THE STATES appointed Deputy Terence John Le Main of St. Helier as a member of the Public Works Committee.

Legislation Committee – appointment of Member.

THE STATES appointed Senator Reginald Robert Jeune as a member of the Legislation Committee.

White Land' Policy R.C.14/83.

The Island Development Committee by Act dated 10th May, 1983, presented to the States its Report on White Land' Policy.

THE STATES ordered that the said Report be printed and distributed.

Facilities for fishermen at La Collette Basin – arrangement of business.

THE STATES acceded to the request of the President of the Agriculture and Fisheries Committee that the Proposition regarding facilities for fishermen at La Collette Basin (P.64/83 – lodged on 3rd May, 1983) be considered before the draft Trusts (Jersey) Law, 198 . (P.51/83) at the present sitting.

Salaries of Chief Officers – question and answer.

Deputy Maurice Clement Buesnel of St. Helier asked Senator John Clark Averty, President of the Establishment Committee, the following question –

"Will the President inform the House as to the number of Chief Officers of Civil Service Departments who receive an annual salary equal to or in excess of the Treasurer of the States".

The President replied as follows –

"There are 8 Civil Service Chief Officer posts which carry a salary equal to the post of Treasurer of the States.

There are 3 Chief Officer posts which carry a salary in excess of that of the Treasurer of the States.

These salaries are related to gradings which have been established since 1977 when, following several years of disagreement between the Establishment Committee and the Chief Officers themselves, a jointly agreed evaluation of their posts was set in motion and the results agreed."

Health Insurance Scheme.

THE STATES commenced consideration of a Proposition of the Social Security Committee regarding the Health Insurance Scheme.

THE STATES adopted paragraph (a), as reworded, of an amendment of Senator Richard Joseph Shenton, acceded to Senator Shenton's request to withdraw paragraph (b) of his amendment, rejected an amendment of Deputy Norman Stuart Le Brocq of St. Helier and rejected paragraph (c) of Senator Shenton's amendment. The States accordingly endorsed the Social Security Committee's approach to the development of the Health Scheme as set out in its report, subject to the making of provision by the Committee for doctors' charges to be monitored, a doctor's charges to be displayed in his waiting room and the scale of charges as set out on pages 43 or 44 of its Report to be published from time to time in the media.

Health Insurance Exception Scheme.

THE STATES commenced consideration of a Proposition of the Social Security Committee regarding the extension of the Health Insurance Exception Scheme.

THE STATES, adopting paragraph (i) of the Committee's Proposition, approved an increase of twenty per cent in the present income bar for the grant of Health Insurance Exception.

THE STATES deferred consideration of paragraph (ii) of the Proposition.

Facilities for fishermen at La Collette Basin.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee, approved in principle, the provision of facilities for fishermen in the South-East corner of La Collette Basin by constructing a combined slip and landing jetty, and by carrying out whatever other ancillary work might be required to optimise the value of the facilities to all port users.

Trusts (Jersey) Law, 1983.

THE STATES, having rejected a Proposition of Deputy Robin Ernest Rumboll of St. Helier that Article 52 be referred back to the Finance and Economics Committee, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled Trusts (Jersey) Law, 1983.
