THE STATES resumed consideration of the Budget 2001 and granted leave to Senator Christopher Gerard Pellow Lakeman to withdraw his amendment to the estimate of revenue expenditure of the Agriculture and Fisheries Committee.
THE STATES, having resumed consideration the estimates of the revenue income and expenditure of the various committees, decided to allow the amounts of the said estimates as detailed in the undermentioned pages of the Budget as follows -

Royal Visit - Her Majesty The Queen and His Royal Highness Prince Philip, The Duke of Edinburgh
The Greffier of the States informed the Assembly that the Bailiff had received confirmation from Buckingham Palace that Her Majesty The Queen and His Royal Highness Prince Philip, The Duke of Edinburgh, would make a visit to Jersey on Friday, 13th July 2001, having visited Guernsey, Alderney and Sark the previous day.

Special Committee to consider the
relationship between Committees and

THE STATES, referring to the summary of income and revenue expenditure appearing on page 71, agreed the total revenue expenditure in the sum of £514,700,800, being £436,588,300 from non-trading committees and £78,112,500 from trading committees; the total income in the sum of £189,676,800 being £79,092,600 from non-trading committees, £107,084,200 from trading committees and £3,500,000 return from the Financial Services Commission; and, having allowed for the total investment income in the sum £6,000,000 and the estimated transfer to the trading funds of the trading committees of £21,861,900, agreed the amount to be transferred to the General Reserve in the sum of £20,000,000.
THE STATES noted that on the basis of levels of taxation proposed by the Finance and Economics Committee, the surplus on the revenue account to be transferred to the capital fund amounted to £62,494,900.
Having allowed for a balance of £65,634,500 to be brought forward at 1st January 2001, the transfer to the Strategic Reserve of £23,000,000 and taking into account the capital repayments and receipts of £35,749,700, the States noted that there would be available in the capital fund the sum of £140,879,100.
THE STATES then proceeded to consider the estimates of capital expenditure recommended by the Finance and Economics Committee on pages 68 and 69 of the Budget and -

68 of the Budget was allowed.
The estimate of the capital expenditure of the Policy and Resources Committee appearing on page 68 of the Budget was allowed.
The estimate of the capital expenditure of the Planning and Environment Committee appearing on page 68 of the Budget was allowed.
The estimate of the capital expenditure of the Health and Social Services Committee appearing on page 68 of the Budget was allowed.
The estimate of the capital expenditure of the Education Committee appearing on page 68 of the Budget was allowed.
The estimate of the capital expenditure of the Public Services Committee appearing on page 69 of the Budget was allowed.
The estimate of the capital expenditure of the Home Affairs Committee appearing on page 69 of the Budget was allowed.
The estimate of the capital expenditure of the Housing Committee appearing on page 69 of the Budget was allowed.
The estimate of the capital expenditure of the Sport, Leisure and Recreation Committee appearing on page 69 of the Budget was allowed.
THE STATES noted that the amount to be voted from the Capital Fund was £55,903,000.
THE STATES then proceeded to consider the estimates of capital expenditure to be financed from the Trading Funds on page 70 of the Budget and -

The estimate of the capital expenditure of the Telecommunications Board on page 70 was allowed.
The estimate of the capital expenditure of the Committee for Postal Administration appearing on page 70 was allowed.
