Fuel Oil Supply and Distribution: report. P.121/87.

The Finance and Economics Committee by Act dated 22nd June, 1987 presented to the States a Report on the supply and distribution of fuel oil.

The Establishment Committee by Act dated 15th June, 1987 presented to the States a Report on information technology in the public service.

THE STATES ordered that the said Report be printed and distributed. Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 22nd June, 1987, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Establishment Committee, the leasing from Mrs. Olivia Cumming-Butler, née Harris , of Flat 2, Elliston House, The Bulwarks, St. Aubin, for a period of18 months commencing 1st June, 1987, at an annual rent of £6,240 for occupation by an ex-patriate employee;
  2. as recommended by the Establishment Committee, the leasing from Mr. Roy Huelin Vibert of No. 1, Baycroft Nurseries, St. Clement , for a period of21 months from 1st August, 1987, at an annual rent of £5,724, for occupation by an ex-patriate employee;
  1. as recommended by the Resources Recovery Board and in pursuance of an Act of the States dated 3rd March, 1987, the payment to Mr. John Pirouet of Vaucluse, Mont Cochon, St. Helier , of the sum of £15,700 for the acquisition of a temporary wayleave over two areas of land in his ownership. identified as area 1A on Drawing G1077A measuring 1,543 square feet, and as area 2A on Drawing No. 1978A, measuring 121 square feet, and a contract servitude, in perpetuity, to recognise the permanent installation and, if required, replacement of rock anchor bolts within the area 1A, for the purpose of constructing a retaining wall as part of an extension to the Sewage Treatment Works, with the Board being responsible for the payment of all legal fees.

THE STATES noted that the Island Development Committee had withdrawn the Proposition entitled Island Plan – Volume 2: plan and policies (lodged on 29th July, 1986) having lodged a revised Proposition at the present Sitting (P.126/87).

THE STATES, having rejected the request of the President of the Island Development Committee that the Proposition entitled Island Plan – Volume 2: plan and policies (lodged at the present Sitting) be considered on 28th July, 1987, decided to take this subject into consideration on 22nd and 23rd September, 1987 in extraordinary session.

THE STATES noted that Deputy David John de la Haye of St. Ouen had withdrawn the Proposition entitled Planning Applications – appeals: notice of objections (lodged on 6th January, 1987) having lodged a revised Proposition at the present Sitting (P.125/87).

La Melonnerie, St. Brelade : rezoning for housing. P.29/87.

THE STATES acceded to the request of the President of the Island Development Committee that the Proposition relating to the rezoning of La Melonnerie, St. Brelade for housing (lodged on 10th February, 1987) be taken into consideration on 28th July, 1987.

THE STATES acceded to the request of the Housing Committee that the Proposition relating to the purchase of La Melonnerie, St. Brelade (lodged on 10th February, 1987) be taken into consideration on 28th July, 1987.

Passenger arrivals by sea and related services. Questions and answers.

Deputy  Corrie  Stein  of   Grouville  asked  Senator  Bernard  Thomas Binnington, Chairman of the Jersey Transport Authority, the following questions –

"1.  How many passengers arrived from the United Kingdom by

sea for the first six months of this year in comparison with the first six months of last year?

  1. Has the Jersey Transport Authority recently been in discussion with  British  Channel  Islands  Ferries  in  regard  to  the company's future plans?
  2. In view of the many complaints by tourists and members of the public in regard to times of arrival, departure and standards are  the  Jersey  Transport  Authority  looking  into  this unsatisfactory situation?"

The Chairman of the Jersey Transport Authority replied as follows –

  1. The Jersey Transport Authority meets on a regular basis with  all  of the  Island's  major  shipping  companies  to discuss their future plans. The Authority met with British Channel Islands Ferries in March and another meeting is planned for next month.
  1. Like the Deputy I have seen a number of letters of complaint in the Jersey Evening Post, but there have also been letters of appreciation of the service and in particular of the helpfulness of the British Channel Islands Ferries staff. I have to say that the Jersey Transport Authority has received very few complaints, and no more than were received in the past regarding the passenger shipping services between the Island and the United Kingdom.

When complaints are received by the Jersey Transport Authority in respect of any transport service they are immediately taken up with the company concerned. The timing of the schedules, punctuality, and standards are all matters that the Authority discusses with each company when meetings are held.

The Authority shares with the Deputy a concern that the best possible service should be provided for both tourists and Island residents. However, the Authority appreciates the difficulties faced by British Channel Islands Ferries arising from the action taken by Sealink last year and the problems  that  this  presented, particularly in finding a ship for the Weymouth service."

Victor Hugo and similar sites. Questions and answers.

Deputy Corrie Stein of Grouville asked Deputy Hendricus Adolphus Vandervliet of St. Lawrence , President of the Housing Committee, the following questions –

"1. Will the President inform the States whether the Housing

Committee is still considering the possibility of acquiring the Victor Hugo site on behalf of the public of the Island for residential development and, if so, what stage has been reached in any negotiations between the Committee and the present owners of the land?

2.  Having regard to views expressed in the States, does the President agree that every effort should be made to acquire sites of this kind, notwithstanding the relatively high cost which may be entailed?"

The President of the Housing Committee replied as follows –

"1. The Housing Committee is not considering the purchase of the

Victor Hugo site. In 1983 my Committee took to the States a Proposition to purchase the site for £1,000,000 for Category A housing (i.e. States' rental or basic loan homes). My Proposition was not supported by the Finance and Economics Committee and in fact was rejected by the House. The current value of the site is one which I understand the Finance and Economics Committee views as too expensive to justify a Category A housing development.

2.  I cannot answer this question with a simple Yes' or No'.

Normally, very expensive commercial sites to be purchased for housing development are acquired by the Island Development Committee which takes into account general planning considerations as was the case, for example, with Le Brun's Bakery Site and Norman's Timber Yard – and not simply the matter of cost. Where an expensive commercial site is actually zoned by the Island Development Committee for Category A housing development, my Committee would not hesitate to make every effort to acquire it, although it would consult with the Finance and Economics Committee. Where such a site is not zoned for Category A housing development, my Committee would first wish to satisfy itself that the Island Development Committee would allow such a development; second that the site is suitable for building; and then consult with the Finance and Economics Committee on the matter of price and value for money. We would normally wish to proceed to the States with the support of both the Island Development and Finance and Economics Committees.

In short, whilst my Committee is prepared to build homes wherever it is practical, it must take each site on its merits, and particularly expensive commercial sites."

Howard Davis Farm: replacement of glasshouse.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee –

  1. approved Drawing No. 2859/1A showing the proposed site for the erection of a new glasshouse at the Howard Davis Farm, in connexion  with  the  redevelopment  of the  Horticulture  and Agriculture Training Centre by the Education Committee;
  2. approved the acceptance of a tender submitted by Mr. G.J. Le Lay for the supply and erection of a new glasshouse, with services, in the sum of £57,539.

THE STATES, adopting a Proposition of the Education Committee –

  1. approved Drawings Nos. 2828/11a/12A/13A/19 showing the construction of Pavilion II at Les Quennevais Sports Complex;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

THE STATES, adopting a Proposition of the Prison Board –

  1. approved Drawings Nos. 165; 175; 176; 177; 178 and 179 relating to the extension to the segregation unit at Her Majesty's Prison;

Rue Fondon Trading Estate: development – Committee of Inquiry. P.111/87.

THE STATES, adopting a Proposition of Senator Richard Joseph Shenton, agreed that a Committee of Inquiry should be set up to investigate the circumstances relating to the development of the Rue Fondon Trading Estate and, in particular, to decide whether compensation should be paid to the original owner of the land.

THE STATES commenced consideration of a Proposition by Senator Richard Joseph Shenton that the Committee of Inquiry to investigate the circumstances relating to the development of the Rue Fondon Trading Estate should be constituted as follows –

Housing Regulations: granting of consent to Mrs. G. Morgan. P.112/87.

THE STATES rejected a Proposition of Senator Richard Joseph Shenton that the States inform the Housing Committee that they would support the granting of consent by the Committee to Mrs. G. Morgan (née Vautier) to purchase a suitable property in the Island.
