THE STATES assembled on Tuesday, 10th April, 1984 at 10.15 a.m. under the Presidency of the Bailiff , Sir Frank Ereaut.

Subordinate legislation tabled.

The following enactment was laid before the States, namely –

Road and Sand Racing (Jersey) Order, 1984. R & O 7274.

Motor Traffic Office Statistics 1983. R.C.13.

The  Defence  Committee  by  Act  dated  22nd  March,  1984, presented  to  the  States  a  report  on  the  Motor  Traffic  Office Statistics for 1983.

THE STATES ordered that the said Statistics be printed and distributed.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 3rd April, 1984, showing that in pursuance of Standing  Orders  relating  to  certain  transactions  in  land,  the Committee had approved –

101   Price : 50p.

  1. as recommended by the Resources Recovery Board, the purchase from Mr. Donald Arthur Renouf and Mrs. Madeleine Renouf , née Pickett, of Fosse-au- Bois, St. Ouen , of 2,250 square feet of land at Rue du Marais, St. Ouen , as shown on Drawing No. S.P. 1440A for the sum of £1,530, to enable septic tanks to manoeuvre and park when using the proposed new discharge facilities at St. Ouen 's Pumping Station;
  2. as recommended by the Harbours and Airport Committee, the renewal to Aurigny Air Services Limited of the ground lease of approximately 181 square yards of land at Jersey Airport, St. Peter , for a period of three years, with effect from 15th April, 1984, at an annual rent of £1,000, representing a rate of £5.53 a square yard;
  3. as recommended by the Island Development Committee, in connexion with Phase I of the Gorey Village Development Scheme, the sale of Le Jardin Bertram' and small areas of land at La Rue Horman, Grouville , as shown on Drawing No. 04.108.3, to the undermentioned persons for a consideration of £1 each –

Parish of Grouville Le Jardin Bertram' to include a public footpath to the Gorey Village street made from land purchased some years ago for that specific purpose, in total measuring approximately 28,000 square feet;

Mr. Peter Paul Foley and Mrs. Dulcie Phyllis Foley, née Le Gros, The Fairway' – 306 square feet of land, plus fence and pedestrian and vehicular rights of access to La Rue de la Poterie;

Mrs. Hilda Pallot, née Neale, Cramond' – 413 square feet of land, plus fence and pedestrian right of access to Le Jardin Bertram';

Mr. Denis John Hairon and Mrs. Pamela Edsall Hairon, née Downer, Concorde' – 533 square feet, plus fence and pedestrian right of access to Le Jardin Bertram';

Mrs. Mary Catherine Adela Baker, née Soar, Purley' – 497 square feet, plus fence and pedestrian right of access to Le Jardin Bertram';

Mrs. Jean Baird, née Tennant, The Linn' – 268 square feet, plus fence and pedestrian right of way to Le Jardin Bertram';

  1. as recommended by the Housing Committee, with the support of the Island Development Committee, the purchase from F. Le Sueur and Son Limited of No. 63 Great Union Road, a two-bedroomed property, for a consideration of £32,000 for the realty on the basis of each party paying its own legal fees;
  2. as recommended by the Housing Committee, with the support of the Island Development Committee, the purchase from Mrs. Jean Mary Re, née Kennedy, of No. 31 Belmont Road, St. Helier , for a consideration of £58,500 for the realty, on the basis of each party paying its own legal costs, and subject to the vendor taking out insurance against the possibility that the Will might be challenged before 10th November, 1984;
  3. as recommended by the Island Development Committee, the leasing to St. Aubin's Finance Holdings Limited of the temporary car parking site at 9, Tunnell Street, St. Helier , for a period of two years, at an annual rent of £4,000.

THE STATES decided to take the abovementioned subjects into consideration on 15th May, 1984.

La Collette – lease of areas to J.E.C. Ltd. P.11/84. Withdrawn.

THE STATES noted that the Harbours and Airport Committee had withdrawn the Proposition regarding the lease of areas at La Collette to the Jersey Electricity Company Ltd. (lodged on 31st January, 1984), having presented a revised Proposition for consideration at the present Sitting.

Attendance Allowance Board: appointment. P.148/83. Withdrawn.

THE STATES noted that the Social Security Committee had withdrawn the Proposition regarding the appointment of the Attendance Allowance Board (lodged on 15th November, 1983), having lodged a revised Proposition at the present Sitting (P.33/84).

Disposal of industrial sites at La Collette. P.17/84.

THE STATES acceded to the request of the President of the Island Development Committee that the Proposition regarding the disposal of industrial sites at La Collette (lodged on 14th February, 1984) be considered on 15th May, 1984.

THE STATES deferred consideration of the request of the Finance and Economics Committee for a supplementary vote of credit in the sum of £2,600 for rent for additional accommodation in  Cyril  Le  Marquand  House  for  the  Commercial  Relations Department (0432).

The Proposition relative thereto was lodged "au Greffe" by Senator Jane Patricia Sandeman.

General Hospital Redevelopment Phase II – fees and building. Deferred Supply. P.38/84.

THE STATES deferred consideration of the requests of the Public Health Committee for supplementary votes of credit in the sum of £378,000 and £275,000 for revised fees (C0644) and building costs (C0660) respectively in Phase II of the General Hospital Redevelopment.

The Proposition relative thereto was lodged "au Greffe" by the President of the Public Health Committee. The States decided to take this subject into consideration on 15th May, 1984.

Bistro Carronade, Fort Regent: lease.

THE STATES, adopting a Proposition of the Fort Regent Development Committee –

  1. agreed that the lease of the Bistro Carronade at Fort Regent by Charrington (Channel Island) Services Limited be annulled as from 1st April, 1984;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract of annulation' with Charrington (Channel Island) Services Limited.

Senator John Clark Averty, having declared an interest in the matter, withdrew from the Chamber prior to the debate.

St. John 's Village Development Phase II. Sale of Field 595, Route de Mont Mado. P.39/84.

THE STATES commenced consideration of a Proposition of the Island Development Committee regarding the sale of land in Field 595, Route de Mont Mado in connexion with the St. John 's Village Development Phase II.

After discussion, and on the proposition of Senator Jane Patricia Sandeman, the proposition was lodged "au Greffe". The States decided to take this subject into consideration on 1st May, 1984.

La Collette: lease of areas to the Jersey Electricity Co. Ltd. P.40/84.

THE STATES commenced consideration of a Proposition of the Harbours and Airport Committee regarding the lease of areas at La Collette to the Jersey Electricity Company Limited.

After discussion, and on the proposition of Senator Jane Patricia Sandeman, the Proposition was lodged "au Greffe". The States decided to take this subject into consideration on 1st May, 1984.

Agricultural Loans and Guarantees Advisory Board: appointment of member.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee, approved the appointment of Mr. Lewis Rondel as a member of the Agricultural Loans and Guarantees Advisory Board.

Teachers' Salaries.

THE STATES, adopting a Proposition of the Education Committee, agreed to

  1. amend their Act dated 10th September, 1963 to allow the Education Committee to create Jersey Scales of Salaries for teachers in Primary and Secondary Schools, lecturers in Further Education and specialist subject advisers by the addition of £501 at each incremental point of the 1983 Scales of Remuneration for teachers and lecturers in England and Wales and to introduce the Jersey Salary Scales with effect from 1st April, 1984;
  2. review the Jersey Salary Scales as from 1st June, 1984, on the same basis as the pay of other public employees inJersey and to review the Salary Scales in the same way as the pay of other public employees inJerseyin subsequent years.
  1. authorise the Education Committee, in consultation with the Establishment Committee, to negotiate and agree future pay awards for teachers.
