Strategic Policy Report for 1992. P.70/92

THE STATES continued discussion of the proposition of the Policy and Resources Committee on the Strategic Policy Report for 1992.

Paragraph 4(a) was adopted.

Paragraph 4(b) was adopted, the President of the Housing Committee having withdrawn his Committee's amendment (P.81/92) that in paragraph 4(b) after the words paragraphs 5.1- 5.18'' there should be added the words with

the exception of sub-paragraph (c) of paragraph 5.7'' and the President of the Island Development Committee having withdrawn his

Committee's amendment (P.89/92) that in paragraph 4(b) of the proposition after the number 5.18'' there should be inserted the words and the comments of the Island Development Committee set out in paragraphs 10 and 11 of its report dated 5th June 1992.''

Paragraph 4(c) was adopted, the President of the Island Development Committee having withdrawn his Committee's amendment (P.89/92) that after paragraph 4(c) there should be added the following words and to accept the comments of the Island Development Committee with regard to light industry set out in paragraphs 12 and 13

of its report dated 5th June 1992.

Paragraph 5 was adopted, the States having rejected an amendment of Deputy S. Syvret of St. Helier that in paragraph 5, sub-paragraph 5(a) and the letter (b) should be deleted.

After discussion the States agreed to defer further consideration of the proposition until Tuesday, 7th July 1992.

Judicial Fees (Amendment No. 2) (Jersey) Regulations 1992. P.80/92

THE STATES, in pursuance of Article 12 of the Departments of the Judiciary and the Legislature Law 1965, as amended, made Regulations entitled the Judicial Fees (Amendment No. 2) (Jersey) Regulations 1992.

Family Allowances and Social Security (Reciprocal Agreement with Australia) (Jersey) Act 1992. P.83/92

THE STATES, in pursuance of Article 24 of the Family Allowances (Jersey) Law 1972, as amended, and Article 48 of the Social Security (Jersey)

Law 1974, as amended made an Act entitled the Family Allowances and Social Security

(Reciprocal Agreement with Australia) (Jersey)

Act 1992.

The Deputy Bailiff , Vernon Amy Tomes, Esquire

The Bailiff made a Statement in the following terms -

This is the last sitting of the States

b efore the Deputy Bailiff leaves office at

t he end of this month. It is not necessary,

o r in my opinion desirable, to refer to the

e vents leading up to his departure from the p ost of Deputy Bailiff . Even less so to

w hat took place soon after the announcement a bout Mr. Tomes was made.

T oday I wish simply to say this. Mr. Tomes w as appointed to public office in 1969, and t hroughout his time as a Crown Officer and l ater as Deputy Bailiff , was always

a ccessible and most helpful to States'

M embers. It would be wrong not to

a cknowledge this publicly, and also to

r efer to his work on the bench which, in

t he words of Sir Louis Blom-Cooper, Q.C., i n a recent article in the Financial Times,

w as of a high order meticulously

c onstructed'.

I t is my duty, therefore, to thank him in

t he name of the States for his work in the s ervice of the island and the States, and

t o wish that his future will be more

r ewarding for him and his family than the i mmediate past has been.''
