Shadow Scrutiny: A1.  The Committee, with reference to its Act No. A3 of 4th November 2004, allocation of recalled that it had decided to require the Shadow Scrutiny Panel chaired by Senator funding for E.P. Vibert to submit a formal request, supported by an appropriate business case, consultation. before it would be prepared to consider sanctioning further expenditure by the Panel 502/1(31) chaired by Senator E.P. Vibert in the current financial year.

Clerk The Committee received correspondence, dated 12th November 2004, from Senator Scrutiny E.P. Vibert , Chairman, Shadow Scrutiny Panel, in connexion with a request for A.G.O.S. permission to release additional funding for transcription services and refreshment Encl. expenses concerning ongoing reviews.

The  Committee  considered  that  the  request  for  funding  in  respect  of transcription services was both necessary and reasonable. It therefore agreed to authorize the expenditure. With regard to refreshment expenses, the Committee considered that the authorization of minor items of expenditure, particularly those which could be considered as isolated or irregular commitments of less than £500,  should  be  determined  by  the  Assistant  Greffier  of  the  States. Notwithstanding the foregoing, it agreed to authorize the release of funds to cover the refreshment expenses as detailed.

The Assistant Greffier of the States was requested to take the necessary action.

It  was  reported  that  the  Shadow  Scrutiny  Panel  chaired  by  Senator  E.P.   Vibert intended to make a further request for funding to allow for a Panel member or members, together with at least one expert advisor, to visit as many as three separate waste processing plants outside the Island. However, a formal request had yet to be received.
