Matter noted – land transaction.
THE STATES noted an Act of the Finance and Economics Committee dated 9th September, 1987, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved, as recommended by the Public Works Committee, the purchase from Canillo (Jersey) Limited of 452 square feet of land at Les Chataigniers, La Rue de la Croix, St. Ouen , required in connexion with a road improvement scheme, for a consideration of £1,000 and the payment to the company of £4,000 towards the cost of accommodation works, including the rebuilding of a granite-faced wall, with each party being responsible for the payment of its own legal fees.
The Committee rescinded sub-paragraph (f) of its Act No. 2 of the 12th May, 1987, which was notified to the States on 2nd June, 1987.

Highlands College – Lecturers. Statement.
The President of the Education Committee made a statement in the following terms –
"The Education Committee has been deeply concerned by the action taken by the Lecturers at Highlands College, much of which appears to go beyond what can be properly described as working to rule'.
Following a meeting between Deputy Henri Dubras and officers of the Department with representatives of the National Association of Teachers in Further and Higher Education in London on Thursday last, it has been agreed to continue negotiations on Thursday, 24th September, in Jersey. At the meeting in London NATFHE was formally requested to refrain from industrial action while negotiations continue but that request was refused. In the meantime the Principal has assured me that the College remains 95 per cent effective despite the exaggerated reports of disruption.
I very much hope that next Tuesday's meeting will lead towards a settlement of this dispute and I will be making a further statement to this House on Tuesday, 29th September."
Island Plan: Volume 2 – Plan and Policies. P.126/87.
THE STATES commenced consideration of the Proposition of the Island Development Committee on the plan and policies contained in Volume 2 of the Island Plan and adopted an amendment of Deputy Sir Martin Le Quesne of St. Saviour to delete in paragraph 2 the words "in pursuance of Article 3 of the Island Planning (Jersey) Law, 1964 –" and to substitute for the letters (a), (b), (c), (d) and (e) the numbers 2, 3, 4, 5 and 6. The States also accepted an amendment of the Committee that the paragraphs be re-numbered 5, 6, 2, 3 and 4.
Paragraph 1 was adopted.
Paragraph 2 was adopted, the States having accepted an amendment of the Committee that for the words "rules and policies" there should be substituted the words "statement of principles".
After further discussion the States adjourned at 6 p.m. until Wednesday, 23rd September, 1987.
