States of Jersey Police - questions and answers (Tape No. 405)
Deputy Alan Simon Crowcroft of St. Helier , asked Deputy Michael Adam Wavell of St. Saviour, President of the Defence Committee, the following questions -
1. I n the light of recent reports in
th e m e dia of a 30 per cent drop in cr i m e , will the President provide a d e ta i led breakdown of the crime st a ti s ti cs for the first eight
m o n t h s of this year in comparison w i th th e same period in 1996?
2 . Will the President inform the Assembly h o w many police officers, on average,
w er e deployed both on foot and in
v e h icles in the area of St. Helier
d u r ing the months of July and August t h is year -
( a ) on Fridays and Saturdays between 9 p . m . and midnight?
( b ) on other days between 9 p.m. and m i d n ig ht?
( c ) on Fridays and Saturdays between m i d n ig ht and 3 a.m.?
( d ) on other days between midnight and 3 a .m . ?
3 . Will the President accept that the

o n the beat is more effective than the

The President of the Defence Committee replied as follows -
1. I am pleased to share with the
H o u s e more details of the figures re l e as e d to the media last
W e d n e sday, in relation to the
co m p a rison of reported crime and d et e c ti on rates for the first six
m o n t h s of this year as against the co r r e sp onding period for 1996.
T h e figures relate to those 46
c a te gories which are classified as
cr i mes', and do not include some
p u b lic disorder offences such as
d r u nkenness or breach of the peace,
n o r , of course, driving offences. Those f ig u res will be available at the end of
t h e year.
T h e fact that crime in the first six
m o nths of this year has decreased by 30 p e r cent, together with the fact that
t h e detection rate for these offences
h a s significantly increased to 47 per
c e n t, is extremely good news, and
r e fl ects great credit on all the staff
o f t he States of Jersey Police, BUT, in c o n sidering these figures, I urge
c a u tion. The figures reflect the first
s ix months only and it will only be at
t h e end of the year that a
c o m prehensive set of statistics will be p r o duced in the Chief Officer's Annual R e p ort.
I t is most pleasing to report that in
t h o se areas specifically targeted by
t h e Police, reductions in all areas
h a v e occurred. Significant reductions
h a v e occurred in burglary offences and m al icious damage, with smaller
r e d uctions in both serious and minor
a s s aults. In the first six months of
t h is year there was a small reduction
i n s exual offences (which predominantly r e la te to indecent assault and indecent
e x p osure), and although the incidence
o f t hese offences rose in July and
A u gust, this was in common with
p r e vious years' seasonal trends.
T h e Chief Officer of Police is
c u r rently analysing the reasons for
t h es e figures, but some obvious reasons
c o m e to mind. The effect of excellent
P o l ice work in 1996 when several active c r im inals received prison sentences,
h a s carried over into 1997, the use of
C C TV and directed patrolling has meant t h at officers are able to react more
q u i ckly to offences and arrest
o f fe nders, the excellent work in
s c h ools by States Police working in
c o n junction with teachers may be
b e g inning to have an effect, as might
t h e hard work of Probation Officers in
a s s isting and guiding convicted
o f fe nders, to ensure that they do not
r e -offend. All these areas have a part
t o p lay, but one of the main reasons is
t h e continued commitment and hard work
o f a ll members of the Police Force in
J e rs ey, which I know all members will
s u p port.
2 . The States of Jersey Police have a
c o m mitment to provide high visibility u n i formed police officers in those
a r ea s and at those times of highest
r is k of crime or public disorder. In
a d d ition to this though, the States
P o l ice also have a duty to bring
p o l icing services to the whole of this I s la nd and protect all people living in J e rs ey.
I n f urtherance of these aims and
d u t ies, officers patrolling in cars
w il l, by the very nature of their
d u t ies, patrol the whole Island and not m er ely one section. Nevertheless, in
t h e absence of calls for assistance or
e m e rgency demands, the main area of n i g ht-time policing will concentrate on c o n trolling public order issues in and a r o und St. Helier .
T h e States Police have, this year,
g i v en a commitment to deploying at
l e as t six foot patrol officers in St.
H el ier at all times. Analysis of this
c o m mitment took place in both June and J u ly of this year, which showed that
t h e average overall foot patrol
d e p loyed was fractionally over six
o f fi cers per eight-hour shift. It is,
o f c ourse, impossible to guarantee that
t h is number of patrols will take place
e v e ry hour of every day. Officers who m ak e arrests are, by necessity,
r e q uired to leave their beats to take
t h e offender to Police Headquarters,
o f fi cers are deployed to court or
p r is oner guard duties, all of which
r e m oves them from public patrol for
p e r iods of time.
F o r these reasons, it is not possible
t o b reak down the figures in the way
t h at the Deputy has requested, but both t h e Chief Officer of Police and the
D ef ence Committee are committed to e n s uring that ongoing analysis of areas s u c h as this, leading to the setting of
p e r formance indicators, will take
p l ac e.
D ep loyment of officers in cars between 1 8 . 00 and 02.00 hours amounts to a
m in imum of nine vehicles which include
o f fi cers dedicated to St. Helier , dog-
h a n dlers and Licensing Unit officers.
I t is also important to remember the
s u p port that the States Police get from t h ei r Honorary colleagues, particularly i n S t. Helier, where Honorary Officers
a r e deployed in support of the States
P o l ice almost every Friday and Saturday n i g ht, and other Parish Police who
u n d ertake regular patrols on these
n i g hts in their own parishes.
3 . The use of closed-circuit television
( C C TV) cameras is one part of the
p r e ventive and investigative strategy
e m p loyed by the States Police to better p r o tect the public. It should not be
s e e n as an either/or' situation.
T h e deployment of CCTV cameras has e n a bled the States Police not only to
m o nitor the high risk commercial areas
o f S t. Helier, but also those flash-
p o i nt areas where public disorder can
o c c ur. It has also enabled officers to
b e b etter and more effectively deployed t o d eal with outbreaks of disorder or
c r im e before the incident can escalate
t o g reater proportions. Valuable
e v id ence of crime and disorder has been g a in ed and presented before the
M a gistrate in order to bring greater
c l ar ity to the court proceedings.
B u t , CCTV is only a tool for the Police t o u se in attempting to achieve their
g o a l maintaining the quality of life
f o r all people living in Jersey'. The
u s e of CCTV cameras can help to direct p a tr olling officers to those areas
w h ere they are most needed.
D ev eloping partnerships with the
c o m munity is very much part of the
c o n cept of policing, with the consent
o f t he community to which the States P o l ice are dedicated. CCTV has only a s m a ll part to play in this. But the use
o f C CTV is very much a part of the
s tr a tegies employed to both reducing a n ti -social behaviour in public places, a n d being able to arrest those people
c o m mitting such offences.''

Total Recycling - P.132/97
THE STATES commenced consideration of a proposition of Senator Nigel Lewis Quérée regarding an Agreement with Total Recycling to recycle the Island's glass. After discussion Deputy Paul Francis Routier of St. Helier proposed that the States move to the consideration of the next item on the order paper, which proposition was rejected, less than 20 members voting in support thereof.
THE STATES continued discussion of the proposition and rejected the request that the
Public Services Committee conclude an Agreement with Total Recycling to recycle the Island's glass, as authorised by that Committee as previously constituted and recorded in that Committee's minutes dated 1st April 1996.
