Visit of Home Secretary – Special Sitting.
THE STATES were informed by the Bailiff that Her Majesty's Secretary of State for Home Affairs, The Right Honourable Douglas Hurd, M.P., was to pay an official visit to the Island and that the States would be convened to meet at 11.15 a.m. on Tuesday 1st April, 1986, in order formally to welcome him.

THE STATES, having resumed the debate on the Proposition regarding the draft Queen's Valley Reservoir (Jersey) Law, 198 , decided to defer consideration of Articles 3, 7, 9, 10, 11 and 13, together with their relevant amendments and the First and Second Schedules until 18th March, 1986.
THE STATES commenced consideration of Article 4 and having accepted an amendment of Senator Jane Patricia Sandeman that at the end of paragraph (3) there should be added the words "and for the purposes of this paragraph costs' means direct costs, overhead expenses and cost of financing", accepted a further amendment of Senator Ralph Vibert that for the word "means" there should be substituted the word "includes". Article 4, as amended, was lodged "au Greffe" in Second Reading.
Article 5 was adopted in Second Reading.
Article 6 was adopted in Second Reading, the States having rejected a Proposition of Senator Richard Joseph Shenton to defer consideration of the Article until 18th March, 1986.

THE STATES acceded to the request of Deputy Sir Martin Le Quesne of St. Saviour to withdraw his amendment to Article 8, to delete the letter and sub-paragraph (b).
Article 8 was adopted in Second Reading, the States having accepted an amendment of the Public Works Committee that in paragraph (b) for the words "from other sources which the Company may" there should be substituted the words "which belongs to the Company or which it is for the time being authorised to take, otherwise than under this Law, which it may bring to and".
Articles 12, 14 and 15 were adopted in Second Reading.
Article 16 was adopted in Second Reading, the States having rejected an amendment of Senator Jane Patricia Sandeman that for the heading there should be substituted "Short title and commencement." and at the end of the Article there should be added the words "and shall come into force on such day or days as the States shall by Act appoint".
The Third and Fourth Schedules were adopted in Second Reading.
