Housing  Regulations:  application  of  Regulation 1(1)(g). (P.12/87): report. P.26/87.

The Housing Committee by Act dated 30th January, 1987, presented to the States a Report on the application of Regulation 1(1)(g) of the Housing Regulations.

THE  STATES  ordered  that  the  said  Report  be  printed  and distributed.

North  and  East  Telephone  Exchanges:  transfer  of administration. P.19/87. Deferred.

THE  STATES  acceded  to  the  request  of  the  President  of  the Housing Committee that the Proposition relating to the transfer of administration of the North and East Telephone Exchanges (lodged on 20th January, 1987) be deferred from the present Sitting.

THE STATES, adopting a Proposition of the Social Security Committee, approved the nomination of Advocate Anthony John Olsen as Chairman of the Board of Management of the Sheltered Workshop at Highlands.

Ferry Berths, West of Albert Pier: purchase of foreshore. P.170/86.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. approved the purchase from the Crown of the freehold of the foreshore of the area required for the development of roll-on/roll-off ferry berths to the west of the Albert Pier, Port of St. Helier , measuring
    1. acres, as shown outlined in red on Drawing No. 422/1, for a consideration of £88,760;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter;
  3. authorised the Treasurer of the States to pay the requisite sum out of the Capital vote of credit granted to the Committee under the heading "Port of St. Helier – General Development" (Vote No. C0240).

Police Force (Amendment No. 4) (Jersey) Law, 1987. P.17/86.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Police Force (Amendment No. 4) (Jersey) Law, 1987.

Report on Gambling: proposals. P.4/87.

THE STATES, adopting a Proposition of the Gambling Control Committee, agreed –

  1. that registered societies should be allowed to play bingo not more than once weekly instead of not more than once fortnightly;
  2. that the price limits of not more than 20p and not less than £5 on tickets in lotteries promoted under Regulation 12 of the Gambling (Gaming and Lotteries) (Jersey) Regulations, 1965 should be continued;
  3. that gaming machines should not be introduced into the Island;
  4. that the maximum payout from amusement with prizes machines in licensed amusement premises should be increased from 50p to £1.50;
  5. that the ratio of amusement only and amusement with prizes machines in licensed amusement premises should be limited to three to one;
  6. that a betting tax should not be introduced;
  7. that and in-depth study on the feasibility of a casino should not be undertaken by independent consultants;
  8. that the use of television (and radio) be allowed in betting offices to broadcast sporting events and that the showing of videos of previous sporting events, for entertainment only, be permitted.

Franchise (Amendment No. 4) (Jersey) Law, 1987. P.7/87.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Franchise (Amendment No. 4) (Jersey) Law, 1987.

Agricultural Industry: continuation of cattle export subsidies. P.11/87.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee, referred to their Act of 16th October, 1984 and agreed to continue the export support scheme for cattle for a further year involving an expenditure of £35,000.

Haut de la Garenne: transfer of administration. P.13/87.

THE STATES, adopting a Proposition of the Education Committee, approved the transfer of administration of Haut de la Garenne from the Education Committee to the Public Works Committee.

Non-Contributory Pension Scheme. P.8/87.

THE STATES, adopting a Proposition of the Social Security Committee, agreed that –

  1. persons who were born before 10th September, 1896, and who are ordinarily resident in Jersey and have been so for an aggregate period of12 years since 10th September, 1951, should, irrespective of means, be entitled to receive out of the Annual Income of the States with effect from the date of the adoption of this Proposition, a non-contributory pension equal to the rate of the old age pension for the time being payable under the First Schedule to the Social Security (Jersey) Law, 1974;
  2. the increase payable in respect of an adult dependent should be66 per cent of that rate;
  3. otherwise the conditions applicable to the receipt of a pension under the Non-Contributory Pensions (Jersey) Law, 1954, should apply.
