Matters noted – land transactions.
THE STATES noted an Act of the Finance and Economics Committee dated 17th October, 1988, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –
- as recommended by the Education Committee, the renewal of the lease from the trustees of St. James' Centre, St. Helier , from 31st July, 1988, for a minimum period of two years at an annual rent of £6,200;
- as recommended by the Establishment Committee, the leasing from Miss Ethel Joan Adye of the property 9, Landfield Drive, St. Helier , a part-furnished two- bedroomed house, for a period of two years nine months from 1st October, 1988, at an annual rent of £5,460 for the term of the lease, and required for occupation by an essential employee appointed on a contract basis;
- as recommended by the Establishment Committee, the leasing from Mr. John Goronwy Morgan and Mrs. Yvonne Joan Morgan, née Gibbs, of the property La Noisette, Chemin de L'Eglise, St. Ouen , a newly- built part-furnished dormer bungalow, for a period of two years from 29th September, 1988, with an option to renew for a further period of one year, at an annual rent of £8,840, with a rent review at the end of the first year in line with the Jersey cost of living index, and required for occupation by an essential employee appointed on a contract basis.

THE STATES noted an Act of the Finance and Economics Committee dated 17th October, 1988, showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that the Cottage Homes Committee had accepted the lowest of four tenders, namely that submitted by A.D. Beddoe Limited in the sum of £87,524 in a contract period of 26 weeks for the modernisation of Blocks A and I, Victoria Cottage Homes.

THE STATES decided to take the abovementioned subjects into consideration on 1st November, 1988.
1992 – free movements of persons into the Island. Question and answer.
Deputy Maurice Clement Buesnel of St. Helier asked Deputy Michael Adam Wavell of St. Helier , Vice-President of the Defence Committee, the following question –
"Will the Defence Committee present to the States as soon as practicable a report on the implications for the Island of the commitment of the European Community to achieving a single integrated market by the end of 1992 insofar as the free movement of persons into the Island is concerned?"
The Vice-President of the Defence Committee replied as follows –
"The short answer is yes. Earlier this year when considering a report from the Immigration Department about extending to Jersey the provisions of the United Kingdom's 1988 Immigration Act, my Committee's attention was drawn to an aspect of Section 7 of that Act, that had to do with persons exercising European Community rights, which seemed inappropriate for incorporation into the Immigration Law of Jersey. The matter was therefore referred to the Crown Officers and, as you may know, H.M. Attorney General sought expert advice on the issue from Dr. Richard Plender of London University. Dr. Plender's ensuing written opinion, which contains important advice about the admission of foreign EC labour to the Island, is now being studied and my Committee, after consulting with other appropriate Committees, will report to the House on the outcome of that study as soon as practicable."
Field 578, St. Ouen : purchase of land.
THE STATES, adopting a Proposition of the Resources Recovery Board –
- approved the purchase by the public of the Island from Mr. James Gordon Reed of an area of land measuring 105.5 square feet being part of Field 578 at St. Ouen , shown coloured red on Drawing No. WS723, required for the construction of an air valve chamber to vent a rising main, for a consideration of £105.50;
- authorised the Greffier of the States to sign the said drawing on behalf of the States;
- authorised the payment or discharge of the expenses to be incurred in connexion with the acquisition of the land and of all interests therein, including the commutation of any regional rights and the payment of all legal expenses out of the Vote of Credit granted to the Board under the heading "Reconstruction and replacement of sewers" – Vote No. CO418;
- authorised the Attorney General and the Greffier of the States to pass on behalf of the public any contracts which it may be found necessary to pass in connexion with the purchase of the said land and any interest therein.
