40 Anniversary of the Liberation – Message from Her Majesty The Queen.

The   Bailiff  informed  the  Assembly  of  the  message  which  Her Majesty  the  Queen  had  sent  on  the  40th  Anniversary  of  the Liberation and which had been read by Her Royal Highness, the Duchess of Kent at the Thanksgiving Service in the Howard Davis Park

"To  my  most  loyal  people  in  the  Channel  Islands  I  send greetings on this the fortieth anniversary of the day of their liberation.

During the years that followed that historic day in 1945 these oldest possessions of the Crown worked to regain their former happiness  and  prosperity,  and  when  I  visited  the  Islands  in 1957,  and  again  in  1978,  I  noted  with  pride  how  you  had overcome the difficulties which had faced you in the intervening years.

Your ancient privileges and institutions have been maintained together  with  your  traditional  loyalty,  courage  and  devotion. Many Islanders continue to serve with the British Services, and I  know  how  much  it  will  be  appreciated  by  you  all  that representatives of those Services are with you today.

40th Anniversary of the Liberation – thanks.

The Bailiff , on behalf of the States, thanked the many people involved in organising a very successful week of celebrations and thanksgiving on the 40th Anniversary of the Liberation of the Island from enemy occupation. Special thanks were expressed to Senator John Stephen Rothwell, President of the Liberation Anniversary Committee, and the Committee members, the Greffier of the States, Miss Mary Newcombe (Chief Committee Clerk) and to the A.D.C. to His Excellency The Lieutenant Governor. The Bailiff also thanked the hoteliers and transport companies who had made the presence of a number of the Liberators possible.

Deputy Donald George Filleul, Vice-President of the Liberation Anniversary Committee, responded thanking the Bailiff and His Excellency The Lieutenant Governor for the work and support they had given. He also referred to the work done by Deputy John Philip Farley of St. Saviour , Mr. Bob Smale and Mr. Graeme Rabet.

Subordinate legislation tabled.

The following enactments were laid before the States, namely –

  1. Health Insurance (Pharmaceutical Benefit) (General Provisions) (Amendment No. 20) (Jersey) Order, 1985. R & O 7391.
  2. Road Traffic (Saint Helier) (Amendment No. 11) (Jersey) Order, 1985. R & O 7392.
  3. Road Traffic (Saint Martin) (Amendment) (Jersey) Order, 1985. R & O 7393.

Establishment Committee Pay Policy Report: R.C.11.

The Establishment Committee by Act dated 29th April, 1985, presented to the States a Report on pay policy in the Public Service.

THE STATES ordered that the said Report be printed and distributed.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 29th April, 1985, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Resources Recovery Board, and in pursuance of an Act of the States dated 15th January, 1985, the purchase from Mr. John Pirouet of an area of land measuring approximately 3.47 vergées at Vaucluse, Mont Cochon, St. Helier , shown hatched in green on plan No. G1027 for a consideration of £3,500 for the land plus £50,000 compensation, £5,000 special award of the Board and a sum not exceeding £1,500 for legal and other fees;
  2. as recommended by the Housing Committee, the sale to Mr. Robert Michael Hayes and Mrs. Lanita Irene Hayes, née Lucas, of100 square feet of land adjacent to their property 57 Le Clos Orange, St. Brelade , for a consideration of £100 plus legal fees;
  3. as recommended by the Tourism Committee, the renewal of the lease to Mr. Gerald Aubert and Mrs. Patricia Maria Aubert, née Cooke, of Old Station House Café, Millbrook, St. Lawrence , for a period of three years with effect from 25th December, 1984 at an annual rent of £2,000;
  4. as recommended by the Education Committee, the renewal of the lease from Stonewall Orchards Limited of the first floor flat, the ground floor flat and the Dower House at Stonewall, Mont au Prêtre, St. Helier , for a further period of two years, with effect from 25th March, 1985, for occupation by staff, on the undermentioned terms –

first floor flat – at an annual rent of £2,860 ground floor flat – at an annual rent of £2,860 dower house – at an annual rent of £2,080.

Presented by Senator Pierre François Horsfall and referred to the Finance and Economics Committee.

The States decided to take the abovementioned subjects into consideration on 4th June, 1985.

Presented by Senator Richard Joseph Shenton and referred to the Defence Committee.

Bingham Court: Phase II – approval of drawings. P.138/84.

THE STATES acceded to the request of the President of the Housing Committee that the Proposition relating to the approval of drawings for Phase II of Bingham Court, St. Helier (lodged on 25th September, 1984 and referred back on 16th October, 1984) be considered on 4th June, 1985.

Jersey Airport – lease of accommodation.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. approved the lease of accommodation in Airline Administration Building No. 1 at Jersey Airport to British Air Ferries Limited for three years with effect from 1st May, 1985, as follows –
  1. flight catering accommodation (letting No. B170) measuring 1,110 square feet, at a rent of £6,660 for the first year, representing a rate of £6 a square foot, increasing by50 pence a square foot a year;
  2. office accommodation (lettings Nos. B160,B161, B162, B168 and B169) measuring 650 square feet, at an annual rent of £3,250;
  3. a yard, measuring 288 square feet – no rent;
  1. authorised the Greffier of the States to sign the necessary agreement;
  2. authorised the Treasurer of the States to receive the rent as it became due.

Georgetown Flood Relief – purchase of No. 15 Beach Crescent, St. Clement . P.43/85.

THE STATES commenced consideration of a Proposition of the Resources Recovery Board regarding the purchase of No. 15 Beach Crescent, St. Clement , in connexion with flood relief works in the Georgetown area. After discussion, and on the proposition of Senator Richard Joseph Shenton, the Proposition was lodged "au Greffe".

Agricultural Loans and Guarantees Advisory Board: appointment of members. P.44/85.

THE STATES commenced consideration of a Proposition of the Agriculture and Fisheries Committee regarding the re-appointment of the Chairman and Members of the Agricultural Loans and Guarantees Advisory Board. After discussion, and on the proposition of Senator Jane Patricia Sandeman, the Proposition was lodged "au Greffe". The States decided to take this subject into consideration on 4th June, 1985.

Impôts Department – staff. Deferred Supply.

THE STATES, adopting a Proposition of the Finance and Economics Committee, acceded to the request for the following supplementary vote of credit to be voted out of the General Reserve –

Impôts Department – staff (0361) £10,000

Building Loans (Amendment No. 9) (Jersey) Law, 1985.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Building Loans (Amendment No. 9) (Jersey) Law, 1985.

New St. John 's Road, St. Helier : sale of site at No. 62.

THE STATES, adopting a Proposition of the Housing Committee –

  1. approved the sale of the site at 62 New St. John 's Road, St. Helier , to Tay House Hotel Limited for a consideration of £12,500, with each party being responsible for its own legal fees;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract;
  3. authorised the Treasurer of the States to credit the sum from the sale of the site to the revenue vote granted to the Committee (R.1304 – Miscellaneous Receipts).

Airport Freight Terminal Building: lease of bays.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. approved the lease to Islandlink (Jersey) Limited of freight bays Nos. 7 and 8 in the Freight Terminal Building, Jersey Airport, comprising 2,880 square feet for a term of three years, commencing 1st January, 1985 at a rent of £7,056 a year, representing a rate of £2.45 a square foot a year;
  2. authorised the Greffier of the States to sign the necessary agreement with Islandlink (Jersey) Limited;
  3. authorised the Treasurer of the States to receive the payments as they became due.

Federated Pension Scheme for Medical, Nursing and Auxiliary Staff, Jersey (Rules) (Amendment No. 2) Act, 1985.

THE STATES, adopting a Proposition of the Establishment Committee, approved an Act amending the Rules governing the Federated Pension Scheme for Medical, Nursing and Auxiliary Staff in Jersey.

Sea-Fisheries (Amendment No. 3) (Jersey) Law, 1985.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Sea-Fisheries (Amendment No. 3) (Jersey) Law, 1985.
