Matters noted – land transactions.
THE STATES noted an Act of the Finance and Economics Committee dated 29th September, 1986, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –
- as recommended by the Finance and Economics Committee, the assignment of the lease from The Royal Trust Bank (Jersey) Limited of the property Le Pot d'Or, Rue de Moulin, St. Peter 's Valley, a two- bedroomed unfurnished flat, for the period 1st October, 1986 to 30th June, 1987, at an annual rent of £3,420, for occupation by an ex-patriate public employee appointed to the States' Treasury;
- as recommended by the Public Works Committee, the leasing to Mrs. Mary Baines, née Sheppard, of the kiosk at Coronation Gardens, Millbrook, for a period of three years from 24th June, 1986, at an annual rent of £1,000;
- as recommended by the Harbours and Airport Committee, the leasing to Mr. John Frederick McLeod of the Fishing Tackle Shop at St. Catherine's Breakwater, St. Martin , comprising an area of 158 square feet, for a period of three years with effect from 1st October, 1986, at an annual rent of £604.

THE STATES acceded to the request of the President of the Public Health Committee that the Proposition relating to Phase III of the redevelopment of the General Hospital (lodged 30th September, 1986) be taken into consideration on 14th October, 1986.
Commonwealth Parliamentary Association – Small Countries Conference. Statement.
Senator Reginald Robert Jeune , Treasurer of the Commonwealth Parliamentary Association, and a Vice-President of the Jersey Branch, informed the States that the Small Countries Conference held in Jersey had been very successful and thanks had been received from both the United Kingdom branch and the delegates especially as it preceded the main CPA conference in London.
Senator Jeune also informed the Assembly that copies of a CPA map showing the Commonwealth Countries and giving details about them were available to all Members.
Café at Le Braye Slipway, St. Brelade : lease.
THE STATES, adopting a Proposition of the Tourism Committee –
- approved the renewal of the lease of the café at Le Braye Slipway, St. Brelade to Mr. Arthur Robert Gibbins, Mrs. Phyllis Gibbins, née Kent, Mr. Peter Ivan Gibbins and Mrs. Anne Huelin, née Gibbins, for a further period of three years from 25th December, 1985, at annually increasing rents as follows –
1986 – £6,200 1987 – £8,400 1988 – £10,000;
- authorised the Greffier of the States to sign the necessary lease;
- authorised the Treasurer of the States to receive the rent as it became due.

THE STATES commenced consideration of a Proposition of the Defence Committee regarding improved security arrangements at Police Headquarters and, on the Proposition of Senator Terence John Le Main, the Proposition was lodged "au Greffe".

THE STATES, in pursuance of Article 6 of the Court of Appeal (Jersey) Law, 1961, as amended, made an Act entitled the Court of Appeal (Remuneration of Ordinary Judges) (Jersey) Act, 1986.
Establishments for Massage or Special Treatment (Licensing) (Amendment No. 2) (Jersey) Law, 1986 (Appointed Day) Act, 1986.
THE STATES, in pursuance of Article 2 of the Establishments for Massage or Special Treatment (Licensing) (Amendment No. 2) (Jersey) Law, 1986 made an Act entitled the Establishments for Massage or Special Treatment (Licensing) (Amendment No. 2) (Jersey) Law, 1986 (Appointed Day) Act, 1986.

THE STATES, adopting a Proposition of the Industrial Relations Committee, requested that legislation be drafted requiring employers to give to their employees written statements of their main terms of employment.

THE STATES, adopting a Proposition of the Harbours and Airport Committee, approved in principle the reconstruction of the Port Control Tower, St. Helier Harbour.

THE STATES, adopting a Proposition of Deputy Donald George Filleul of St. Helier , requested the Legislation Committee to amend Standing Orders so as to require copies of questions and answers to be circulated to all Members at the time that they are asked and answered.

THE STATES commenced consideration of a Proposition of the Island Development Committee (lodged on 2nd September, 1986) regarding the construction of a dwelling in the Green Zone at Three Oaks Vineries, St. Lawrence . After discussion, and on the Proposition of Deputy Hendricus Adolphus Vandervliet of St. Lawrence , the Proposition was referred back to the Committee.

THE STATES, adopting a Proposition of the Education Committee –
- approved Drawings Nos. 2748/40, 43,44,45,51,52,53,54 and 55, showing the construction of the new Central Library in Halkett Place, St. Helier ;
- authorised the Greffier of the States to sign the said Drawings on behalf of the States.
