The following enactment was laid before the States, namely –
Weights and Measures (Testing Fees) (Jersey) Order, 1986. R & O – 7514.
Matters noted – land transactions.
THE STATES noted an Act of the Finance and Economics Committee dated 9th June, 1986 showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –
- as recommended by the Public Works Committee, the acquisition from Mr. Bryan Whitburn Bailey of1,022 square feet of land forming part of Field 870, St. Ouen , required in connexion with a road improvement scheme at La Rue de la Mare, St. Ouen , at the rate of £1 a square foot, with the Committee being responsible for the reconstruction of the roadside bank and for the payment of the legal fees;
- as recommended by the Public Works Committee, the acquisition from Major James Arthur Friend of2,100 square feet of land forming part of Field 1000, St. Mary , required in connexion with a road improvement scheme at Le Mont de Ste. Marie, St. Mary , for a nominal consideration of £10, with the Committee being responsible for the reconstruction of a granite-faced wall and for the payment of the legal fees.

Deputy Corrie Stein of Grouville asked Deputy Donald George Filleul of St. Helier , President of the Public Works Committee, the following questions –
"1. Can the President tell the States when he intends to
debate the Proposition that he lodged "au Greffe" on 11th December, 1984, relating to a supplementary credit of £1,025,000 for a grant to the Jersey Heritage Trust to redevelop La Longue Caserne, St. Helier ?
2. Will the President state how much has been spent so far in connexion with the redevelopment of La Longue Caserne?".
The President of the Public Works Committee replied as follows –
"1. A date cannot be sought until the design of the
building has been finalised and the expected costs confirmed. Good progress is being made and the Public Works Committee hopes that after discussions with the Finance and Economics Committee it will be able to bring the plans and costs to the House in the near future, if possible at the first meeting of the Autumn Session.
2. The total fees so far disbursed by the Heritage Trust to the Architect, Quantity Surveyor, Engineers, Design Consultants and Site Investigation amount to £188,829.59.".

THE STATES, adopting a Proposition of the Legislation Committee, agreed that the Island should renew its acceptance of Articles 25 and 46 of the European Convention for the Protection of Human Rights and Fundamental Freedoms for a further period of five years.

THE STATES, adopting a Proposition of the Resources Recovery Board, approved in principle –
- the continuation of the repair, relining and reconstruction of defective or inadequate sewers in accordance with priorities to be determined from a continuing review of the system of sewers;
- the extension of the system of main sewers to areas which have been identified as being in greatest need;
- the construction of surface water drainage improvement works under the heading "Surface Water Drainage – Miscellaneous Improvements";
- the construction of a third stream in the Incinerator Plant at Bellozanne.
Minimum income for elected Members of the States: Act. P.84/86.
THE STATES resolved as follows –
- In the Act, dated 28th April, 1981, with regard to the
provision of a minimum income for elected members of the States –
- in paragraphs 1 and 2(a) for the words "four thousand two hundred and fifty pounds" there shall be substituted the words "five thousand pounds";
- in paragraph 2(b) for the words thousand three hundred and seventy-five pounds" there shall be substituted the words n thousand five hundred pounds".
- The Act, dated 15th November, 1983, with regard to
the provision of a minimum income for elected Members of the States is rescinded.
- This Act shall be deemed to have come into force on
the first day of January, 1986.
Expenses for elected Members of the States: Act. P.85/86.
WHEREAS it is desirable to reimburse elected Members of the States for expenses such as telephone, postage and transport, incurred in consequence of States membership;
THE STATES have resolved as follows –
- The Treasurer of the States shall pay to each Senator,
Connétable and Deputy the sum of five hundred pounds in respect of personal expenses for each full calendar year, the said sum to be paid by quarterly instalments in advance.
- The Act, dated 13th March, 1984, with regard to the
provision of expenses for elected Members of the States, is rescinded.
- This Act shall be deemed to have come into force on
the first day of January, 1986.
