Tribute to the late Deputy R.F. O'Connor of St. Clement .

The Deputy Bailiff paid tribute to the late Deputy Richard Francis  O'Connor  of   St. Clement  and  the  States  observed  one minute's silence as a mark of respect.

Telecommunications Board Report for 1982.

The Telecommunications Board by Act dated 25th March, 1983, presented to the States its Report for the year ended 31st December, 1982.

THE STATES ordered that the said Report be printed and distributed.

Annual Accounts of the States 1982.

The Finance and Economics Committee by Act dated 6th April, 1983, and in pursuance of Article 21(3) of the Public Finances (Administration) (Jersey) Law, 1967, as amended, presented to the States the Annual Accounts of the States for the financial year ended 31st December, 1982.

THE STATES ordered that the Accounts be printed and distributed.

Agricultural Statistics for 1982.

The Agriculture and Fisheries Committee by Act dated 23rd March, 1983 presented to the States the Agricultural Statistics for 1982.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 20th April, 1983, showing that, in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Housing Committee, the sale of approximately 400 square feet of land at Quennevais Park, shown outlined in Red on Plan No. LO.1/B/30, to Mr. Brian Keith Coxon and Mrs. Jean Christian Coxon, née Poingdestre, which land was adjacent to their property 1, Quennevais Park, St. Brelade , for a consideration of £600 (representing £1.50 a square foot) subject to the Island Development Committee's approving the construction of a six foot high blockwork wall thereon;
  2. as recommended by the Public Works Committee, the cession, free of charge, by Tudor Marketing Company Limited of an area of land adjacent to La Rue Horman, Grouville , measuring 1.5 metres in width and 43 metres in length, subject to the Committee's paying the legal costs involved in the preparation of a contract and being responsible for certain accommodation works at an approximate cost of £6,450;
  3. as recommended by the Harbours and Airport Committee, the passing of a contrat de transaction with Mr. Denys Philip Richardson to permit him to construct a toilet adjoining the Committee's property at the Maitresse Ile les Minquiers, subject to Mr. Richardson's paying the Committee's legal costs;
  1. as recommended by the Housing Committee, being party to a deed with Mr. Brian Jack Youd and Mrs. Judith Ruth Youd, née Emerson, to agree a boundary between their property, Marino, Clos de la Mare, St. Clement , and Le Marais Flats, St. Clement administered by the Committee;
  2. as recommended by the Tourism Committee, the assignment from Mr. John Alexander Black and Mr. John Francis Lane, jointly, to Mr. John Alexander Black of the unexpired portion of the lease of West Park Café, St. Helier , as approved by the States on 7th October, 1981, namely for the period from the date of the signing of the assignment until 24th December, 1984, at an annual rent of £5,500.

Presented by the Education Committee. The States decided  to  take  this  subject into consideration on 24th May, 1983.

St. Helier Traffic Plan. P.175/82.

THE STATES acceded to the request of the President of the Public Works Committee that the Proposition regarding the St. Helier Traffic Plan (lodged on 21st December, 1982) be taken into consideration on 7th June, 1983.

New Airport Fire Station. P.55/83.

THE STATES acceded to the request of the President of the Harbours and Airport Committee that the Proposition regarding the new Airport Fire Station (lodged on 12th April, 1983) be taken into consideration on 24th May, 1983.

Removal of Connétable s from the States and increase in number of Senators. P.48/83.

THE STATES acceded to the request of Senator Richard Joseph Shenton that the Proposition regarding the removal of Connétable s from the States and increase in number of Senators (lodged on 29th March, 1983) be taken into consideration on 24th May, 1983.

Extension of main drainage to certain properties in St. Peter – Petition.

Deputy Michael Walter Bonn of St. Peter presented to the States, on behalf of certain inhabitants of St. Peter , a Petition regarding the extension of main drainage to properties on or adjoining Avenue de la Reine Elizabeth II, Rue des Vignes, Rue des Landes and Old Beaumont Hill, St. Peter .

THE STATES referred the said Petition to the Resources Recovery Board and lodged the relevant Proposition "au Greffe".

The total requests granted for the April Supply Day amounted to £2,336,300.

The  New  House,  Sommet  Vert,  Clos  de  la  Marquanderie, St. Brelade .

THE  STATES,  adopting  a  Proposition  of  the  Housing Committee –

  1. approved the leasing from Mr. Nicholas Le Quesne Blampied of The New House, Sommet Vert, Clos de la Marquanderie, St. Brelade , for a further period of one  year,  with  effect  from  1st  July,  1983,  at  an annual rent of £4,350, plus the lease fee cost of £35;
  2. authorised  the  Greffier  of  the  States  to sign  the necessary agreement;
  1. authorised the Treasurer of the States to pay the rent as it became due.

Beach Guards – accommodation.

THE STATES, adopting a Proposition of the Housing Committee, agreed that one of the miscellaneous properties owned by the Housing Committee could be used to provide housing accommodation during the summer months each year for the Beach Guards employed by the Tourism Committee.

National Trust for Jersey Law, 1983.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the National Trust for Jersey Law, 1983.

Airport office and warehouse accommodation: transfer of lease.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. referred to their Act dated 22nd June, 1982, approving the lease to British Airways of office and warehouse accommodation in the Freight Terminal Building at the Airport for a further period of three years, with effect from 1st April, 1981, at an annual rent of £8,891 and agreed to terminate the lease with effect from 31st March, 1983;
  2. approved the lease to Hi-Speed Freight Services Limited of office and cargo handling accommodation and low level storage space in the Freight Terminal Building at the Airport for a period of three years with effect from 1st April, 1983, at an annual rent of £5,374, being 360 square feet of office accommodation at £4 a square foot, 1,440 square feet of cargo handling accommodation at £2.10 a square foot and 520 square feet of low level storage space at £1.75 a square foot;
  1. authorised the Greffier of the States to sign the necessary agreement;
  2. authorised the Treasurer of the States to receive the rent as it became due.

Rezoning of land at St. Lawrence .

THE STATES, adopting a Proposition of the Island Development Committee –

  1. rezoned about 1.7 vergées of land at Field 749 and at the rear of La Hougue, La Ville Emphrie, St. Lawrence as shown on drawing No. 08.136.1 from "White Land" to use mainly for States' loan residential development;
  2. rezoned about 1.6 vergées of land at Field 524, St. Lawrence as shown on drawing No. 08.129.3 from "White Land" to use for residential development and made an exception to the restrictions imposed by Act of the States dated 7th December, 1982, to permit the land to be so used, notwithstanding the normal presumption against such development within Aircraft Noise Zone No. 2.

Jersey Arts Centre.

THE STATES, adopting a Proposition of the Education Committee, approved in principle the payment of a grant in the sum of £250,000 to the Jersey Arts Council to assist towards the completion of the Jersey Arts Centre, to be paid only when the Jersey Arts Council has raised a similar sum towards the completion.

Winchester Street site, St. Helier .

THE STATES, adopting a Proposition of the Housing Committee –

  1. approved Drawing No. 2896/7 showing the development of the site adjacent to 26, Winchester Street, St. Helier , to provide five one-bedroomed flats;
  1. authorised the Greffier of the States to sign the said Drawing on behalf of the States.

Land Reclamation west of Albert Pier: purchase of foreshore.

THE STATES, adopting a Proposition of the Land Reclamation Committee –

  1. approved the purchase from the Crown of the freehold of the foreshore on the reclamation area west of the Albert Pier measuring 35.66 acres, as shown in red on drawing No. 327/4D, for a consideration of £89,150.00;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter;
  3. authorised the Treasurer of the States to pay the requisite sum out of the capital vote of credit granted to the Committee under the heading "Land Reclamation West of Albert Quay" (Vote No. C.1406).

Stoke Mandeville Spinal Injuries Centre: grant.

THE STATES, adopting a Proposition of the Public Health Committee, approved the payment of a grant of £25,000 to the Stoke Mandeville Hospital towards the cost of providing a purpose- built Spinal Injuries Centre at that Hospital.

Debate in camera.

The Deputy Bailiff , in pursuance of Article 9 of the Police Force (Jersey) Law, 1974, and in accordance with Standing Order No. 46(2), ordered the withdrawal of strangers and the closing of the doors of the Chamber in order that the appointment of Mr. David Parkinson as Chief Officer of the States of Jersey Police Force be debated in camera.

Chief Officer, States of Jersey Police Force – appointment.

THE STATES, having deliberated thereon in camera, adopted a Proposition of the Defence Committee and, in pursuance of Article 9 of the Police Force (Jersey) Law, 1974, appointed Mr. David Parkinson as Chief Officer of the States of Jersey Police Force on a five year contract basis commencing 1st July, 1983.
