The President, having referred to the fact that the States had been convened for the purpose of receiving The Right Honourable Leon  Brittan,  Q.C.,  M.P.,  Secretary  of  State  for  the  Home Department, called on Senator Ralph Vibert , O.B.E., the senior Member of the House, to make a speech of welcome.
