THE STATES commenced consideration of a proposition of the Housing Committee on social rented and first- time buyer housing: proposals for future funding, and, adopting paragraphs (1) and (2) -
- a p proved, in principle, theestablishmentof a HousingDevelopmentFund, to bemanagedby the Finance and EconomicsCommittee;
- a uthorised the Housing Committee, subject to the approval of the Finance and Economics Committee, to utilise the HousingDevelopmentFundto provide sufficient dwellings,bothdirectly and indirectly through Housing Trusts, tomeet the need for bothsocial rented and first-timebuyer housing identified intheHousingCommittee's report and proposition "Housing Strategy 1998- 2003" (P.201/98) and subsequently updated in the report "PlanningforHomes" (R.C.10/99).
THE STATES acceded to the request of Deputy Alan Breckon of St. Saviour that consideration of paragraphs (3) and (4) of the proposition be deferred to a later date.
Change in Presidency
The Bailiff retired from the Chamber during consideration of the proposition of the Housing Committee on social rented and first-time buyer housing: proposals for future funding and the Greffier of the States, Geoffrey Henry Charles Coppock, Esquire, took over the Presidency.

THE STATES, adopting a proposition of the Finance and Economics Committee, referred to their Act dated 7th July 1999 approving in principle the establishment of a Housing Development Fund to be administered by the Finance and Economics Committee; and -
- a u thorised the Finance and EconomicsCommitteetoenter into the necessaryagreementswith lending institutions to enablean appropriate levelof finance to be secured to develop the housing
units identified by the Planning and Environment Committee in the report Planning for
Homes' (R.C.10/99) and for future and ongoing developments, in accordance with Articles 23 and 24 of the Public Finance (Administration) (Jersey) Law 1967;
- a p provedanannualallocation, as agreedby the Finance and Economics Committee, from the Capital fund toenablefinancing charges to bemet.

Operation of jet aircraft: authorisation - P.83/99
THE STATES, adopting a proposition of the Harbours and Airport Committee -
- referred to their Actdated 19th November1969, regarding aircraft noise, and agreedto substitute for paragraph (1) the following paragraph -
"(1) agreed that, with effect from 1st August 1999, there should be no operation of jet aircraft into and
out of Jersey Airport -
- unless they meet the noise criteria set down in Chapter 3 of Annex 16 Volume One (Environmental Protection) to theChicagoConvention, save that, Chapter 2 jet aircraft may operate in extenuating circumstances with the prior approval of the Airport Director, certain military jet aircraftmay operate with the prior approval of the Airport DirectorandChapter 2 jet aircraft may operate in anemergency;
- between 22.30 hrs. and 07.00 hrs. local time except in anemergencyor with thepriorapproval of the Airport Director.";
- rescinded their Act dated 20th May1997.
