THE STATES appointed Arthur Philip Quérée, Connétable of St. Ouen , as a member of the Finance and Economics Committee.

Matter noted – land transaction.
THE STATES noted an Act of 19th January, 1987, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved, as recommended by the Public Works Committee, the cession free of charge by Mr. Edward John Nigel Harris of 180 square feet of land forming part of his property Amethyst Green, St. Brelade , required in connexion with the provision of the proposed footpath from Mont Nicolle School to Woodbine Corner, St. Brelade , subject to the Committee being responsible for the carrying out of certain specified accommodation work in relation to the re-establishment of an earth bank, and for the payment of all legal fees.

THE STATES acceded to the request of the President of the Island Development Committee that consideration of the Proposition relating to the sale of industrial sites at Rue Fondon Trading Estate, St. Peter (lodged on 21st October, 1986 and referred back to Committee on 4th November, 1986) be deferred from 10th February, 1987 to a later date.
Arrangement of Public Business at the present Sitting.
THE STATES acceded to the request of the President of the Finance and Economics Committee that the Proposition relating to a supplementary vote of credit for the extension of sewers (P.169/86 – lodged on 9th December, 1986) be considered prior to the Proposition on Immigration policy (P.6/87 – lodged on 6th January, 1987) at the present Sitting.
Fort Regent Rotunda: approval of Drawings. P.20/87.
THE STATES rejected the request of Senator Richard Joseph Shenton that consideration of the Proposition relating to the approval of Drawings for the development of the Fort Regent Rotunda (lodged on 20th January, 1987) be deferred from 3rd February to 10th February, 1987.

Civil Emergency Officer. Question and answers.
Deputy Norman Stuart Le Brocq of St. Helier asked Senator John William Ellis, President of the Defence Committee, the following question –
"Will the President inform the House of details of the rôle played by the Civil Emergency Officer during the recent emergency affecting domestic water supplies and the flooding of many properties?".
The President of the Defence Committee replied as follows –
"1. At a meeting of Presidents on Monday, 12th January it
was agreed that problems arising during the cold weather would be handled by –
- the Housing Department in respect of problems in the States' Housing area;
- by Parish Connétable s in the Private Sector.
- The Civil Emergency Officer has been available to provide assistance as requested which has been as follows –
- On the night of Wednesday, 14th January, at the request of the Housing Department, delivered 50 blankets to the Aquila Road Youth Centre.
- On the morning of 15th January attended the President of the Housing Committee's meeting at the Housing Department – no assistance was required.
- On the afternoon of 15th January, at the request of the President of the Defence Committee, arranged for a Ford Fiesta with wheel chains to be delivered to Captain Le Page at Communicare, St. Brelade , for use by Communicare helpers.
- The Civil Emergency Officer attended a further meeting called by the President of the Housing Committee at 2.15 p.m. on Friday, 16th January when it considered further flooding problems.
- The rôle of the Civil Emergency Organisation to date in a peace time situation has been to back up the Emergency Services in an emergency and to date this had not been requested.
- To introduce an outside Co-Ordinator into a situation as exists at present can, it is considered, only cause delay since those people normally involved – Housing and the Parishes – are far better able to undertake the task as they are working on a daily basis with known contacts.
- I have arranged a meeting for Thursday, 29th January, at which these Committees who have been involved in the emergency work, together with the Connétable s and representatives of other organisations involved, will also be invited to discuss future rôles in the event of a similar emergency.".
Development in St. Brelade . Question and answers.
Deputy Enid Clare Quénault of St. Brelade asked Deputy Hendricus Adolphus Vandervliet of St. Lawrence , President of the Housing Committee, the following question –
"Can the President inform the States of the proposals for development at Field 213, Petite Route des Mielles, St. Brelade and, in view of great concern felt by Parishioners regarding the development of Le Jardin de la Chapelle, St. Aubin, will the President also inform the House of his Committee's plans in connexion with that area?".
The President of the Housing Committee replied as follows –
"1. Field 213, Petite Route des Mielles, St. Brelade .
The Housing Committee has agreed a price with the owner of Field 213 for the purchase of this site which is expected to yield a development of up to 39 two- bedroomed units of States' rental accommodation.
The Committee will be seeking to purchase the site under Standing Orders once it has a planning permit from the Island Development Committee, and confirmation from the Autorisé de la Partie Publique that restrictive covenants do not exist which preclude the proposed development.
Field 213 has been zoned for housing for some years now and is proposed as a Category A site in the Island Development Committee's Island Plan, Volume 2.
2. Le Jardin de la Chapelle, St. Aubin
The Housing Committee has agreed in principle to purchase this site from the landowner, a well- established local building company, and to enter into a negotiated contract with the company to build 24 one- bedroomed units for rental to elderly tenants. A planning permit has already been issued by the Island Development Committee.
The building rates charged will be consistent with those quoted by the company for housing contracts it has won in competitive tender, and will be verified by a quantity surveyor engaged by the Committee.
The Committee has the support in principle of the Finance and Economics Committee to continue with the scheme, on the clear understanding, of course, that development plans, together with details of costs, will be presented to the States, through the intermediary of the Finance and Economics Committee, before either the site purchase or the building contract is signed.
The site is proposed as a Category A site in Volume 2 of the Island Plan.
The Housing Committee emphasises that both of these proposed developments are absolutely essential to its development programme.".
Seymour and Icho Towers: transfer of administration.
THE STATES, adopting a Proposition of the Harbours and Airport Committee, agreed to transfer the administration of Seymour Tower, Grouville and Icho Tower, St. Clement , from that Committee to the Public Works Committee.
Sewer Extensions: supplementary vote of credit. P.169/86.
THE STATES, having rejected the Proposition of Deputy Corrie Stein of Grouville that the Proposition be referred back to the Committee, adopted a Proposition of the Finance and Economics Committee and acceded to the request for the following supplementary vote of credit to be voted out of the General Reserve –
