The Resources Recovery Board by Act dated 7th December, 1988, presented to the States a Report on the operation of the services administered by the Board for 1987.

THE STATES acceded to the request of the President of the Housing Committee that the Proposition relating to the compulsory purchase of Fields 14, 14A and 18, La Rue de Maupertuis, St. Clement (lodged on 22nd November, 1988) be deferred from the present Sitting to a later date.

Draft Public Employees (Contributory Retirement Scheme) (Transitional Provisions) (No. 4) (Jersey) Regulations, 198 . P.167/88.

THE STATES acceded to the request of the President of the Establishment Committee that the draft Public Employees (Contributory Retirement Scheme) (Transitional Provisions) (No. 4) (Jersey) Regulations, 198 set down for debate at the present Sitting be considered immediately after the draft Public Employees (Contributory Retirement Scheme) (Amendment No. 10) (Jersey) Regulations, 198 (P.153/88).

Draft Act with regard to the provision of expenses for elected members of the States. P.144/88.

THE STATES acceded to the request of the President of the Legislation Committee that the draft Act with regard to the provision of expenses for elected Members of the States set down as the last item for debate at the present Sitting be considered immediately after the Supply requests.

Highlands College – day release students 1987. Statement.

The President of the Education Committee made a statement in the following terms –

"During the debate on the Budget, the President of the Finance and Economics Committee expressed concern and disappointment about the sharp drop in the number of students attending day release courses at Highlands College in 1987 as recorded in the Statistical Digest.

I very much regret that the number of day release students as reported to the Economic Adviser was wrong. The correct number for 1987 was in fact 1,199 which is only 18 fewer than the number of such students recorded in 1986. In the current year 1988 the number of students on day release courses has in fact risen to 1,363 and I am sure members will share my pleasure in this increase.

Short courses, which are defined in the Statistical Digest as Other Courses', have increased from 1,397 in 1987 to 2,624 in 1988; these courses, many of them promoted by the Advisory Training Council, are becoming a very significant part of the contribution of Highlands College to all sectors of the economy."

THE STATES deferred consideration of the request of the Public Works Committee for the following supplementary vote of credit –

The  Proposition  relative  thereto  was  lodged  "au  Greffe"  by  the Public Works Committee.

Suspension of Standing Order No. 18.

THE STATES, adopting a Proposition of the Finance and Economics Committee, suspended Standing Order No. 18 to allow the Proposition of the Finance and Economics Committee proposing an immediate payment to the Armenian Earthquake Disaster Fund to be considered at the present Sitting.

Armenian Earthquake Disaster Fund.

THE STATES, adopting a Proposition of the Finance and Economics Committee, approved an additional vote of credit in the sum of £100,000 in order that an immediate payment could be made to the British Red Cross Fund for relief of the Earthquake Disaster in Armenia.

Act with regard to the provision of expenses for elected Members of the States. P.144/88.

THE STATES, adopting a Proposition of the Legislation Committee, approved an Act with regard to the provision of expenses for elected members of the States.

Ferry berths, west of Albert Pier: purchase of sea bed. P.131/88.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. rescinded their Act dated 3rd February 1987 concerning the purchase of the foreshore;
  2. approved the purchase from the Crown of the freehold of the sea bed of the area required for the development of roll-on/roll-off ferry berths to the west of the Albert Pier, Port of St. Helier , measuring

26.25 acres, as shown outlined in red on Drawing No. MS 253, for a consideration of £91,875;

  1. authorised the Solicitor General and the Greffier of the States to pass the necessary contract in the matter;
  2. authorised the Treasurer of the States to pay the requisite sum out of the capital vote of credit granted to the Committee under the heading "Port of St. Helier – General Development" (Vote No. C0240).

THE STATES, in pursuance of paragraph (2) of Article 1 of the Currency Notes (Jersey) Law, 1959, as amended, made Regulations entitled the Currency Notes (Variation of Maximum Denomination) (Jersey) Regulations, 1988.

Hire Cars (Jersey) Regulations, 1988. P.150/88 and P.160/88.

THE STATES commenced consideration of the draft Hire Cars (Jersey) Regulations, 198 (lodged on 22nd November, 1988).

The Preamble and Regulations 1 and 2 were adopted.

Regulation 3 was adopted, the States having accepted an amendment of Deputy Maurice Clement Buesnel of St. Helier that for the figure "£50" there should be substituted the figure "£30".

THE STATES commenced consideration of a Proposition of the House Committee relating to its first report concerning fortnightly Sittings of the States (lodged on 29th November, 1988). After discussion Senator Pierre François Horsfall proposed that the States move to the consideration of the next item on the Order Paper, which proposition was carried, more than 20 Members voting in support thereof.

THE STATES, adopting a Proposition of the Public Works Committee, agreed in principle that instead of restoring and extending the existing house, a new house to accommodate His Excellency the Lieutenant Governor, should be constructed on a site within the grounds of Government House.

THE STATES, in pursuance of Article 14 of the Compulsory Purchase of Land (Procedure) (Jersey) Law, 1961, as amended, made Regulations entitled the Compulsory Purchase of Land (Fees) (Amendment No. 2) (Jersey) Regulations, 1988.

Connétable of Grouville – retirement.

The Bailiff , on behalf of the States, thanked Mr. Charles Alan Le Maistre, Connétable of Grouville , for his services to the Island over the years and conveyed to him the best wishes of the Assembly on his retirement.
