Machinery of Government: proposed reforms - P.122/2001 Amendments (1) to (5) and comments
THE STATES resumed consideration of the proposition of the Policy and Resources Committee regarding the Machinery of Government: proposed reforms and adopted amendments of Senator Christopher Gerard Pellow Lakeman that in sub-paragraph (v) of paragraph (a)-
( i) after the words drawn up by the' there should be inserted the words Privileges and'; and
( ii ) after the words scrutinise legislation' there should be inserted the words (including subordinate
legislation),'.
THE STATES adopted an amendment of Deputy Peter Nicholas Troy of St. Brelade that in sub- paragraph (vii) of paragraph (a) after the wordsthose who are' there should be inserted the words -
by a margin equivalent to at least ten per cent of the total membership of the States, with any resulting fraction of one being regarded as one'

THE STATES rejected an amendment of Deputy Robert Charles Duhamel of St. Saviour that after sub- paragraph (vii) of paragraph (a) there should be inserted the following sub-paragraph -
(v iii) any proposition brought before the States by the Chief Minister or any other Minister on behalf of the Executive shall only be adopted if approved, not only by a majority of all members present, but also by a majority of those members present who are not involved in the Executive;'

THE STATES adopted amendments of Senator Christopher Gerard Pellow Lakeman that in paragraph (a) - i n s ub-paragraph (ix) -
( i) there should be deleted the words civil service';
(i i) after the word appointments' there should be inserted the words to the civil service and
autonomous and quasi-autonomous public bodies';
and t hat for the existing sub-paragraph (x) there should be substituted the following sub-paragraph -
"(x) the Policy and Resources Committee, after consultation with the Comité des Connétable s, will
bring forward for approval by the States proposals on the future relationship between the Parishes and the other areas of public administration and, in particular -
(i ) t he provision of services;
(i i) r esource allocation and financing;
(i ii ) a review of the Parish institutions; and
(i v ) t he position of the Parish of St. Helier;"
THE STATES then resumed consideration of the proposition of the Policy and Resources Committee, as
amended.
Indemnity of commercial services against third party war and terrorism insurance
THE STATES agreed to suspend Standing Order No. 18(2) to enable consideration of an urgent matter presented without notice and, adopting a proposition of the Finance and Economics Committee -
( a ) authorised the Treasurer of the States to indemnify, as necessary, and at his discretion, any relevant
organisation providing commercial services in Jersey relating to air transport, against third party war and terrorism insurance liabilities, for a period of up to 40 days beginning at 6 p.m. on 27th September 2001, on terms and conditions to be determined by the Treasurer of the States;
( b ) authorised the Finance and Economics Committee, within that period of 40 days, to review the
matter, and to put in place as necessary, further arrangements for indemnifying such liabilities, with the object of ensuring that air transport to and from Jersey was not impeded; and
( c ) required the Finance and Economics Committee to report back to the States by 28th February 2002. Adjournment
THE STATES, then adjourned, having rejected a proposition to continue consideration of the proposition, as amended, of the Policy and Resources Committee regarding the Machinery of Government: proposed reforms (P.122/2001) at this meeting and having agreed to meet at 9.30 a.m. on Friday 28th September 2001 to continue consideration of the proposition.
