Visit of H.M. Queen Elizabeth The Queen Mother.

The   Deputy   Bailiff  informed  the  House  that  the  following message  had  been  received  by  His  Excellency  The  Lieutenant Governor in reply to the message he sent to Her Majesty Queen Elizabeth The Queen Mother, following Her visit to the Island on Friday, 1st June, 1984 –

"I  am  most  touched  by  your  message  which  I greatly appreciate. It was a very real pleasure for me to visit Jersey once again. I was delighted to meet so many of your citizens at the varied and interesting events which had been arranged for me. Wherever I went in the Island I was  deeply  touched  by  the  warmth  of  the  welcome  I received.

Elizabeth R. Queen Mother."

Connétable of St. Lawrence , Mr. W.J. Morvan – retirement.

The   Deputy   Bailiff ,  on  behalf  of  the  States,  thanked Mr. William  John  Morvan,  on  his  retirement  as   Connétable  of St. Lawrence , for his services to the Island over the past fourteen years in his capacity as a Deputy of St. Helier , a Senator and finally

The following enactments were laid before the States, namely –

  2. Health Insurance (Pharmaceutical Benefit) (General Provisions) (Amendment No. 17) (Jersey) Order, 1984. R & O 7287.

Jersey Electricity Company Limited – Directors' Report and Accounts for 1983.

The Finance and Economics Committee by Act dated 2nd May, 1984, presented to the States the Jersey Electricity Company Limited Directors' Report and Statement of Accounts for 1983.

Airport Public Safety Zone – compensation on sale of properties (P.70/83): Report. P.75/84.

The Harbours and Airport Committee by Act dated 26th April, 1984, presented to the States a Report on compensation on the sale of properties in the Airport public safety zone.

THE STATES ordered that the said Report be printed and distributed.

Airport Public Safety Zone – compensation for development refusal (P.71/83): Report. P.76/84.

The Island Development Committee by Act dated 13th January, 1984, presented to the States a Report on compensation for development refusal in the Airport public safety zone.

THE STATES ordered that the said Report be printed and distributed.

Matters noted – land transactions.

THE STATES noted Acts of the Finance and Economics Committee dated 22nd February and 30th May, 1984, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Public Works Committee, and in pursuance of an Act of the States dated 7th February, 1984, the passing of a Contrat de Transaction with the undermentioned owners of Nos. 1, 2, 3, 4, 5, 6 and 7, Hautbois Terrace, St. Helier , in order to modify the restrictive covenant in favour of those properties to enable a new link road to be constructed to Bellozanne Valley from St. Aubin's Road, St. Helier , subject to the Committee's being responsible for the payment of the legal costs involved, namely –

Mrs. Elizabeth Apperley, née Barry;

Mr. Hedley Amy Baal and Mrs. Sheila May Baal, née Noel;

Mr. Raymond Albert John Huchet; Mrs. Marlene Ann Godfrey, née Turner;

  1. as recommended by the Public Works Committee, the purchase from Mr. Jack David Guzdar and Mrs. Melodie Fay Guzdar, née Brown, of an area of land measuring 20 square feet required for road widening at Pontac, St. Clement , for the sum of £50, subject to the construction of a wall to divide their garden from the land to be acquired, and the payment by the public of the Island of their costs involved in the preparation of a contract;
  1. as recommended by the Education Committee, the renewal of the lease from the Jersey Society of the New Church, of Windyridge, Tower Road, St. Helier , for occupation by a member of the teaching profession, for the period 1st June, 1984 to 31st July 1987, at an annual rent of £2,600;
  2. as recommended by the Housing Committee, with the support of the Island Development Committee, the purchase from Mrs. Elvina Georgina Napper, née Stopher, of the site at 5, Hamon Place, St. Helier , measuring approximately 900 square feet shown coloured red on Plan No. HC/1/84, for a consideration of £2,500 with each party being responsible for its own legal costs;
  3. as recommended by the Housing Committee, the granting toTheJersey Electricity Company Limited of the right to install and maintain a section pillar on the site at 40, New St. John 's Road, St. Helier , which was being developed to provide ten one- bedroomed and six two-bedroomed flats, and to install cables across the site of the said development, as shown on Drawing No. HC/2/84 (2845/14) all for a consideration of £1 plus the payment of legal expenses;
  4. as recommended by the Housing Committee, with the support of the Island Development Committee, the purchase from Mrs. May Fretwell, née Benest, and Mr. Charles Benest, of 39 Columbus Street, St. Helier , for a consideration of £40,000 for the realty on the basis of each party paying its own legal costs.

Draft Policing of Parks (Amendment No. 4) (Jersey) Regulations, 198 . P.65/84.

THE STATES acceded to the request of the President of the Public Works Committee that the draft Policing of Parks (Amendment No. 4) (Jersey) Regulations, 198 (lodged on 29th May, 1984) be considered on 19th June, 1984.

Commercial Relations – premises: Supplementary Vote of Credit. P.37/84.

THE STATES acceded to the request of the President of the Finance and Economics Committee that the Proposition regarding a supplementary vote of credit for premises for the Commercial Relations Department (lodged on 10th April, 1984) be considered on 26th June, 1984.

Dummy Lane, St. Helier . P.159/83.

THE STATES acceded to the request of the President of the Housing Committee that the Proposition regarding the acquisition of Dummy Lane, St. Helier (lodged on 6th December, 1983) be considered on 26th June, 1984.

General Hospital Chapel – demolition. Question and answer.

Deputy Graham Douglas Thorne of St. Brelade asked Deputy Donald George Filleul of St. Helier , President of the Public Works Committee, the following question –

"Could the President inform the Assembly what skills in demolition work were possessed by the work force that demolished the General Hospital Chapel and the surrounding buildings?"

The President of the Public Works Committee replied as follows –

"The Hospital Chapel was demolished by the Coast Protection Gang employed by the Department of Public Building and Works. The same work force has also demolished other properties on this site and will be demolishing further properties. Contractors have also been employed on the site and will be in future to demolish other buildings.

The work force referred to has long experience of work of this nature. It has been employed to demolish granite constructed buildings elsewhere, including such areas as the Gas Works Site, a farmhouse at Les Creux, and the old sea wall at La Collette prior to the construction of the new coast road. The work force has considerable experience working with plant, scaffolding and handling heavy masonry. The same work force was employed to rebuild the masonry breakwater at St. Aubin.

It has been policy for some years to retain in store the granite recovered from demolished buildings and the work force referred to has generally been employed on such demolition work according to its availability.

During the past five years it is estimated that in excess of 1,500 tons of granite has been recovered from the demolition of buildings. This includes a very substantial amount of 850 tons from hospital buildings. It is estimated that in the same period at least 2,000 tons of granite has been used on States' projects, made available from the stores held by the Department. It can be seen that the use of granite has exceeded the recovery of material. The shortfall has been made up from building stone stored over many years. The present stock of granite of all types, excluding dressed stone and granite setts, will at the present rate of usage be exhausted in about four years, so that it will be seen that it is prudent to continue the policy of recovering the granite material wherever  the  opportunity  arises  to  ensure  supplies  for future public buildings."

Industrial sites in vicinity of Airport. Question and answer.

Deputy Enid Clare Quenault of St. Helier asked Deputy Norman Stuart Le Brocq of St. Helier , President of the Island Development Committee, the following question –

"Would the President please identify the sites in the vicinity of the Airport which are under active investigation by the Committee as possible locations for an industrial site?"

The President of the Island Development Committee replied as follows –

"I assume that the Deputy 's question refers to the areas mentioned in paragraph 21 of the Report which accompanies P.64 of 1984.

It would be wrong for me to identify publicly such areas in anticipation of discussion on the principle of providing such industrial sites. I am conscious that public statements of this kind can lead to speculation in land.

I would add that while studies of suitable areas have been and are being conducted by the Island Plan team, no Committee decision has been made as to the preferred area or the extent of such development and will not be made in advance of the debate on P.64."

Hospital strike. Statement.

The President of the Public Health Committee made a Statement in the following terms –

"We have just witnessed a traumatic moment in the Hospital's long and splendid history of love and care that must have saddened many.

But the crisis brought a chance to serve and people of all ages and from all walks of life in our community came forward in their hundreds to help succour the needy and the sick.

The volunteers had no interest, indeed no time, to consider the pros and cons of our differences. They went to work in the wards, the kitchens, the corridors, the laundry, the work-shops and at the wheels of transport without fuss or confusion. They tackled their tasks with humour and resolve.

Our deep and grateful thanks to them, to the medical staff, the dauntless nurses and other professional staff who stirred confidence with their skills and their devotion to duty, the members of staff urged on by their responsibilities and their consciences to remain at their posts and refuse the call to strike, and the untiring spirit demonstrated by Management and staff of all levels, including civil servants, who were truly an inspiration to everyone.

At this time, Sir, the Island has invested millions in new hospital services and magnificent buildings. All this would be in vain if we do not go forward together with a determination to build a new spirit in our human relationships."

Old Scrap Yard site, Bellozanne, St. Helier .

THE STATES, adopting a Proposition of the Resources Recovery Board –

  1. approved the lease by the Public of the Island to Mr. Alan Arthur Le Hérissier, Haulage and Plant Hire Contractors, of 17 St. Mark's Road, St. Helier of the land known as the Old Scrap Yard Site, Bellozanne, St. Helier shown on Drawing No. L07/69 measuring 22,400 square feet in area together with the upper storey of the building on the site, measuring 2,378 square feet at an annual rent of £6,000.00 for a period of 9 years subject to a rent review every third year;
  1. authorised the Greffier of the States to sign the necessary agreement on behalf of the States;
  2. authorised the Treasurer of the States to receive the rent as it became due.

La Collette Land Reclamation – lease of site.

THE STATES, adopting a Proposition of the Resources Recovery Board –

  1. approved the lease to Elan Animal Products Limited of an area at La Collette Land Reclamation Site, consisting of a shed and surrounding land, as shown on Drawing ES. 647A for a period of nine years with effect from 1st February, 1984 at a rent of £8,000 a year with rent reviews every three years;
  2. authorised the Greffier of the States to sign the necessary agreement in the matter;
  3. authorised the Treasurer of the States to receive the rent as it became due.

Coastal walk from Jardin d'Olivet to Rozel – purchase of land.

THE STATES, adopting a Proposition of the Public Works Committee –

  1. approved the purchase from Mr. Cyril Alfred Le Brun, Mr. Edward Cabot Le Brun and Mr. John Cabot Le Brun of an area of land 226 feet in length and 20 feet in width at White Rock, Rozel, Trinity , outlined on Plan No. 27/C/10, for a consideration of £1,500 plus legal costs, the said land being required for the formation of passing bays along the approach road to other land at White Rock previously purchased for the extension of the coastal walk from Jardin d'Olivet to Rozel and the provision of a car parking area;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter;
  1. authorised the Treasurer of the States to make the appropriate payment out of the Vote granted to the Public Works Committee under the heading Public Gardens: Supplies and Services – No. 2093.

Le Squez Youth Club – plans.

THE STATES, adopting a Proposition of the Education Committee –

  1. approved Drawings Nos. 2474/26, 2474/28 and 2474/29 showing the proposed Youth Club at Le Squez;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

Draft Dangerous Buildings and Structures (Jersey) Law, 198 . P.55/84.

THE STATES commenced consideration of the Draft Dangerous Buildings and Structures (Jersey) Law, 198 (lodged on 8th May, 1984) and, on the proposition of Deputy Edgar John Becquet of Trinity , referred the draft Law back to the Island Development Committee.

Wye College Report on Agricultural Industry in Jersey (R.C.26/83): debate.

THE  STATES  rejected  a Proposition of Deputy Hendricus Adolphus Vandervliet of St. Lawrence that the States resolve into a Committee of the Whole House, on a date to be agreed, to discuss the Report of Wye College on the Agricultural Industry in Jersey.

Airport Instrument Landing System: replacement.

THE STATES, adopting a Proposition of the Harbours and Airport Committee, approved in principle, the replacement of the Jersey Airport Instrument Landing System in two phases –

  1. the replacement of Runway 27 system in 1985;
  2. the replacement of Runway 09 system in 1986.

La Préférence Children's Home: Purchase.

THE STATES, adopting a Proposition of the Education Committee –

  1. approved the purchase of La Préférence Vegetarian Home for Children from the Vegetarian Home for Children (Holdings) Limited for a consideration of £180,000 for the realty and contents, on the basis of each side paying its own legal expenses;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter;
  3. authorised the Island Development Committee to transfer a sum sufficient to meet the costs of purchase and legal expenses from the Capital Vote of Credit granted to it under the heading "Acquisition of Land – Major Reserve" (Vote No. C.0904) to a New Capital Vote of Credit under the heading "Purchase of La Préférence Children's Home", to be administered by the Education Committee.
