Committee to enable that Committee to proceed with the development of the Games Hall at Grainville School;
  1. approved Drawings No. 802759/A, 823434/A and 823435/A showing the proposed Games Hall at Grainville School;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States;
  3. accepted the tender for the proposed development of the Games Hall at Grainville School, negotiated with A.C. Mauger and Son (Sunwin) Limited the contractor for the main school extension in the sum of £139,422.

Debate in camera.

The Deputy Bailiff , in pursuance of Article 6 of the Income Tax (Jersey) Law, 1961, and in accordance with Standing Order No. 46(2), ordered the withdrawal of strangers and the closing of the doors of the Chamber in order that the appointment of Mr. R.J. Gaiger as Comptroller of Income Tax be debated in camera.

THE STATES, having deliberated thereon in camera, adopted a Proposition of the Establishment Committee and approved the appointment of Mr. Robert John Gaiger, Associate of the Institute of Taxation, as Comptroller of Income Tax with effect from 1st January, 1984.
