The  Etat  Civil  Committee  by  Act  dated  9th  February,  1988, presented to the States a Statement of births, marriages and deaths in 1987.

THE  STATES  ordered  that  the  said  Statement  be  printed  and distributed.

Dwelling Houses Loan Fund: statement for 1987. R.C.3.

The Housing Committee by Act dated 19th February, 1988, presented to the States a Statement showing the financial position of the Dwelling Houses Loan Fund as at 31st December, 1987.

THE STATES ordered that the said Statement be printed and distributed.

THE STATES decided to take the abovementioned subjects into consideration on 22nd March, 1988.

THE STATES noted that in pursuance of Standing Order 17(6) the Proposition of the Housing Committee relating to the purchase of Fields 591, 592 and 593, La Rue de la Fosse au Bois, St. Ouen (lodged on 24th February, 1987) had been withdrawn.

Perrée Villas, Valley Road, St. Saviour : approval of drawings. THE STATES, adopting a Proposition of the Housing Committee –

  1. approved Drawings Nos. 2260/20, 28344, 5 and 6, showing the redevelopment of Perrée Villas, Valley Road, St. Saviour , to provide six one-bedroomed flats;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

Agricultural Loans and Guarantees Advisory Board: re- appointment of members.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee –

  1. approved the reappointment of Mr. Philip Rolfe Daubeney as Chairman of the Agricultural Loans and Guarantees Advisory Board;
  2. approved the reappointment of Mr. David John Le Marquand as Vice-Chairman of the Agricultural Loans and Guarantees Advisory Board;
  3. approved the reappointment of Messrs. Lewis Rondel, Robin Victor Perchard, Adolphus Germain Le Maistre and Robin Pallot, and Mrs. Anne Mary Norman, née de St. Croix, as members of the Agricultural Loans and Guarantees Advisory Board;

for a period of three years, in accordance with Regulation 3(2)(a) of the Agricultural (Loans) (Jersey) Regulations, 1974, as amended.

Rent Control Tribunal: appointment of members.

THE STATES, adopting a Proposition of the Housing Committee, appointed, in pursuance of paragraph (1) of Article 3 of the Dwelling Houses (Rent Control) (Jersey) Law, 1946, as amended, the following persons to act as Chairman and members of the Rent Control Tribunal until 11th April, 1989, namely –

Philip Arthur Weston, Chairman Edward Malcolm Pearmain Machon George Norman Simon

and in pursuance of paragraph (2) of the said Article 3, the appointment of the following person to act for the same period in place of members of the Tribunal unable to act by reason of absence or incapacity, namely –

Mrs. Evelyn Mabel Pullin.

Deputy Robin Ernest Richard Rumboll of St. Helier , having returned to the Island, was present at the remainder of the Sitting.

Public 18-hole golf course: La Moye Farm/Les Creux, St. Brelade – rescission of Act of the States. P.35/87.

THE STATES commenced consideration of a Proposition of Senator Richard Joseph Shenton that they rescind their Act of 28th October, 1986, with regard to a public 18-hole golf course in the La Moye Farm/Les Creux area of St. Brelade (lodged on 17th February, 1987). After discussion Senator Shenton proposed that the States move to the consideration of the next item on the Order Paper, which proposition was carried, more than twenty Members voting in support thereof.

Royal Court (Remuneration of Commissioners) (Jersey) Act, 1988. P.12/88.

THE STATES, in pursuance of Article 10A of the Royal Court (Jersey) Law, 1948, as amended, made an Act entitled the Royal Court (Remuneration of Commissioners) (Jersey) Act, 1988.

Chandos, Rue du Galet, St. Lawrence : compulsory purchase. P.13/88.

THE STATES, adopting a Proposition of the Public Works Committee –

  1. authorised that Committee to purchase on behalf of the public from Mr. David Rochfort Luke 1,980 square feet of land of the property known as "Chandos", Rue du Galet, St. Lawrence , as indicated on Drawing No. 218/6, to facilitate road widening, and authorised the Greffier of the States to sign the said Drawing on behalf of the States;
  2. agreed that, as it had not been possible to reach agreement on a fair and proper purchase price for the land described in paragraph (a) above, the Public Works Committee be empowered to acquire the land by compulsory purchase on behalf of the public, in accordance with the provisions of the Compulsory Purchase of Land (Procedure) (Jersey) Law, 1961;
  3. authorised the payment or discharge of the expenses to be incurred in connexion with the acquisition of the said land, and all legal expenses from the Public Works Committee's vote of credit Road Improvements, Property Acquisition and Investigation' (Vote No. C0303);
  4. authorised the Attorney General and the Greffier of the States to pass on behalf of the public any contract

it might be found necessary to pass in connexion with the acquisition of the said land and any interests therein.

General Hospital: window replacement on north-east wing. P.14/88.

THE STATES, adopting a Proposition of the Public Health Committee –

  1. approved the replacement of windows in the north- east wing of the General Hospital at an estimated cost of £140,000; and
  2. approved the transfer of the sum of £140,000 from the Public Health Committee's Capital Vote No. CO688 (General Hospital Redevelopment Phase 3) to a new Capital Vote for the replacement of windows to the north-east wing of the General Hospital.
