Visit of the Home Secretary – Special Sitting.

THE  STATES  were  informed  by  the   Bailiff  that  Her Majesty's  Secretary  of  State  for  Home  Affairs,  The  Right Honourable Leon Brittan, Q.C., M.P., was to pay an official visit to the  Island  and  that  the  States  would  be  convened  to  meet  at 10.30 a.m. on Wednesday, 25th April, 1984, in order formally to welcome him.

Subordinate legislation tabled.

The  following  enactments  were  laid  before  the  States, namely –

  1. Depositors and Investors (Prevention of Fraud) (List of  Registered  Persons)  (Jersey)  Order,  1984. R & O 7259.
  2. Health  Insurance  (Pharmaceutical  Benefit) (Prescribed  List)  (Amendment  No. 15)  (Jersey) Order, 1984. R & O 7260.

Contingencies vote of credit – Housing Committee.

THE STATES noted an Act of the Finance and Economics Committee dated 8th February, 1984, informing the House that it had made available to the Housing Committee the sum of £12,000 from the Contingencies vote of credit for completion of the payment for the rectification of the defects in the roofs of the houses and garages at Clos Saut Falluet, St. Brelade .

Matters noted – land transaction.

THE STATES noted an Act of the Finance and Economics Committee dated 8th February, 1984, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved, as recommended by the Housing Committee, the leasing from Mrs. Nancy de Wolfe Arthur, née Miller, of Flat 2, Sydney Court, Beaumont, St. Peter , for a period of three years with effect from 1st January, 1984 at an annual rent of £3,996.60, for occupation by Mr. H.R. Crowther, a Probation Officer who had been appointed on a three-year contract.

Matter noted – financial transaction.

THE STATES noted an Act of the Finance and Economics Committee dated 8th February, 1984, showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that the Housing Committee had accepted the lowest of six tenders, namely that submitted by Hacquoil and Cook Limited in the sum of £279,641.00 in a contract period of 36 weeks for the development and conversion of 48/50 St. Mark's Road, St. Helier .

States Members – payment of annual allowance. P.161/83.

THE STATES acceded to the request of Deputy Hendricus Adolphus Vandervliet of St. Lawrence that the Proposition relating to the payment of an annual allowance to States Members (lodged on 13th December, 1983), which had been set down for consideration under Public Business at the present Sitting, be withdrawn.

La Collette: lease of areas to the J.E.C. Ltd. P.11/84.

THE STATES acceded to the request of the President of the Harbours and Airport Committee that consideration of the Proposition relating to the lease of areas of La Collette to the Jersey Electricity Company Limited (lodged on 31st January, 1984) be deferred from the present Sitting to a later date.

Draft Architects (Registration) (Amendment) (Jersey) Law, 198 . P.8/84.

THE STATES acceded to the request of the President of the Legislation Committee that the draft Architects (Registration) (Amendment) (Jersey) Law, 198 (lodged on 31st January, 1984) be considered on 13th March, 1984.

Draft Service of Process and Taking of Evidence (Amendment) (Jersey) Law, 198 . P.9/84.

THE STATES acceded to the request of the President of the Legislation Committee that the draft Service of Process and Taking of Evidence (Amendment) (Jersey) Law, 198 (lodged on 31st January, 1984) be considered on 13th March, 1984.

Bellozanne Link Road: Covenant on land. Statement.

The President of the Public Works Committee made a statement in which he informed the House that all the owners of Nos. 1–7 Hautbois Terrace had now agreed to the modification of the restrictive covenant in favour of those properties and that consequently the construction of the Bellozanne link road could go ahead without recourse to compulsory purchase powers.

British Hotel, Trinity .

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee –

  1. approved the purchase from the Ann Street Brewery Company Limited of the British Hotel, Trinity , for the sum of £25,000;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract;
  3. authorised the Treasurer of the States to make the necessary payment out of Vote of Credit C.0710 – Purchase of Old British Hotel, Trinity and landscaping of site.

La Collette Reclamation Site: C.I. Welding Co. Ltd.

THE STATES, adopting a Proposition of the Island Development Committee –

  1. granted a lease for a term of 99 years on land at La Collette Land Reclamation Site to the Channel Islands Welding Company Limited, for the erection of a factory principally for the manufacture of shipping containers and for the open storage of finished containers; the whole area measuring some 132,030 square feet and shown coloured red on Drawing No. 01.115.5; the commencing annual rent to be £18,484.20, subject to regular rent reviews;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract;
  3. authorised the Treasurer of the States to receive the rent as it became due.

2 Clos de Papillon, St. Ouen .

THE STATES, adopting a Proposition of the Establishment Committee –

  1. approved the sale to Mr. Leslie James Gibaut and Mrs. Ruth Gibaut, née Vandervliet, of No. 2 Clos de Papillon, Rue Militaire, St. Ouen , for a consideration of £64,000 for the realty;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract on behalf of the States;
  3. authorised the Treasurer of the States to apply the sale proceeds in accordance with the terms of the Assisted House Purchase Scheme.

Deputy Hendricus Adolphus Vandervliet of St. Lawrence declared an interest in the matter and withdrew from the Chamber.

St. Helier Traffic Plan: Queen's Road/Rouge Bouillon junction.

THE STATES, adopting a Proposition of Senator Richard Joseph Shenton, rescinded that part of their Act of 7th June, 1983, in which they approved the road junction improvement at the junction of Rouge Bouillon and Queen's Road in accordance with diagram 5A as set out in P.69/83.

Court of Appeal (Remuneration of Ordinary Judges) (Jersey) Act, 1984.

THE STATES, in pursuance of Article 6 of the Court of Appeal (Jersey) Law, 1961, as amended, made an Act entitled the Court of Appeal (Remuneration of Ordinary Judges) (Jersey) Act, 1984.

Social Security Tribunal: appointment.

THE STATES, adopting a Proposition of the Social Security Committee, and in pursuance of Article 1 of the Social Security (Jersey) Law, 1974, as amended, appointed the undermentioned as Chairman and Members of the Social Security Tribunal for a period of three years from 1st January, 1984, namely –
