The Bailiff informed the House that His Excellency The Lieutenant Governor had received the following letter from Her Majesty's Secretary of State for Home Affairs. The Right Honourable Leon Brittan, Q.C., M.P. –

I have had the honour to lay before The Queen the Loyal and Dutiful Address of the States of Jersey on the occasion of the fortieth anniversary of the liberation of the Island.

The Finance and Economics Committee by Act dated 29th April, 1985, presented to the States the Jersey Electricity Company Limited Directors' Report and Statement of Accounts for 1984.
Telecommunications Board Report 1984.
The Telecommunications Board by Act dated 29th March, 1985, presented to the States its Report for the year ended 31st December, 1984.

Matters noted – land transactions.
THE STATES noted an Act of the Finance and Economics Committee dated 24th May, 1985, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –
- as recommended by the Education Committee, the renewal of the lease to Mr. Michael Barette Le Couteur of Eversley Farm, St. Martin , of Fields 685 and 695, St. Martin , measuring 2 vergées 2 perch, for the period 25th June, 1985 to 25th December, 1986 at a rent of £202.50;
- as recommended by the Public Works Committee, the acquisition from Mr. James Dalrymple Tennant of1,607 square feet of land at Route des Genets, St. Brelade , required in connexion with the construction of bus lay-bys, at the rate of £0.56 a square foot, namely a total consideration of £900, on the basis that the Committee would be responsible for the costs to be incurred in the preparation of the contract, and also to be responsible for cleaning the southern part of the field after the work had been completed and for the planting of semi-mature trees;
- as recommended by the Public Works Committee, the renewal of the lease from the Tenants de la Commune de la Moye of land at La Pulente, measuring approximately 2 vergées, for a period of nine years with effect from 1st May, 1985, at a commencing annual rent of £50 a vergée and three-yearly reviews in accordance with the Jersey Cost of Living Index, the land to continue to be used as a car park for which no change was made;
- as recommended by the Public Works Committee, the purchase from Mr. Richard Francis de Faye and Mrs. Frances Katherine de Faye, née Philips, of136 square feet of land forming part of his property, Sheildaig, Le Rocque, required in connexion with road widening at the rate of £1 a square foot plus the sum of £270 compensation, with the Committee being responsible for all accommodation works, preparation of contract, replacement of oil fuel tank and reinstatement of the granite wall;
- as recommended by the Housing Committee, the lease to Mrs. Betty Margaret Malcolm, née Kebbell, of the shop at 2, Dorset Street, St. Helier , for a period of three years, with effect from 1st April, 1985, at an annual rent of £728.

THE STATES acceded to the request of the Vice-President of the Public Works Committee that the draft Roads (Drainage) (Amendment) (Jersey) Law, 198 (lodged on 14th May, 1985) be considered on 18th June, 1985.

THE STATES acceded to the request of the President of the Resources Recovery Board that the Proposition relating to the purchase of No. 15 Beach Crescent, St. Clement (lodged on 14th May, 1985) be considered on 18th June, 1985.
Fort Regent membership: petition. P.53/85.
Deputy John Le Gallais of St. Saviour presented to the States a Petition of Mrs. J. Cobden, a housewife and mother, asking the States to grant the prayer of the Petition that the Fort Regent Development Committee re-introduce the half-yearly family subscription, together with a Proposition relative thereto.
THE STATES referred the said Petition to the Fort Regent Development Committee and lodged the Proposition "au Greffe".
Victoria College swimming pool enclosure.
THE STATES, adopting a Proposition of the Education Committee –
- approved Drawings Nos. HC/14650/B and HC/14654/C showing the proposed Victoria College swimming pool enclosure;
- authorised the Greffier of the States to sign the said Drawings on behalf of the Committee.
Field 107, Maufant Road, St. Saviour – transfer of administration of land.
THE STATES, adopting a Proposition of the Island Development Committee –
approved the transfer of administration from that Committee to the Public Works Committee of an area of land measuring 100 square metres, being part of Field 107, Maufant Road, St. Saviour (B.46) shown on Drawing 338/1 to enable road improvement works to be carried out.
Jersey Airport: lease of freight bays in Freight Terminal Building.
THE STATES, adopting a Proposition of the Harbours and Airport Committee –
- approved the lease of Freight Bays No. 4 and 5, measuring a total of2,880 square feet, in the Freight Terminal Building at Jersey Airport to Channel Express Freight Limited for a period of three years as follows –
- from 1st January to 30th June, at a rate of £2.10 a square foot a year;
- from 1st July, 1985 to 31st December, 1987, at a rate of £2.45 a square foot a year;
representing annual rents of £6,552 for 1985 and £7,056 for 1986 and 1987;
- authorised the Greffier of the States to sign the necessary agreements;
- authorised the Treasurer of the States to receive the rent as it became due.
Public Employees Contributory Retirement Scheme: admittance of Oakfield Industries. P.38/85.
THE STATES, adopting a Proposition of the Establishment Committee, agreed to admit Oakfield Industries to membership of the Public Employees Contributory Retirement Scheme, with effect from 1st January, 1985, in accordance with the provisions of Article 4 of the Public Employees (Retirement) (Jersey) Law, 1967, which makes provision for the payment of pensions and other benefits under the Public Employees (Contributory Retirement Scheme) (Jersey) Regulations, 1967, as amended, on payment of the employer's contributions, amounting to 10 per cent of its employee's salary, less £0.61 per week, or such other amounts as the Actuary shall from time to time specify.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee –
- approved the re-appointment of Mr. Philip Rolfe Daubeney as Chairman of the Agricultural Loans and Guarantees Advisory Board;
- approved the re-appointment of Mr. Terry Hall iday Millar as Vice-Chairman of the Agricultural Loans and Guarantees Advisory Board;
- approved the re-appointment of Mrs. Anne Mary Norman, née de St. Croix, as a Member of the Agricultural Loans and Guarantees Advisory Board;
for a period of three years, in accordance with Regulation 3(2)(a) of the Agriculture (Loans) (Jersey) Regulations, 1974, as amended.
