Falkland Islands – gift.
The Bailiff informed the House that His Excellency The Lieutenant Governor had received the following letter from the Home Secretary –
"I wrote to you last July to express my great pleasure in accepting Jersey's most generous offer of donations towards the cost of the recovery and rehabilitation of the Falkland Islands, and to the Falkland Islands Appeal Fund.
I am writing now to say how very much Her Majesty's Government appreciates these gifts, and the decision by the people of Jersey that the greater proportion should be donated to the provision of a new deep-water jetty at Port Stanley. I understand that it is proposed to name this the
Jersey Jetty, and it will stand, both in name and in the great importance of its function, as a lasting memorial to

the thoughtfulness of one Island people to another whose circumstances are, for the present at least, much less fortunate.
I need hardly say that the Falkland Islanders are themselves deeply aware of Jersey's kindness as expressed in this decision. They look forward, as do we all, to the day when this jetty will come to play its very significant part in the life of the Falklands community, and to welcoming in due course a representative from Jersey to the opening ceremony."
Telecommunications Board – resignation and appointment of members.
THE STATES noted the resignation of Senator Reginald Robert Jeune from the Telecommunications Board and appointed Deputy Robin Ernest Richard Rumboll of St. Helier in his place.

THE STATES acceded to the request of Senator Richard Joseph Shenton that the Proposition regarding the removal of Connétable s from the States and an increase in the numbers of Senators (lodged on 29th March, 1983) be deferred from 24th May to 21st June, 1983.
Artificial Insemination Service – Questions and answers.
Senator Jane Patricia Sandeman asked Senator Richard Joseph Shenton, President of the Agriculture and Fisheries Committee, the following questions –
"In the Department of Agriculture's report entitled The A.I. Service 1981-82' one paragraph reads –
Since the rejection of the concept of the importation of Jersey semen by the States in March 1983 it is increasingly important that the A.I. Centre is provided with the best bulls possible for use in its service.'
- Will the President say if providing the best bulls possible for the A.I. Service represents a change of policy?
- Will the President say how many of the 30 bulls currently in use at the A.I. Centre are considered by the Committee –
- to be without records for themselves, their sires and/or their dams;
- to be proven inferior bulls on the production of milk and butterfat?
- Would the President agree that it will take time for a young bull to become proven and that unless the choice of bulls available at the A.I. Centre isto decrease it will be necessary to use these young bulls?
- A letter from the Department of Agriculture dated 14th April, 1983 and addressed to milk producers states that the sole responsibility for selecting bulls for the A.I. Service has been given to the Royal Jersey Agricultural and Horticultural Society. Will the President agree that ultimate responsibility for the A.I. Service, including the selection of bulls, remains with the Agriculture and Fisheries Committee?"
The President of the Agriculture and Fisheries Committee replied as follows –
"1. No. It has always been the policy of this and
previous Committees to provide the best possible bulls for use in the A.I. Service.
2.(a) Bulls at A.I. which have –
no records at all for themselves number 11; no records for their sires number 9;
no records for their dams number 6;
(b) Proven inferior bulls for milk production number 2;
Proven inferior bulls for butterfat production number 3.

Negotiations regarding Pay and Working conditions of Postal employees.
THE STATES, having accepted an amendment of the Establishment Committee that after the words "House that" there should be inserted the words "discussions should continue with the Establishment Committee with a view to agreement being reached that a Member or officer of the Establishment Committee should be present at negotiations relating to pay and conditions of service of Postal employees.", adopted a Proposition of Senator John Philip de Carteret and agreed to inform the Committee for Postal Administration that it is the wish of the House that discussions should continue with the Establishment Committee with a view to agreement being reached that a Member or officer of the Establishment Committee should be present at negotiations relating to pay and conditions of service of Postal employees.

Civil Service Administration (Negotiation and Arbitration) (Jersey) Rules, 1959: amendment.
THE STATES, having accepted an amendment of the Establishment Committee that after the words "Establishment Committee" there should be inserted the words ", after the appropriate consultations", adopted a Proposition of Senator John Philip de Carteret and charged the Establishment Committee, after the appropriate consultations, to make the necessary Order amending the Civil Service Administration (Negotiation and Arbitration) (Jersey) Rules, 1959, so that it will no longer be possible for one side only to refer a matter to arbitration.
Salary increases for public employees in 1983.
THE STATES, having accepted an amendment of the Establishment Committee that for the words "below the increase in the Jersey Cost of Living Index, in the light of" there should be substituted the words, "which takes full into account the", adopted a Proposition of Senator John Philip de Carteret and agreed to inform the Establishment Committee that pay settlements for 1983 in respect of Public Service employees who are the subject of local agreements, should be made at a figure which takes fully into account the present economic circumstances.
