THE STATES appointed Deputy Robin Ernest Richard Rumboll of St.  Helier  as  a  member  of  the  Special  Committee to  consider a request from the United Kingdom Government for a contribution towards defence and international representation.

The Flat, L'Hermitage Farm, St. Saviour : lease.

THE  STATES,  adopting  a  Proposition  of  the  Finance  and Economics  Committee,  approved  the  leasing  from  Mrs. Monica Billot Cotillard, née Le Quesne, of The Flat, L'Hermitage Farm, Les Varines, St. Saviour , for a period of two years commencing 1st June, 1986, at a weekly rent of £85 fixed for the term of the lease, for occupation by an ex-patriate accountant appointed to the Treasury.

THE  STATES,  adopting  a  Proposition  of  the  Finance  and Economics Committee, approved in principle the establishment of a central Capital Vote of Credit to fund energy projects initiated by States' Committees.

Articulated Vehicles: limits on length. P.83/86.


25th June, 1986

THE STATES commenced consideration of a Proposition of Senator Richard Joseph Shenton regarding limits on the length of articulated vehicles (lodged on 3rd June, 1986) and accepted an amendment of Senator Pierre François Horsfall that for the word "including" there should be substituted the word "excluding" and after the word "Harbours" there should be added the words "until such time as a suitable facility is available on the reclamation site west of the Albert Pier", whereupon Senator Shenton requested leave under Standing Order No. 22 to withdraw the Proposition. The States refused leave and the President then granted leave to Deputy Donald George Filleul of St. Helier to move the amended Proposition.

THE STATES adopted the Proposition and requested the Defence Committee to ensure that no articulated vehicle circulating on the Island's roads (excluding the Harbours until such time as a suitable facility is available on the reclamation site west of the Albert Pier) exceeds the present prescribed maximum length of 35 feet except in the very limited circumstances also presently prescribed.

Telecommunications Board: capital proposals for 1987 to 1991. P.86/86.

THE STATES, adopting a Proposition of the Telecommunications Board –

  1. noted the Board's report for the years 1987to1991;
  2. approved in principle the capital proposals by the Board for the years 1987 and 1988 as follows –
  1. the replacement and extension of existing telephone exchanges;
  2. the replacement and extension of the existing network;
  3. the replacement and provision of customer apparatus;
  4. the provision of support services;
  1. approved in principle the introduction of a Cellular Radio service;
  2. approved in principle the introduction of High Speed data services (X Stream) for banks and other businesses requiring data transmission;
  1. approved in principle the refitting and making good of equipment rooms in Telephone House on recovery of Electro Mechanical (Strowger) exchange equipment for future use as office and equipment accommodation;
  2. approved the transfer of £80,000 from "Local Systems Development 1983" (Vote No. C0821) to "Business Equipment Showroom" (Vote No. C0832), for the purpose of providing a demonstration and sales area for business equipment at Telephone House.

Public Health Committee: capital projects for 1987/88. P.87/86.

THE STATES, adopting a Proposition of the Public Health Committee –

  1. approved in principle –
  1. the upgrading to modern standards of the existing operation theatres, wards and intensive care unit in the main building of the General Hospital and the provision of a post-graduate centre, under Phase 3 of the redevelopment programme;
  2. the installation of a new telephone system to service all the hospitals in the Group;
  3. the replacement of diagnostic equipment in the X-Ray Department;
  4. the construction of 6 units of staff residential accommodation at The Limes Hospital site;
  1. the replacement of the biochemical analyzer in the Pathology Department.
  1. approved the further investigation of development at The Limes Hospital site of additional units of sheltered housing and a residential nursing home and at Grouville Hospital site of sheltered housing and day-care facilities.
