Resignation of Magistrate.

The   Bailiff  informed  the  House that he had received a letter of resignation from Mr. R.G. Day, from the post of Magistrate.

Fuel Oil Supply and Distribution: Report of Committee of Inquiry. P.142/86.

The Committee of Inquiry into matters relating to the supply and distribution of fuel oil in Jersey by Act dated 8th October, 1986, presented its Report to the States.

THE STATES acceded to the request of the President of the Legislation Committee that continuation of the debate on the draft Franchise (Amendment No. 4) (Jersey) Law, 198 (lodged on 23rd September, 1986 and debated on 21st October, 1986) be deferred from 11th November to 2nd December, 1986.

Public 18-hole Golf Course: La Moye Farm/Les Creux, St. Brelade . P.112/86.

THE STATES, adopting a Proposition of the Island Development Committee –

  1. agreed to rezone about 262 vergées of land in the La Moye Farm/Les Creux area of St. Brelade as delineated on Drawing No. 12.182.1 from White Land (including small areas of Green Zone) to use as a public 18-hole golf course;
  1. requested the Finance and Economics Committee, in consultation with the Island Development Committee, to study and make proposals for the establishment, management and financing of the proposed golf course, and to report back to the States in due course.

Highlands College: transport engineering workshops – approval of Drawings. P.138/86.

THE STATES, adopting a Proposition of the Education Committee –

  1. approved Drawings Nos. 2792/8, 2792/9, 2792/10, 2792/11, 2792/12, 2792/13 and 2756 showing the construction of C Block forming part of Highlands College Development;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

Suspension of Standing Order No. 18.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee, agreed to suspend Standing Order No. 18 in order to allow the Proposition of that Committee regarding the appointment of the States' Veterinary Officer to be considered at the present Sitting.

Debate in camera.

The Deputy Bailiff , in accordance with Article 1A of the Diseases of Animals (Jersey) Law, 1956, as amended, and Standing Order No. 46(2), ordered the withdrawal of Strangers and the closing of the doors of the Chamber in order that the appointment of Mr. Noel Martin, BVSC, MRCVS, as States' Veterinary Officer be debated in camera.

Appointment of States' Veterinary Officer.

THE STATES, having deliberated thereon in camera, proceeded to vote in public assembly and approved, by an absolute majority, the appointment of Mr. Noel Martin, BVSC, MRCVS, as the States' Veterinary Officer in accordance with Article 1A of the Diseases of Animals (Jersey) Law, 1956, as amended.

THE STATES rose at 5.50 p.m.
