Falkland Islands – gift.

The Bailiff made a statement in the following terms –

"As Members will remember, in 1982, the States made a gift  of  £5m  to  Her  Majesty's  Government  "towards  the expenses incurred in the recovery and rehabilitation of the Falkland Islands". £250,000 were made available straight away  to  the  Falkland  Islands  Appeal.  Subsequently,  a suggestion was made that the balance of the Island's gift should be used to provide a new deep-water jetty at Port Stanley. However, it is not yet clear that a new deep-water jetty will be part of the new facilities.

My predecessor was in touch with the Home Office regarding the use of the balance of the funds and three weeks ago I was informed by the Home Office that the Executive Council of the Falkland Islands had proposed a number of projects on which the money could be spent and with which the Island could be associated. I discussed the matter with Senator Vibert and we decided that the most appropriate items would be the provision of new housing and a renovated and expanded water treatment and supply plant. Accordingly, I informed the Home Office and the Executive Council of the Falklands now proposes to use the balance for these two projects. The housing development will be known as the Jersey Estate within which streets will be named after places in Jersey. I am informed that the Executive Council proposes to mark the deep appreciation of the people of the Falkland Islands for Jersey's generosity by a plaque which is to be attached to the water treatment plant. It is the intention also of the Falklands Executive Council to invite me, as Bailiff , as their guest at the unveiling of the plaque which is expected to take place in the Falklands' summer of 1987/88.".

Jersey Council for Safety and Health at Work: report and accounts for the year 1984–1985. R.C.1.

The Social Security Committee by Act dated 17th December, 1985, presented to the States the report and accounts of the Jersey Council for Safety and Health at Work for the year 1984–1985.

THE STATES ordered that the said report be printed and distributed.

Advisory Training Council: report for 1984–1985. R.C.2.

The Education Committee by Act dated 11th December, 1985, presented to the States the fourth annual report of the Advisory Training Council for the year 1984–1985.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 20th January, 1986, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved, as recommended by the Harbours and Airport Committee, the leasing to Mr. Douglas John Huelin of Field 779, St. Peter , situated at the northern end of Rue des Landes, and measuring approximately 4 vergées, for agricultural purposes, for a period of three years, with effect from 1st January, 1985, at an annual rent of £120, with six months' notice on either side to terminate the tenancy.

Matters noted – financial transactions.

THE STATES noted Acts of the Finance and Economics Committee dated 6th and 20th January, 1986, showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted –

  1. the Education Committee had accepted the lowest of four tenders, namely that submitted by Recreation Services Limited in the sum of £356,966.70 in a contract period of25 weeks for construction of the synthetic athletics track at the F.B. Fields;
  2. the Harbours and Airport Committee had accepted the lowest of five tenders, namely that submitted by Regal Construction Company Limited in the sum of £108,812.84 in a fixed contract period of22 weeks for the construction of the Department of Electronics Zone Workshop at the Airport.

THE STATES acceded to the request of Senator Jane Patricia Sandeman that the Proposition regarding the Queen's Valley

Reservoir: rescission of Act of the States (P.9/86 – lodged on 14th January, 1986) be considered on 11th February, 1986.

Building Costs. Statement.

The President of the Housing Committee made a Statement in the following terms –

"In August 1985 I answered questions in the States, asked by the Deputy of Grouville , relating to building costs in Jersey. I said at the time that a Working Party, set up to investigate building costs, had found that costs in the Island could, in general, be justified, but that in certain areas savings could be made. The Working Party was consulting with interested parties and would produce a Report which I intended to present to the States by the end of October 1985. I have been asked by the Deputy of Grouville as to when the contents of this Report are likely to be available.

I have to report that the Working Party is now nearing the end of its deliberations. Consultation with interested parties has taken longer than anticipated and changes in the composition of the Working Party have understandably delayed the Final Draft.

However, I should mention at this juncture that my Committee is also grappling with a separate, though associated problem: the disparity in standards of houses currently being built for sale under the States Basic Loan Scheme. My Committee is calling for an investigation into this problem also, and naturally will wish to consider both issues together.

I can assure this House that my Committee shall move as quickly as possible on these very important aspects of the Housing problem.".

Mainland Market Deliveries: lease.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

approved the leasing to Mainland Market Deliveries (Jersey) Limited of warehouse and office accommodation and associated areas situated on the New North Quay, Port of St. Helier , as follows –

  1. (i) storage accommodation comprising 13,475 square feet coloured red on Drawing No. NNQB.1 at an annual rent of £33,013.75, representing a rate of £2.45 a square foot;
  1. office accommodation comprising 526 square feet coloured blue on Drawing No. NNQB.1 at an annual rent of £2,893.00, representing a rate of £5.50 a square foot;
  2. an amenities area comprising 374 square feet coloured green on Drawing No. NNQB.1 at an annual rent of £1,028.50 representing a rate of £2.75 a square foot;
  3. loading bays comprising 827 square feet coloured yellow on Drawing No. NNQB.1 at an annual rent of £951.05, representing a rate of £1.15 a square foot;

for a period of 12 months with effect from 1st January, 1986;

  1. authorised the Greffier of the States to sign the necessary agreement and the Drawing;
  2. authorised the Treasurer of the States to receive the rent as it became due.

Public Toilets, Les Laveurs: approval of drawings.

THE STATES, adopting a Proposition of the Public Works Committee –

  1. approved Drawing No. 6111/10 showing the construction of public toilets at Les Laveurs;
  2. authorised the Greffier of the States to sign the said Drawing on behalf of the States.

Report and Proposition of Special Committee to consider request from the United Kingdom for an contribution towards defence and international representation costs. P.137/85.

THE STATES commenced consideration of a Proposition of the Special Committee regarding the request from the United Kingdom for a contribution towards defence and international representation costs, the Committee having accepted an amendment of Deputy Corrie Stein of Grouville that the following paragraph should be inserted as paragraph (a) –

  1. the Island should make a voluntary contribution towards the costs of defence expenditure of the United Kingdom;

and that paragraphs (a), (b) and (c) should be re-lettered as (b), (c) and (d).

THE STATES adopted paragraph (a).

The Committee accepted an amendment of Senator Pierre François Horsfall that paragraph (b) be deleted and that paragraph (c) (re- lettered as paragraph (b)) be amended as follows –

  1. the Special Committee should enter into detailed discussions with the United Kingdom authorities regarding the feasibility of establishing in the Island a Royal Naval Reserve Unit, together with its attached minesweeper, the costs therefore being borne by the Island; and report back to the Assembly.

THE STATES, adopting a Proposition of the Island Development Committee, rezoned 4.25 vergées of land, namely Fields 121 and 122, La Route du Nord, St. John as shown on Drawing No. 07.180.1 from "White Land" to use for the storage of concrete products.
