Aid in small Commonwealth countries. Statement.

The President of the Overseas Aid Committee made a statement in the following terms –

"The Overseas Aid Committee has been aware for some time that is has only been able to fund relatively few projects in small Commonwealth countries. The reason being that most, if not all of the Aid Agencies within the United Kingdom on whom we depend for finding and monitoring projects do not have representatives in these small states.

In order to fund suitable projects with which Jersey could be identified, we needed someone to assist us who has extensive knowledge of those countries and also of people such as British High Commissioners, British Council representatives or others who might be willing to act as our agents  to  identify  suitable  projects  and  supervise  their funding.

It is with real pleasure that I am able to announce today that Sir  Robin  Vanderfelt,  K.B.E.  who  retired  last  year  as Secretary  General  of  the  Commonwealth  Parliamentary Association,  has  agreed  to  assist  the  Overseas  Aid Committee in this task, in an entirely honorary capacity.

Sir Robin, who lives in Salisbury, will be working from his home and having easy access to London, is well placed to meet key people who return to England during the course of their duties.

We shall look forward to working closely with Sir Robin and  to  becoming  more  effective  in  assisting  smaller countries within the Commonwealth."

Territorial Army Royal Engineer Field Squadron.

THE STATES, adopting a Proposition of the Defence Committee, agreed –

  1. to implement their decision of 24th February, 1987by agreeing  to  the  establishment  in  the  Island  of a Territorial Army Royal Engineer Field Squadron;
  2. to authorise the Finance and Economics Committee to make available the necessary funds in 1988;
  3. to instruct the Committee to report back to the States as soon as possible on the site for the T.A. Centre.

New Port Control Tower, Victoria Pier, St. Helier : approval of drawing.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. approved Drawing Nos. 2840/2, 3C, 4B,5B,6B, and 7C showing the construction of a new Port Control Tower on the Victoria Pier, St. Helier ;
  1. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

12 Duhamel Place, St. Helier : approval of drawings. P.181/87. THE STATES, adopting a Proposition of the Housing Committee –

  1. approved Drawings Nos. 278/2 and 3 in respect of the redevelopment of No. 12 Duhamel Place, St. Helier , into two one-bedroomed flats and one three- bedroomed maisonette;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

27 Hill Street, St. Helier : purchase of lease. P.182/87.

THE STATES, adopting a Proposition of the Public Works Committee –

  1. approved the purchase of the unexpired portion, expiring in 1998,of the Head Lease of27 Hill Street and 16 Queen Street from LYS Limited for the purpose of providing temporary office accommodation for a consideration of £250,000 and an annual rent of £40,042, payable quarterly in advance and subject to review in line with the rise in the cost of living index at the end of every fourth year;
  2. authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter; and
  3. authorised the Treasurer of the States to pay the consideration and the rent as it becomes due.

THE STATES, in pursuance of Articles 18 and 46 of the Health Insurance (Jersey) Law, 1967, as amended, made Regulations entitled the Health Insurance (Medical Benefit) (Amendment No. 31) (Jersey) Regulations, 1987.

Collective Investment Funds (Jersey) Law, 1987. P.187/87.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, made a Law entitled the Collective Investment Funds (Jersey) Law, 1987.

Refuge for battered wives. P.145/87.

THE STATES commenced consideration of a Proposition of Deputy Corrie Stein of Grouville regarding a refuge for battered wives and, after discussion, rejected the proposition of Deputy Sir Martin Le Quesne of St. Saviour that the States move to the consideration of the next item on the Order Paper. The States, having accepted an amendment that after the word "property" the words "administered by the Housing Committee" be deleted, adopted the Proposition and agreed that a property should be made available for use as a refuge for battered wives, on a trial basis for a period of two years initially, and that the Housing Committee should give effect to this decision as soon as possible.

THE STATES, having accepted an amendment of Senator John Le Marquand that the building should have granite facing, adopted a Proposition of the Harbours and Airport Committee and –

  1. approved Drawings Nos. 2848/00, 01C, 03E, 05, 06A, 11E, 12E and 14 showing the construction of a passenger terminal building at the roll-on/roll-off ferry berth on land west of the Albert Pier, St. Helier , subject to the substitution of granite facing for brick;
  1. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the "Loi (1987) (Amendement No. 5) réglant la Procédure Criminelle."

Retiring Members.

The Bailiff conveyed the best wishes of the House to the nine Members who would not be returning in the new Session and, on behalf of the Island, thanked them for their service.

Senator R. Vibert , O.B.E. and Senator J. Le Marquand, O.B.E.

The Bailiff referred to the 30 years' service to the States of Senator Ralph Vibert and the 39 years' service of Senator John Le Marquand and informed the House that he had received a letter from Dr. The Honourable David Tonkin, Secretary-General of the Commonwealth Parliamentary Association in the following terms –

"On behalf of the President, Chairman and Members of the Commonwealth Parliamentary Association I would like to extend our heartiest congratulations and best wishes to the Fathers of the House, Senator Ralph Vibert and Senator John Le Marquand who are now retiring after remarkable and distinguished terms of service in the States of Jersey. Our most grateful thanks are due to them for the enormous contribution they have made to the cause of parliamentary democracy. We wish them a long and happy retirement."
