THE STATES noted an Act of the Finance and Economics Committee dated 26th October, 1987, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

- as recommended by the Resources Recovery Board, the purchase from Mr. Donald Arthur Renouf and Mrs. Madeleine Renouf , née Pickett, of 840 square feet of land shown on Drawing No. WS713, situated adjacent to the existing pumping station site at St. Ouen , required to enlarge the capacity of the existing pumping station, for a consideration of £600, representing a rate of 71p a square foot, with the Board's being responsible for the payment of legal fees;
- as recommended by the Harbours and Airport Committee, the lease to St. Helier Port Services Limited of office accommodation, designated Letting N17, on the New North Quay, St. Helier Harbour, for a period of three years with effect from 1st October, 1987, at an annual rent of £1,566.50;
- as recommended by the Harbours and Airport Committee, the renewal of the lease to Mr. Albert John Le Pennec of Greenbank, St. Peter , of Field No. 207, situated on the northern boundary of the Airfield, known as Lettings Nos. 7 and 8, measuring 30 perches and 35 perches respectively, for a period of three years with effect from 25th December, 1987, at an annual rent of £30 for Letting No. 7 and £35 for Letting No. 8;

- as recommended by the Public Works Committee, the purchase from Home Builders Limited of an area of land, measuring 225 square feet, at La Rocque Villa, La Grande Route des Sablons, Grouville , required in connexion with the construction of a footpath and road improvement scheme near the Seymour Inn, for a consideration of £450, with the Committee's being responsible for the cost of accommodation works associated with the reconstruction of the boundary wall, and the payment of legal fees;
- as recommended by the Housing Committee, the sale to the Parish of St. Helier of the road and footpaths through Clos St. André Estate, for a nominal consideration of £10, with each party being responsible for the payment of its own legal fees;
- as recommended by the Housing Committee, the sale to The Jersey Electricity Company Limited of the undermentioned sites for electricity sub-stations, for a nominal consideration of £10 each, and to the granting to the company, free of charge, of any servitudes required for high tension cables, with each side being responsible for the payment of its own legal fees, namely –
- Sub-Station No. 211, Le Clos des Sables, St. Brelade ;

- as recommended by the Fort Regent Development Committee, the lease to Mr. Lyndon Farnham of the area at Fort Regent occupied by the mini-golf course, for a period of nine years, in order to provide a catering facility, with effect from 1st January, 1988, at a nominal annual rent of £500, to be revised at the end of the third and sixth years by the increase in the Jersey Cost of Living Index during the relevant periods, on the basis that Mr. Farnham would continue to provide, without charge, staff to service the mini- golf course amenity on behalf of the Fort;
- as recommended by the Public Health Committee the granting to The Jersey Electricity Company Limited of 99-year leases in respect of the undermentioned electricity sub-station sites at an annual rent of £1 each, with all payments commuted forward to the inception of the new agreements, and to the granting, free of charge, to the company of any servitudes required for high tension cables, with each side being responsible for the payment of its own legal fees, namely –

THE STATES acceded to the request of Deputy John Le Gallais of St. Saviour that consideration of the Proposition relating to a Public 18-hole golf course at Les Landes, St. Ouen (lodged on 25th September, 1984) be deferred from 8th December, 1987.
Draft Act with regard to the provision of a minimum income for elected Members of the States. P.151/87.
THE STATES acceded to the request of Senator John Le Marquand that the Proposition regarding the provision of a minimum income for elected Members of the States (lodged on 15th September, 1987) be considered on 17th November, 1987.
Fields 591, 592 and 593, St. Ouen : rezoning and acquisition for States Loan Housing – amendment.
THE STATES, adopting a Proposition of the Island Development Committee, agreed to amend their Act of 6th November, 1984 by inserting at the beginning of paragraph (d) thereof, the following words – "in the event that the owner fails to come forward with a scheme for development acceptable to the Housing Committee and Island Development Committee within a period of six months from this date."
Deputy Francis Hedley Morel of St. Saviour declared an interest in the matter and withdrew from the Chamber prior to the debate.
Island Plan – Volume 2: Plan and Policies. (P.126/87) – Amendment P.162/87.
THE STATES commenced consideration of the amended Proposition of the Island Development Committee on the plan and policies contained in Volume 2 of the Island Plan.

THE STATES rejected an amendment by Deputy Dereck André Carter of St. Helier and an amendment to the wording of that amendment by Senator Ralph Vibert that in paragraph 5 the following new sub-paragraph should be inserted –
"(b) investigating the provision of adequate residents'
parking by means of a permit system and to instruct the Public Works Committee to carry out the necessary investigations;".
Paragraph 5(b) and (c) were adopted.
Deputy Dereck André Carter of St. Helier withdrew his amendments to paragraph 6, to insert the following new sub-paragraphs –
"(a) instructing the Public Works Committee to institute a
parking pricing policy to discourage commuter parking in any public car park within the ring road;
(b) requesting the Public Works Committee, in consultation with the St. Helier Parish authorities, to institute a residential permit parking system, allowing occupier ratepayers either on-street permit parking or car park permit parking as appropriate to the area in which they reside;".
