THE STATES acceded to the request of the President of the Legislation Committee that the draft Act with regard to the provision of expenses for elected Members of the States set down as the last item for debate at the present Sitting be considered immediately after the Supply requests.
Highlands College – day release students 1987. Statement.
The President of the Education Committee made a statement in the following terms –
"During the debate on the Budget, the President of the Finance and Economics Committee expressed concern and disappointment about the sharp drop in the number of students attending day release courses at Highlands College in 1987 as recorded in the Statistical Digest.
I very much regret that the number of day release students as reported to the Economic Adviser was wrong. The correct number for 1987 was in fact 1,199 which is only 18 fewer than the number of such students recorded in 1986. In the current year 1988 the number of students on day release courses has in fact risen to 1,363 and I am sure members will share my pleasure in this increase.
Short courses, which are defined in the Statistical Digest as Other Courses', have increased from 1,397 in 1987 to 2,624 in 1988; these courses, many of them promoted by the Advisory Training Council, are becoming a very significant part of the contribution of Highlands College to all sectors of the economy."

THE STATES, adopting a Proposition of the Finance and Economics Committee, approved an additional vote of credit in the sum of £100,000 in order that an immediate payment could be made to the British Red Cross Fund for relief of the Earthquake Disaster in Armenia.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –
- rescinded their Act dated 3rd February 1987 concerning the purchase of the foreshore;
- approved the purchase from the Crown of the freehold of the sea bed of the area required for the development of roll-on/roll-off ferry berths to the west of the Albert Pier, Port of St. Helier , measuring
26.25 acres, as shown outlined in red on Drawing No. MS 253, for a consideration of £91,875;
- authorised the Solicitor General and the Greffier of the States to pass the necessary contract in the matter;
- authorised the Treasurer of the States to pay the requisite sum out of the capital vote of credit granted to the Committee under the heading "Port of St. Helier – General Development" (Vote No. C0240).
