Matters noted – land transactions.
THE STATES noted Acts of the Finance and Economics Committee dated 24th June, 9th July and 22nd July, 1985, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –
- as recommended by the Island Development Committee, the granting of an easement to the undermentioned owners of property across public land at Rue Fondon Trading Estate, St. Peter , administered by that Committee and leased to A.C. Mauger and Son (Holdings) Limited in order that they could connect to the water supply at Rue Fondon, subject to their paying the legal costs involved –
Mr. Stanley James Barnett, owner of "Tamar";
Mr. Sante Umberto Zambon and Mrs. Kathleen Mary Zambon, née Flynn, owners of "Bronson Villa";
Mr. Stephen Frederick Driscoll and Mrs. Nina Pearl Driscoll, née Cocq, owners of "Casa Loma";

- as recommended by the Public Works Committee, the acquisition from Mr. John Charles Norman of5,038 square feet of land in connexion with the road widening at Road B46, Maufant, St. Saviour , at the rate of £1 a square foot, namely a total consideration of £5,038, on the basis that the Committee would be responsible for the construction of a two foot high granite wall over the whole length of that part of the field which would be affected, as well as for Mr. Norman's fees in the preparation of the contract;
- as recommended by the Public Works Committee, the acquisition from Mr. Bruce Hepburn de la Mare of2,343 square feet of land in connexion with the road widening at Road B46, Maufant, St. Saviour , at a rate of £1 a square foot, namely a total consideration of £2,343, on the basis that the Committee would be responsible for all accommodation works involving the construction of a retaining wall and the removal of steps and two granite gate posts as well as for Mr. de la Mare's fees in the preparation of the contract;
- as recommended by the Defence Committee, the lease to the Parish of St. Mary of approximately 1 vergée of land in the north-west corner of Field 121 in the Parish of St. Mary , for a period of three years, with effect from a date to be agreed between the parties, at a nominal rent of £10 a year with the payments commuted forward to the inception of the agreement and payable in one lump sum;
- as recommended by the Education Committee, the renewal of the lease from Mrs. Simone Louise Mathew, née Berton, of No. 4 Isipingo Villas, Beaumont, St. Peter , for a period of one year with effect from 1st June, 1985, at an annual rent of £2,942.63, the property to continue to be used as accommodation for teachers;
- as recommended by the Harbours and Airport Committee, the renewal of the lease to Huelin Shipping Services Limited of120 square feet of office accommodation (letting No. 19a) on the New North Quay, Portof St. Helier , for a period of three years with effect from 1st July, 1985, at an annual rent of £600, representing a rate of £5 a square foot;
- as recommended by the Island Development Committee, and in pursuance of an Act of the States dated 13th March, 1966, the sale to Roberts Rotary Tools Limited of the freehold interest in the land situated at No. 11 La Rue Sinnatt, St. Saviour , measuring approximately 8,025 square feet in area, as indicated on Drawing No. 02.144.7, at a rate of £2.50 a square foot, making a total consideration of £20,062.50, the site to be used for the construction of a factory for light industrial use;
- as recommended by the Housing Committee, with the support of the Island Development Committee, the acquisition of No. 4, Columbus Street, St. Helier , for a consideration of £27,323, made up as follows –
- £5,323 to Mrs. Helen Marie Allix, née Gautier, in whom the life enjoyment of the property was vested; and
- £22,000 to the reversionary owners, Messrs. Peter George du Heaume Allix, Richard Ivan du Heaume Allix,
plus the payment of scale legal fees;
(the Committee rescinded sub-paragraph (a) of Act No. 4 of 12th December, 1984, of the Committee as previously constituted, which was notified to the States on 15th January, 1985).
- as recommended by the Housing Committee, with the support of the Island Development Committee, the purchase of Villa Marguerite, Plat Douet Road, St. Saviour , from Mr. Franklyn Harold Theodore Clively and Mrs. Elizabeth North Clively, née Gill, for a consideration of £137,500 for the realty plus the payment of scale fees;
- as recommended by the Resources Recovery Board, and in pursuance of an Act of the States dated 15th January, 1985, the purchase from Mr. Frederick Michael Wilcock of an area of approximately
0.73 vergées of land forming part of his property Bushy Farm, La Ruelle Vaucluse, Mont Cochon, St. Helier , shown hatched in red on Plan G.1028, required in connexion with the proposed extension of the sewage treatment plant at Bellozanne, for the sum of £1,000 for the land, plus £8,000 compensation, £1,429 special compensation plus the legal and other fees incurred and the cost of erecting a stock-proof fence at his new boundary, to be approved by the Department of Agriculture and Fisheries.

THE STATES noted Acts of the Finance and Economics Committee dated 24th June and 22nd July, 1985, showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that –
- the Resources Recovery Board had accepted the lowest of eight tenders, namely that submitted by Inter Island Construction Limited in the sum of £384,269.96 for improvements to surface water drainage in the Georgetown Flood Alleviation Scheme;
- the Housing Committee had accepted the lowest of six tenders, namely that submitted by Thatcher Limited in the sum of £518,500 in a contract period of48 weeks for the construction of 5 two-bedroomed flats and 7 one-bedroomed flats in Phase II of the Bingham Court, St. Helier , development.

Report on Fuel Price s. Questions and answers.
30th July, 1985
Deputy Corrie Stein of Grouville asked Deputy John Le Gallais of St. Saviour , President of the Resources Recovery Board, the following questions –
"1. Can the President tell the House when the report on
fuel prices is going to be presented to Members in view of the fact that it was promised a year ago?
2. Is the President aware of the fact that prices for domestic and commercial heating oil are based on the dollar, and in view of this, is the President able to bring any influence to bear on the oil companies in order to persuade them to adjust their prices according to the recent fall in the value of the dollar?"
The President of the Resources Recovery Board replied as follows –
"1. The final draft of the Report on Fuel Oil Price s is
complete apart from the inclusion of certain updated figures which were, in fact, received from the Distributors yesterday.
I would expect the Report to be in Members' hands before the next Sitting of the States.
2. I am aware that oil values are expressed in dollars and that the relationship between the value of sterling and the dollar is one of the factors which affect oil prices.
Neither I, nor the States have any more influence over the prices of oil on the Island than on any other imported commodity. Changes in the schedule prices of oil locally follow changes in the schedule prices set by the Oil Companies for the whole of the United
Kingdom and, in a free market situation, the United Kingdom Government is no more in a position to influence schedule prices than are the States.
As the Deputy will be aware, the actual price paid for oil by a consumer in different locations is a reflection of the rebate offered by Distributors. The level of rebate will similarly reflect trading conditions in those different locations."
Health Services Agreement with Iceland. Statement.
The President of the Public Health Committee made a Statement in the following terms –
"THE STATES will recall that on 24th August, 1982, they agreed that the Bailiff should be requested to inform the Secretary of State that it was the wish of the Assembly that the Agreement between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of Iceland on Health Services should apply to Jersey.
That Agreement was subsequently signed by the contracting parties and a copy has now been received in the Island. Arrangements have been made for the Agreement to be printed in the Regulations and Orders series of publications."
Use by St. Brelade 's Football Club of the Airport Playing Field. Statement.
The President of the Education Committee made a Statement in the following terms –
"The House will be aware that St. Brelade 's Football Club is seeking a football pitch for its exclusive use. The Island Development Committee asked the Education Committee to allocate the Club exclusive use of one of the pitches at Les Quennevais. The Committee did not think that it was appropriate in a large recreational complex like Les Quennevais to identify one pitch for the exclusive use of one Club. It therefore decided that if the St. Brelade 's Club were to be given exclusive use of a public facility the Airport pitches would be more suitable.
Further discussion of the proposal has led the Education Committee to decide that it would not be right for any private club to be given the exclusive use of a sporting facility which has been provided by the States for general use. The Committee is prepared to ensure that a football pitch will always be available for use by the St. Brelade 's Club but it is not able to give the Club exclusive use of any one particular pitch."
Avenue de la Commune, St. Peter : transfer of land.
THE STATES, adopting a Proposition of the Harbours and Airport Committee, approved the transfer of the administration of an area of land on the west side of Avenue de la Commune, St. Peter , marked red on drawing number 398/1, from the Harbours and Airport Committee to the Public Works Committee.
Sand Street Multi-Storey Car Park: new lift.
THE STATES, adopting a Proposition of the Public Works Committee –
- approved drawings numbered 2813/3, 2813/4 and 2813/5 showing the works involved in the installation of a new lift at Sand Street Multi-Storey Car Park;
- authorised the Greffier of the States to sign the said drawings on behalf of the States.
Les Quennevais School: lift for the disabled.

Telecommunications Board: privatisation. P.30/85.
THE STATES commenced consideration of a Proposition of Senator Richard Joseph Shenton regarding the privatisation of the Telecommunications Board (lodged on 2nd April, 1985). After discussion, Senator Ralph Vibert proposed that the States move to the consideration of the next item on the Order Paper, which proposition was carried, more than twenty members voting in support thereof.
