Machinery of Government: freedom of representation - P.173/2002 Comments - P.173/2002 Com.
THE STATES resumed consideration of the proposition of Senator Stuart Syvret concerning Machinery of Government: Freedom of Representation and rejected the proposition requesting them to refer to their Act dated 28th September 2001 in which they approved proposed reforms to the machinery of government and -
( a ) to agree that upon the introduction of a ministerial system of government all members of the Council
of Ministers shall retain the freedom to express their own views publicly, to record their dissent in proceedings and to lodge propositions au Greffe' and that these three freedoms shall not be compromised by rules of collective responsibility;
( b ) to rescind their decision on collective responsibility as set out in the report of the Policy and
Resources Committee dated 26th July 2001 approved as part of the Act of 28th September 2001.

The Greffier of the States retired from the Chair during consideration of the proposition of Senator Stuart Syvret concerning Machinery of Government: Freedom of Representation, and the meeting continued under the Presidency of the Bailiff , Sir Philip Bailhache .
16 Clairvale Road, St. Helier: Adult Mental Health Rehabilitation Unit - development agreement and lease - P.167/2002
THE STATES, adopting a proposition of the Health and Social Services Committee -
( a ) authorised the entering into a development agreement between the Public and Retail Ventures
Limited in order to provide an Adult Mental Health Rehabilitation Unit to the specification of the Health and Social Services Committee at 16, Clairvale Road, St. Helier ;
( b ) approved the lease from Retail Ventures Limited of the said Unit, for an initial period of two years at an annual rent of £96,000 payable quarterly in advance on completion of the development;
( c ) authorised the payment of any legal expenses in connection with the proposed scheme and all interest
therein out of the vote of credit granted to the Health and Social Services Committee; and
( d ) authorised the Attorney General and/or the Greffier of the States to pass on behalf of the public any
contracts which may be found necessary to pass in connection with the development agreement and lease.
