THE STATES acceded to the request of Channel Television to be permitted to film in the States Chamber on Thursday 9th December 1999 during the first meeting of the newly-constituted Assembly.

Arrangement of public business for the present meeting

THE STATES agreed to defer consideration of the Draft Road Traffic (No. 51) (Jersey) Regulations 199 (P.127/99 - lodged "au Greffe" on 14th September 1999) and the Draft Criminal Justice (Standard Scale of Fines) (Jersey) Regulations 199 (P.129/99- lodged "au Greffe" on 14th September 1999) from the present meeting to a later date.

THE STATES rejected a proposition of Senator Frank Harris on Walker that consideration of the proposition of the Policy and Resources Committee concerning population policy (P.175/99 - lodged "au Greffe" on 26th October 1999) be deferred from the present meeting to the first session of 2000.

The Bailiff having declared the result of the appel nominal, the States agreed to meet on Thursday, 2nd December 1999 to consider the proposition of the Policy and Resources Committee concerning the population policy (P.175/99).

Draft Amendment (No. 22) to the Tariff of Harbour and Light Dues - P.161/99

THE STATES resumed consideration of the proposition of the Harbours and Airport Committee concerning the Draft Amendment (No. 22) to the Tariff of Harbour and Light Dues, which consideration had been discontinued the previous day. After discussion the President of the Harbours and Airport Committee withdrew the proposition having undertaken to present a revised report and proposition at a later meeting.

Draft Gambling (Licensing Provisions) (Amendment No. 11) (Jersey) Regulations 199  - P.164/99

THE STATES, in pursuance of Article 3 of the Gambling (Jersey) Law 1964, as amended, made Regulations entitled the Gambling (Licensing Provisions) (Amendment No. 11) (Jersey) Regulations 1999.

Industries Committee: terms of reference and transfer of functions - P.176/99 and Amendment

THE STATES commenced consideration of a proposition of the Policy and Resources Committee concerning the Industries Committee: terms of reference and transfer of functions and adopted an amendment of Senator Jean Amy Le Maistre that after paragraph (b) there should be inserted the following paragraph -

" (c ) to agree that the manpower requirements should be contained within the overall workforce of the public sector and that, in the event of additional posts being required which cannot be met by compensatory savings within the public sector, the matter would be referred to the States for prior approval;"

and that subsequent paragraphs should be re-numbered accordingly.

THE STATES, adopting a proposition of the Policy and Resources Committee, as amended, referred to their Act dated 28th July 1999 approving the establishment with effect from 14th December 1999 of a Committee of the States to be known as the Industries Committee and -

(a ) a pproved the terms of reference of the Industries Committee as set out in Appendix A to the report of

the Policy and Resources Committee dated 26th October 1999;

(b ) approved the initial responsibilities of the Industries Committee as set out in Appendix B to the said

report;

( c) agreed that the manpower requirements should be contained within the overall workforce of the

public sector and that, in the event of additional posts being required which could not be met by compensatory savings within the public sector, the matter would be referred to the States for prior approval;

(d ) noted the draft terms of reference of the Strategic Development Boards, to be established under the

authority of the Industries Committee and to function initially as sub-committees of that Committee, as set out in the Appendices to the said report as follows -

Crime and Community Safety Strategy: 1999 to 2009 - P.167/99

THE STATES, adopting a proposition of the Defence Committee, referred to their Act, dated 28th September 1995, regarding the Strategic Policy Review 1995 - Part I ("2000 and Beyond"), in which they accepted policies for the quality of life, including the setting up of a Crime Strategy Action Group, and -

( a) approved the Crime and Community Safety Strategy for the period 1999 to 2009 detailed in the

report of the Presidents' Policy Group entitled "Working Together to Make a Difference" as set out in the Appendix to the report of the Defence Committee dated 26th October 1999;

(b ) confirmed the key recommendations as outlined in paragraph 2.11 of the report of the Presidents'

Policy Group in relation to -

( i) i n v es ting in youth;

( ii ) l o o k ing after the victims of crime;

( ii i) m a k ing crime harder to commit and easier to detect;

( iv ) a lc o h ol, criminality and anti-social behaviour;

( v ) t h e r ôle and development of the criminal justice system;

( v i) r e in t egrating offenders and preventing re-offending; ( v ii ) d el i vering the strategy.

( c ) charged the Finance and Economics Committee and the Establishment Committee to take all

necessary  steps,  in  accordance  with overall  States policies  and priorities,  to  provide  sufficient funding and staff to enable the strategy to be implemented;

(d ) charged the Defence Committee, in consultation with the Education, Health and Social Services and

Probation Committees and the Prison Board, to report back within a period of three years on the progress of the implementation of the strategy.

Substance Misuse Strategy: 1999 to 2004 - P.168/99

THE STATES, adopting a proposition of the Health and Social Services Committee, referred to their Act dated 14th May 1996, in which they approved in principle a three-year strategy and information plan to reduce the harm caused by the use of illegal drugs as detailed in the report "Working Together Against Drugs", dated 28th February 1996, produced by the Presidents' Policy Group on the Misuse of Drugs, and -

(a ) approved the Substance Misuse Strategy for the period 1999 to 2004 detailed in the report of the

Presidents' Policy Group entitled "Responding to Substance Misuse" as set out in the Appendix to the report of the Health and Social Services Committee dated 26th October 1999;

(b ) approved the proposals for the implementation of the strategy set out in paragraphs 2.2 to 2.8 of the

report of the Health and Social Services Committee dated 26th October 1999, namely -

( i) r e d u cing the consumption of psychoactive drugs;

( ii ) e n c o uraging the adoption of health-enhancing behaviour;

( ii i) e n s u ring access to treatment and information for people with problematic drug use; ( iv ) e n g a ging, informing and supporting parents and families;

( v ) p r o v iding opportunities to divert people from the criminal justice system;

( v i) r e d u cing the availability of illegal drugs;

( v ii ) d e l iv ering the strategy;

( c ) requested the Finance and Economics Committee and the Establishment Committee to take all

necessary steps, subject to overall States' policies and priorities, to provide sufficient funding and staff to enable the strategy to be implemented;

(d ) charged the Health and Social Services Committee, in consultation with the Education, Defence and

Probation Committees and the Prison Board, to report back within a period of four years on the progress of the implementation of the proposals.
