THE  STATES  noted  and  Act  of  the  Finance  and  Economics Committee dated 19th January, 1987, showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that the Education Committee had  accepted  the  lowest  tender,  namely  that  submitted  by A.C. Mauger  and  Son  (Sunwin)  Limited  in  the  revised  sum  of £2,375,419.47 for the construction of the New Central Library in Halkett Place, St. Helier .

THE STATES acceded to the request of Senator Terence John Le Main that consideration of the Proposition relating to parking in the Royal Court Road (lodged on 14th October, 1986) be deferred from 24th February, 1987 to a later date.

Island Plan – Volume 2: Petition regarding Policy SH1.

Senator Bernard Thomas Binnington presented to the States, on behalf of Island consumers, a Petition regarding Policy SHI of the Island Plan – Volume 2.

THE STATES referred the said Petition to the Island Development Committee and lodged the relevant Proposition "au Greffe".

Immigration policy – Regulation of Undertakings and Development Law. Statement.

The President of the Finance and Economics Committee made a statement in the following terms –

"I should like to tell the House of the steps the Finance and Economics Committee is taking to implement the propositions relating to immigration control adopted by the States on 28th January, 1987.

Following its meeting yesterday my Committee has asked the Law Draftsman to prepare the necessary amendments to the Regulation of Undertakings and Development Law, which will be placed before this House as soon as possible, to provide that, as from a prescribed date, no undertaking can increase the number of its employees without having obtained a licence from the Finance and Economics Committee. The Law amendment will not come into effect until later this year. However, I wish to announce today that my Committee will be proposing that the prescribed date from which an increase in the number of employees will be measured will be 30th March, 1987.

The States in due course will have an opportunity of considering the detail of the approach that my Committee would propose to adopt in implementing the new measure. However, my Committee's initial thoughts are that provision should be made to exempt seasonal employment, and that the controls should be applied in such a way as to encourage the recruitment and training of local young persons.

The application of the new controls and the more rigorous application of the existing powers under the Law, in accordance with the States' decisions will impinge on many businesses. However, the policy objective is seen as one of tightening controls in a selective, pragmatic and sympathetic way, and not of frustrating the continued development of the Island's rôle as an international finance centre or of intruding unnecessarily on personal freedoms.

The more rigorous application of existing powers does not call for any change in the Law and my Committee intends to issue a more detailed policy statement on the approach it proposes to adopt forthwith in dealing with individual applications under Part II and Part III of the Law. This statement will be made available on or before next Tuesday.".

THE STATES, on the proposition of the President of the Island Development Committee, resolved into a Committee of the Whole House  in order to discuss the Island Plan – Volume 2: plan and policies.
