The following enactment was laid before the States, namely –

Mental  Health  (Review  Tribunal)  (Members  Fees) (Amendment) (Jersey) Order, 1988. R & O 7721.

Matters noted – land transactions.

THE  STATES  noted  an  Act  of  the  Finance  and  Economics Committee dated 8th February, 1988, showing that in pursuance of Standing  Orders  relating  to  certain  transactions  in  land,  the Committee had approved –

  1. as  recommended  by the  Harbours  and  Airport Committee, the leasing to Mr. Graeme Philip Holley of Land Letting L68, Field 170, situated to the north of Mont  à  la  Brune,   St. Peter ,  measuring three vergées, 10 perches, for a period of three years,

commencing 1st January, 1988, at an annual rent of £130;

  1. as recommended by the Housing Committee, the sale to The Jersey Electricity Company Limited of the site of electricity Sub-Station No. 441 at the Great Union Road Development, Devonshire Lane, St. Helier , for a nominal consideration of £10, and the granting to the company, free of charge, of any servitudes required for high tension cables, with each side being responsible for the payment of its own legal fees;
  2. as recommended by the Housing Committee, the leasing to The Jersey Electricity Company Limited of the site of electricity Sub-Station No. 449 at Osborne House, First Tower, St. Helier , for a period of99 years, at a nominal annual rent of £1, with all payments commuted forward to the inception of the new agreement, and to the granting to the company, free of charge, of any servitudes required for high tension cables, with each side being responsible for the payment of its own legal fees;
  3. as recommended by the Public Works Committee, an extension of the lease to Mrs. Jennifer Walters, née Crowther, of the Café at Mont Orgueil Castle for a period of three years commencing 1st March, 1988,at an annual rent of £867, plus an increase in line with the Jersey Cost of Living Index since 1st March, 1985;
  4. as recommended by the Fort Regent Development Committee, the annulment of the lease to Jolyon Limited of the building presently accommodating the Ghost Train in the East Ditch, with each party being responsible for the payment of its own legal fees;
  5. as recommended by the Establishment Committee, the leasing from Mr. Oscar Rive, of the property Ronsville', Cedar Avenue, Maufant, St. Saviour , for

a period of two years, with effect from 25th January, 1988, at an annual rent of £5,720, for occupation by an ex-patriate employee appointed on a two year contract.

Matter noted – financial transaction.

THE STATES noted an Act of the Finance and Economics Committee dated 8th February, 1988, showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that the Housing Committee had accepted the lowest of five tenders, namely that submitted by K.R. Le Marquand and Son Limited in the sum of £52,411 in a contract period of 16 weeks for the conversion of No. 12 Duhamel Place, St. Helier to provide two one-bedroomed flats and a three- bedroomed maisonette.

THE STATES acceded to the request of the President of the Resources Recovery Board that the Proposition relating to the Strategic Oil Reserves (lodged on 17th November, 1987), set down for debate on 23rd February, 1988, be withdrawn, a revised Proposition having been lodged at the present Sitting (P.15/88).

Immigration Committee: appointment. P.32/87.

THE STATES noted that in pursuance of Standing Order 17(6) the Proposition of Senator Richard Joseph Shenton relating to the appointment of an Immigration Committee (lodged on 10th February, 1987) had been withdrawn.

29 Garden Lane, St. Helier : approval of drawings.

THE STATES, adopting a Proposition of the Housing Committee –

  1. approved Drawings Nos. 2789/E101A-E102-E103- E104 and E105, showing the redevelopment of No. 29, Garden Lane, St. Helier , to provide four one- bedroomed flats;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

Microwave link with the United Kingdom.

THE STATES, adopting a Proposition of the Telecommunications Board –

  1. approved Drawings Nos. G3 and D3, showing the mast to be provided on land at Five Oaks, for the permanent microwave radio link to the United Kingdom;
  2. authorised the Greffier of the States to sign the said Drawings.

Halfa, Beach Road, St. Saviour : day nursery. P.7/88.

THE STATES, adopting a Proposition of Senator John Stephen Rothwell, agreed that they would welcome a decision of the Island Development Committee to grant permission for a change of use of the property Halfa, Beach Road, St. Saviour , so as to allow Mrs. Nicky Hansford to operate a day nursery from the property.

THE STATES, adopting a Proposition of the Public Works Committee –

  1. approved Drawings Nos. 864093A, 864094A and 864095A showing the conversion of the stable block/coach house at Government House to staff accommodation;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

Racecourse grandstand at Les Landes, St. Ouen : proposed construction. P.192/87. Withdrawn.

THE STATES commenced consideration of a Proposition of the Island Development Committee asking the States to decide whether they would welcome a decision of that Committee to grant permission for the construction of a spectator grandstand at Le Chemin du Chateau, Les Landes, St. Ouen as shown on Drawing No. 10/200/2. After discussion the President of the Island Development Committee withdrew the Proposition.

Advisory Council for Sport, Leisure and Recreation: appointment of chairman. P.11/88.

THE STATES, adopting a Proposition of the Education Committee, referred to their decision of 18th August, 1987, and appointed Mr. John Sherry as the chairman of the Advisory Council for Sport, Leisure and Recreation for a three-year period, commencing 1st March, 1988.
