THE STATES acceded to the request of the President of the Education Committee that the Proposition relating to the appointment of the chairman of the Advisory Council for Sport, Leisure and Recreational Activity be withdrawn from consideration under Public Business at the present Sitting.
Storm damage: assistance to growers with glasshouses and polythene tunnels. P.168/87.
THE STATES adopting a Proposition of the Agriculture and Fisheries Committee –
- agreed to provide financial assistance to growers whose glasshouses and polythene tunnels were damaged or destroyed in the violent storm of 16th October, such assistance to be allocated by the Committee for both income support and replacement and/or repair of structure or glass, as outlined in that Committee's Report, dated 22nd October, 1987;
- authorised the Finance and Economics Committee initially to make available up to £500,000 for this purpose from its Contingencies Vote of Credit.
Charles Alan Le Maistre, Connétable of Grouville , Deputy John Le Gallais of St. Saviour and Deputy Corrie Stein of Grouville declared an interest in the matter and withdrew from the Chamber prior to the debate.

THE STATES, by virtue and in exercise of the powers conferred on them by the Order in Council of the fourteenth day of April, 1884 made Regulations entitled the Shell-Fish (Underwater Fishing) (Amendment) (Jersey) Regulations, 1987.
Le Jardin de la Chappelle, St. Aubin: purchase and development. P.164/87.
THE STATES, adopting a Proposition of the Housing Committee –
- approved the acquisition from S.H. Developments Limited, of the site known as Le Jardin de la Chappelle (St. Aubin's Boatyard), La Rue du Crocquet, St. Aubin, St. Brelade , shown coloured redon Drawing No. 86-249-47 for the consideration of £162,000, with each party being responsible for its own legal fees;
- approved Drawings Nos. 86–249:24,25,26,27,28,29, 30, 34, 36, 38 and 39 in respect of the construction of 24 one-bedroomed flats for elderly persons at Le Jardin de la Chappelle (St. Aubin's Boatyard), St. Aubin;
- approved a fixed price contract with A.C. Mauger and Son (Sunwin) Limited, for the construction of the said flats, in the sum of £958,465;
- approved the payment of £125,771 in professional fees for the development;
- authorised the Attorney General and/or the Greffier of the States to pass the necessary contracts in the matter;
- authorised the Greffier of the States to sign the said Drawings on behalf of the States.

THE STATES, adopting a Proposition of the Island Development Committee –
- took note of the "Island Plan – Volume 2: plan and policies", lodged "au Greffe" on 29th July, 1986, as amended by Appendix 1 of the Report lodged "au Greffe" on 30th June, 1987;

- approved the statement of principles governing development in the various zones shown on the Island and Town Maps as listed in Appendix 2 of the Report lodged "au Greffe" on 30th June, 1987;

- approved the zoning of the Category A Housing Sites shown on the Island and Town Maps and listed in Appendix 3 of the Report lodged "au Greffe" on 30th June, 1987;

- approved the Island Map, as amended 1–87, to take the place of Zoning Map No. 6 approved by the States on 2nd April, 1974, subject to the deletion of the proposed improvements associated with the ring road;

- approved the principles proposed for dealing with the harmful and damaging effects of vehicular traffic on the environment of St. Helier , particularly those for –
- improving the ring road around the town to increase its capacity so that vehicles which do not need to be routed through can be excluded from the Environmental Protection and Improvement Areas and the Cordon Area;
- providing additional off-street car parking space; and
- investigating the contribution that the development of public transport services can make in reducing the reliance placed on personal transport and instructed the Defence Committee to carry out the necessary investigations;

- approved the following policies and proposals described in the Island Plan Volume 2: Plan and Policies, designed to reduce the detrimental effects of traffic congestion, by –
- excluding through traffic wherever possible from streets within designated Environmental Protection and Improvement Areas and the Cordon Area (Policy TR1);
- building a roundabout at the junction of Queen's Road and Rouge Bouillon (Policy TR3);
- making improvements to the junction of Trinity Road and Rouge Bouillon by forming a small gyratory road system (Policy TR4);
- constructing a new gyratory road system on the eastern section of the ring road (Policy TR5);
- building a new road linking that gyratory system with the Gas Works site (Policy TR10(i));
- forming a new road to link Union Street with the Parade (Policy TR10(ii)); and
- constructing a new road at Mount Bingham (Policy TR10(iii));
