THE  STATES  appointed  Mrs.  Iris  Medora  Le Feuvre, Connétable  of   St. Lawrence ,  as  a  member  of  the  Resources Recovery Board.

The  Legislation  Committee  by  Act  dated  11th  June,  1984, presented  to  the  States  a  Report  relating  to  the  Proposition  of Deputy  Robin  Ernest  Richard  Rumboll  of   St. Helier  (P.97/83) about the Recording of States Proceedings.

The Finance and Economics Committee by Act dated 13th June, 1984, presented to the States a Report on the draft Standard Chartered Bank (Jersey) Law, 198 , (P.78/84).

Advisory Training Council Report. R.C.17.

The Education Committee by Act dated 19th June, 1984, presented to the States the third annual report of the Advisory Training Council for the period from May 1983 to April 1984.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 13th June, 1984, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Harbours and Airport Committee, the leasing to Transflash McGregor Ltd. of 241 square feet of office accommodation on the New North Quay, Port of St. Helier , for a period of three years with effect from 25th March, 1984, at an annual rent of £1,205, representing a rate of £5 a square foot a year;
  2. as recommended by the Public Health Committee, the renewal of the lease to the Jersey Council on Alcoholism of 28 West Park Avenue, St. Helier , for a further period of three years with effect from 1st August, 1984, at an annual rent of £1,000, payable quarterly in advance;
  1. as recommended by the Public Health Committee, in pursuance of an Act of the States dated 28th November, 1978, which accepted the devise of the late Mrs. Eunice Jane Bailhache , née Hubert, of specified properties, the assignment from Huda Enterprises Limited to Mr. Maurice George Vowden and Mrs. Eileen Maria Vowden, née Bulman, of the unexpired portion of the 9 year sub-lease of the ground floor shop, store and toilet at No. 52 Don Street, St. Helier , which sub-lease would expire on 1st April, 1988.

THE STATES acceded to the request of Senator Reginald Robert Jeune that the draft Standard Chartered Bank (Jersey) Law, 198 , (lodged on 5th June, 1984) be considered at the present Sitting.

Cheap local postal rate for Christmas cards. Question and answer.

Deputy Maurice Clement Buesnel of St. Helier asked Deputy Jean Amy Le Maistre of St. Helier , President of the Committee for Postal Administration, the following question –

"Would the President inform the House whether his Committee would be prepared to introduce, for use within Jersey only, a cheap postal rate for Christmas cards?"

The President of the Committee for Postal Administration replied as follows –

"The idea of a lower postage rate for greetings cards at Christmas time is not new and has been examined on previous occasions by the Postal Committee, having the advantage, in its deliberations, of experience in this regard by the British Post Office and the Guernsey Post Office Board. The Committee's policy continues to be that of maintaining the lowest possible rates overall (currently the lowest of the four British Postal Administrations) throughout the year rather than introducing an artificially low concessionary rate for Christmas cards, leading to higher tariffs in general.

Christmas postings are already very heavy and their handling costs high, requiring overtime plus the employment of temporary staff, to deal with them; this is therefore not a period for reduced rates, whether for traffic already there or in order to encourage additional postings."

Constitution of Special Committee to consider annual contribution to costs of defence expenditure of the U.K. and international representation by the U.K.

THE STATES commenced consideration of a Proposition of Senator Ralph Vibert regarding the constitution of a Special Committee to consider the invitation to make a regular annual contribution towards the costs of defence expenditure of the United Kingdom and of international representation by the United Kingdom on behalf of the Island.

After discussion, and on the proposition of Deputy Terence John Le Main of St. Helier , the Proposition was lodged "au Greffe".

Establishment of Casino.

THE STATES rejected a Proposition of Deputy Leonard Norman of St. Clement that the Gambling Control Committee be requested to prepare a Report on the practicalities, advantages, disadvantages and ramifications of permitting the establishment of a casino in Jersey.

The Island Plan – key issues.

THE STATES commenced consideration of a Proposition of the Island Development Committee regarding the key issues of the Island Plan. Having accepted an amendment of Deputy Francis Hedley Morel of St. Saviour that in paragraph (a) before the words "agricultural land" the word "good" should be deleted and, having accepted an amendment of Senator Reginald Robert Jeune that in paragraph (b) for the words "maximum exploitation" there should be substituted the words "best use", the States then rejected paragraph (e) "to endorse the Committee's intention to maintain for public inspection a Residential Land Register of sites within the Island's built-up area which are considered to be suitable in principle for residential development by the private sector;" and consequently relettered paragraph (f) as paragraph (e).

THE STATES adopted the Proposition and –

  1. endorsed the Committee's aim and intention of avoiding so far as possible, the use of agricultural land for housing development, notwithstanding that such policy will cost more than the development of greenfield sites;
  2. agreed that, as a first priority, the requirement for housing should be met by the best use of sites that are available for residential development in the existing built-up areas;
  3. agreed that land for States basic loan homes and public rental accommodation, both houses and flats, (Category A housing) be zoned for that purpose as part of the Island Plan so that it can be acquired in due course, if necessary by compulsory purchase, and developed to meet the community's needs;
  4. endorsed the Committee's policy of inducing, if necessary by the compulsory purchase of property, the relocation of incompatible industries and warehouses in the town so that the sites which they presently occupy can be acquired and developed, primarily for States rental housing;
  5. supported in principle the Committee's view that an area in the west of the Island should be zoned for light industry and warehousing as soon as possible.

Housing Committee: development proposals for 1985.

THE STATES, adopting a Proposition of the Housing Committee, approved in principle that Committee's development proposals for 1985 as follows –

Athletics track at F.B. Fields.

THE STATES, adopting a Proposition of the Education Committee, approved in principle the provision of a 6 lane, 400 metre, synthetic athletics track to be sited at pitches 1 and 2, F.B. Fields, St. Clement .

Resources Recovery Board: works progress and capital estimates for 1985.

THE STATES commenced consideration of a Proposition of the Resources Recovery Board regarding works progress and capital estimates for 1985 and, having adopted a proposition of Deputy Edgar John Becquet of Trinity that paragraph (d) "the construction of new office accommodation" be referred back to the Committee, adopted the Proposition and approved, in principle –

  1. the continuation of the repair, relining and reconstruction of defective or inadequate sewers in accordance with priorities to be determined from a continuing review of the system of sewers;
  2. the extension of the system of main sewers to areas which have been identified as being in greatest need;
  3. the construction of surface water drainage improvement works under the heading "Surface Water Drainage – Miscellaneous Improvements".

Health Insurance (Medical Benefit) (Amendment No. 24) (Jersey) Regulations, 1984.

THE STATES, in pursuance of Articles 18 and 46 of the Health Insurance (Jersey) Law, 1967, as amended, made Regulations entitled the Health Insurance (Medical Benefit) (Amendment No. 24) (Jersey) Regulations, 1984.

Standard Chartered Bank (Jersey) Law, 1984.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Standard Chartered Bank (Jersey) Law, 1984.

THE STATES then adjourned, having agreed that the draft Policing of Parks (Amendment No. 4) (Jersey) Regulations, 198 , (P.65/84) be considered immediately after the Supply Requests at the next meeting.
