THE STATES continued discussion of the Proposition of the Policy Advisory Committee on Immigration Policy.
THE STATES, having accepted an amendment of the Committee that in paragraph (b) the words "only" and "substantially" be deleted, then accepted an amendment of Deputy Donald George Filleul of St. Helier that in paragraph (b) the word "economic" be deleted, adopted the Proposition and agreed that –
- the Regulation of Undertakings and Development Law be amended so that, as from a prescribed date, no undertaking could increase the number of its

employees without having obtained a licence from the Finance and Economics Committee;
- the Finance and Economics Committee should apply the Regulation of Undertakings and Development Law rigorously and, in particular, should grant consents to local residents to commence a new undertaking when it is satisfied that to do so is in the best interests of the Island;
- all Committees of the States should apply corresponding measures of restraint in their staffing requirements and the Establishment Committee should apply rigorously the decision of the States of 3rd April, 1979, in considering any request for increased staffing in any area of States' administration;
- the Finance and Economics Committee should apply the Regulation of Undertakings and Development Law rigorously in considering applications for licences for development under Part III of that Law;
- the Housing Committee be requested to amend the Housing legislation so as to remove from a person the right automatically to occupy any property which he has inherited;
- the Housing Committee be requested to limit the number of consents granted under Regulation 1(1)(k) of the Housing Regulations to not more than five in any calendar year;
- the policy of the Housing Committee of restricting the number of consents granted under Regulation 1(1)(j)of the Housing Regulations be endorsed and the granting of such consents for a limited period only encouraged;
- the Policy Advisory Committee should continue to have the responsibility for the co-ordination of States' policies regarding the control of the growth of the resident population of the Island.
Airport Freight Terminal Building: lease to Servisair Limited. P.2/87.
THE STATES, adopting a Proposition of the Harbours and Airport Committee –
- agreed to lease to Servisair Limited office and cargo warehouse accommodation in the Airport Freight Terminal Building for a period of 5 years commencing on 1st January, 1987, at an annual rent of £16,369.55, representing rates of £5.00 per square foot for the office accommodation and £2.55 per square foot for the cargo warehouse, with a rent review at 31st December, 1989;
- authorised the Greffier of the States to sign the necessary agreements with Servisair Limited;
- authorised the Treasurer of the States to receive the rent as it became due.
