Agriculture and Fisheries Committee: appointment of member.

THE STATES appointed Mr. Leonard Picot, Connétable of Trinity , as a member of the Agriculture and Fisheries Committee.

Harbours and Airport Committee: appointment of member.

THE STATES appointed Mr. Leonard Picot, Connétable of Trinity , as a member of the Harbours and Airport Committee.

Motor Traffic Office: statistics for 1986. R.C.9.

The Defence Committee by Act dated 16th April, 1987, presented to the States the Motor Traffic Office statistics for 1986.

THE STATES ordered that the said statistics be printed and distributed.

A Plan for the Health Service in Jersey 1988–92.

The Public Health Committee by Act dated 8th April, 1987, presented to the States a report entitled "A Plan for the Health Service in Jersey 1988–92".

THE STATES ordered that the said Plan be printed and distributed. Census 1986: report.

The Etat Civil Committee by Act dated 11th March, 1987 presented to the States the Report of the 1986 Census of population in Jersey.

THE STATES ordered that the said Report be printed and distributed.

Social Security Report and Accounts 1985/86.

The Social Security Committee by Act dated 16th April, 1987, presented to the States its Report and Statement of Accounts for the year ended 30th September, 1986.

THE STATES ordered that the said Report and Statement of Accounts be printed and distributed.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 27th April, 1987, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Public Works Committee, the purchase from Mr. Giles Arnold Trollope, Mr. Nicholas Clifford Trollope, Mrs. Anna Theresa Maidon, née Trollope, Mr. Richard Charles Taylor , Mrs. Deliah Marian Baker, née Taylor and Miss Audrey Gruchy Taylor , of1,550 square feet of land on the south side of La Route des Gênets, St. Brelade , required in connexion with the construction of a footpath from Mont Nicolle to Woodbine's Corner, St. Brelade , for a consideration of £1,550, subject to the Committee's being responsible for the payment of all legal costs; (The Committee rescinded paragraph (i) of Act No. 3 of 16th February, 1987, which was notified to the States on 24th February, 1987.);
  2. as recommended by the Harbours and Airport Committee, the lease to the St. Helier Yacht Club of the premises on South Pier, known as "Hunt's Store", Port of St. Helier , for a period of three years with effect from 1st April, 1987, at an annual rent of £2,261.88;
  3. as recommended by the Harbours and Airport Committee, the renewal of the lease to Aurigny Air Services Limited of181 square yards of land at Jersey Airport, for a period of three years, with effect from 15th April, 1987, at an annual rent of £1,131.25;
  1. as recommended by the Education Committee, the lease to The Jersey Electricity Company Limited of a site at the new Central Library, Halkett Place, St. Helier , for a period of99 years, with effect from 10th February, 1989, at an annual rent of £1, payable in total in advance, with each side being responsible for the payment of its own legal costs.

  1. Health Services: development policies. P.76/87. Presented by the Public Health Committee. The States decided to take this subject into consideration on 9th June, 1987.
  2. Social Security: old age pensions. P.77/87. Presented by Deputy Corrie Stein of Grouville .

Property Speculation and Monopolies. P.61/87.

THE STATES acceded to the request of the President of the Policy Advisory Committee that the Proposition relating to Property Speculation and Monopolies (lodged on 24th March, 1987) be moved to the first item of matters already set down for debate at the present Sitting.

Rue Fondon Trading Estate, St. Peter : sale of industrial sites. P.140/86.

THE STATES acceded to the request of the President of the Island Development Committee that the Proposition relating to the sale of industrial sites at the Rue Fondon Trading Estate (lodged on 21st October, 1986) be considered on 26th May, 1987.

Machinery of Government: independent review. P.70/87.

THE STATES acceded to the request of Deputy Edgar John Becquet of Trinity that the Proposition relating to an independent review of the Machinery of Government (lodged on 21st April, 1987) be moved to the second item of matters already set down for debate at the present Sitting.

Hautlieu School: extensions.

THE STATES, adopting a Proposition of the Education Committee –

  1. approved Drawings Nos. 1986/6, 1986/66, 1986/67 and 1986/52, 2491/1B, 2491/6, 2491/15, for lifts, chair stores, library and staffroom in order to provide facilities for handicapped pupils and improve library facilities at Hautlieu School;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

40 Nomond Avenue, La Pouquelaye, St. Helier : lease.

THE STATES, adopting a Proposition of the Housing Committee –

  1. approved the renewal of the lease from Mrs. Nancy de Wolfe Arthur, née Miller, of No. 40 Nomond Avenue, La Pouquelaye, St. Helier , required for the temporary housing of essential employees, for a period of two years and three months, with effect from 1st April, 1987, at an annual rent of £5,070;
  2. authorised the Greffier of the States to sign the necessary agreement with Mrs. Arthur;
  3. authorised the Treasurer of the States to pay the rent as it becomes due.

THE STATES, adopting a Proposition of the Policy Advisory Committee, authorised that Committee to give further consideration to the introduction of legislation –

  1. to make it illegal for a non-resident to acquire, without the prior permission of the States, a controlling interest in any publicly quoted company registered and trading in the Island or in any Island company, the turnover of which exceeds a prescribed amount;
  2. to enable a designated Committee of the States to require any person or company which it was felt already owned an abnormally large amount of property, either directly or indirectly, in the Island to obtain the consent of another Committee before any further such property was acquired; and to provide that consent would only be forthcoming if the acquisition were felt to be in the public interest;
  3. to provide that a possible monopoly situation could be investigated and, if one were found to exist to the detriment of the public interest, the appropriate remedies be recommended and enforced.

THE STATES, adopting a Proposition of the Finance and Economics Committee, authorised that Committee to appoint independent consultants to carry out a study of the machinery of Government and, if necessary, to make recommendations for its better functioning.

THE STATES, adopting a Proposition of the Finance and Economics Committee, acceded to the request for the following additional vote of credit out of the General Reserve –

THE STATES commenced consideration of a Proposition of Deputy Donald George Filleul of St. Helier that an Economic Development Committee be appointed (lodged on 24th February, 1987).

After discussion Deputy Robin Ernest Richard Rumboll of St. Helier proposed that the States move to the consideration of the next item on the Order Paper, which proposition was carried, more than twenty Members voting in support thereof.

Attendance Allowances (Amendment No. 3) (Jersey) Law, 1986 (Commencement) Act, 1987. P.62/87.

THE STATES, adopting a Proposition of the Social Security Committee, made an Act entitled the Attendance Allowances (Amendment No. 3) (Jersey) Law, 1986 (Commencement) Act, 1987.

Attendance Allowances (Jersey) Regulations, 1987. P.68/87.

THE STATES, in pursuance of Articles 2, 2A, 2B and 3 of the Attendance Allowances (Jersey) Law, 1973, as amended, made Regulations entitled the Attendance Allowances (Jersey) Regulations, 1987.

Transport Advisory Council: change of name to Jersey Transport Authority. P.36/87.

THE STATES, adopting a Proposition of the Harbours and Airport Committee, referred to their Act dated 10th June, 1980 regarding the constitution of the Transport Advisory Council and approved the change of name from the Transport Advisory Council to the Jersey Transport Authority.

Special Committee to examine difficulties facing candidates for election to the States, etc.: appointment. P.72/87.

THE STATES commenced consideration of a Proposition of Deputy Jean Amy Le Maistre of St. Helier regarding the appointment of a Special Committee to examine difficulties facing candidates for election to the States, etc. (lodged on 21st April, 1987).

After discussion, the States rejected paragraph (a) and adopted paragraph (b). The States accordingly decided to appoint a Special Committee to examine whether the scheme for the provision of a minimum income for Members requires any modification and bearing in mind that elections are to be held later this year, to report on the above, with any recommendations, as soon as possible.
