THE STATES resumed consideration of the Budget 2002.
THE STATES allowed the Treasurer of the States to be present in the Chamber during the debate.
THE STATES, having considered the estimates of the revenue income and of the expenditure of the various Committee, decided to allow the said estimates as detailed in the undermentioned pages of the Budget as follows -

THE STATES rejected an amendment of Deputy Alan Breckon of St. Saviour that the total amount of the expenditure be reduced from £2,847,700 to £2,547,700 by reducing the total amount by £300,000.

Special Committee to consider the relationship

THE STATES, referring to the summary of income and revenue expenditure appearing on page 71, agreed the total revenue expenditure in the sum of £558,362,890, being £86,567,000 from trading committees, £443,795,890 from non-trading committees and £28,000,000 repayment of capital debt; the total income, excluding transfers from the Capital Fund, in the sum of £201,066,790, being £113,863,400 from trading committees, £82,810,090 from non-trading committees and £3,700,000 return from the Financial Services Commission and £693,300 interest received on capital debt; and, having allowed for the total interest income in the sum £5,000,000 and the estimated transfer to the trading funds of the trading committees of £20,189,700, agreed the amount to be transferred to the General Reserve in the sum of £14,333,000.
THE STATES noted that on the basis of levels of taxation proposed by the Finance and Economics Committee the deficit on the revenue account to be funded by a transfer to income for the year from the capital fund amounted to £24,833,300.
Having allowed for a balance of £78,812,600 to be brought forward at 1st January 2002 and taking into account the capital repayments and receipts of £29,325,400, the States noted that there would be available in the capital fund the sum of £83,304,700.
THE STATES then proceeded to consider the estimates of capital expenditure recommended by the Finance and Economics Committee on pages 68 and 69 of the Budget and -

page 68 of the Budget was allowed.
T he estimate of the capital expenditure of the Health and Social Services Committee appearing on
page 68 of the Budget was allowed.
T he estimate of the capital expenditure of the Education Committee appearing on page 68 of the Budget
was allowed.
T he estimate of the capital expenditure of the Public Services Committee appearing on page 69 of the
Budget was allowed.
T he estimate of the capital expenditure of the Industries Committee appearing on page 69 of the Budget

Budget was allowed.

page 69 of the Budget was allowed.
THE STATES noted that the amount to be voted from the Capital Fund was £47,009,000.
THE STATES then proceeded to consider the estimates of capital expenditure to be financed from the Trading Funds on page 70 of the Budget and -
