THE STATES continued consideration

of the report and proposition of the Policy and Resources Committee on Strategic Policy 1991.

THE STATES accepted an amendment of Senator Nigel Lewis Querée that in paragraph 5.18

of the report after the word

safeguarded'' there should be inserted

the words There is an urgent need to

evaluate the contribution of materials

presently used for land reclamation which

could be re-used or processed for re-use.''

After discussion the States adopted the following further amendments of Senator Querée -

F or sub-paragraph 5.20(ii) of the

r eport there should be substituted -

(ii)  the reduction of the total

v o l u m e of refuse by policies w  h ic h either discourage or

o u t la w excess packaging,

th r o w -away' items, non-

r e tu r n able bottles, etc.

P o l ic i es shall also be

d e v e lo ped to encourage the r e c y cl ing of a high

p r o p o rtion of the materials

t h a t re main in the waste

s tr e a m.

T o assist the setting up of

r e cy cling operations, the Policy a n d Resources Committee will c o n sider revenue support

e q u ivalent to a proportion of the m  o ney saved by Public Services a n d the Parishes.''

a nd that for sub-paragraph 5.20(iv) t here should be substituted -

(iv)  reducing the volume of non-

c o m  b ustible refuse by

e n c o u raging the processing and r e -u s e of these materials,

w  it h f inancial support if

n e c e s sary in proportion to the

m  o n e y saved by the States in

p r o v id ing tipping space.''

After further discussion Senator Querée withdrew his proposed amendments to sub- paragraphs 5.20(vi) and 5.30(viii).

THE STATES thereupon adopted the proposition of the Policy and Resources Committee and -

( 1) accepted the 1991 Strategic Policy R e p ort of the Policy and Resources C o m mittee, as amended, as a

g eneral statement of the policy

o b j ectives towards which all

C o m mittees will have regard;

 ( 2) (a) agreed that the States'

c a p it a l programme for 1992 s h o u ld comprise

( i) B u ilding and civil en g i n e e r ing works #36,916 .0 0 0  

( ii ) L a nd equipment and

se r v ic e s # 18,251.000

( b ) agreed the recommended list of c a p it a l projects for 1992 as

s e t o u t in the 1991 Strategic

P o l ic y Report.
