All members were present, with the exception of Senator P.V.F. Le Claire, Deputy C.J. Scott - Warr en, Deputy J.A. Bernstein, from whom apologies had been received.

Shadow Scrutiny A1.  The Committee considered a request from Deputy J.L. Dorey to approve the appointment of appointment of Deputy M.F. Dubras. as a shadow Scrutiny Panel member following new panel the  resignation  of  the   Connétable  of  St.  Helier.  A  draft  report  and  proposition member. prepared by the Greffier of the States supported the Deputy 's request and was ready 502/1(12) for  presentation  at  the  next  States  meeting  on  25th  May  2004  subject  to  the Committee's approval.

States (2) The Committee noted that following Shadow Scrutiny: arrangements and approval Scrutiny of Chairmen and members', P.186/2003, on 20th January 2004, the States appointed Encl members  of  the  Shadow  Scrutiny  Panels,  without  stipulating  which  Panel  each

person would be a member of. Recently the Connétable of St. Helier had indicated his intention to resign, highlighting the need to appoint a further member to ensure sufficient numbers.

The  Committee  recalled  that   Deputy  Dubras  was  a  member  of  the  Policy  and Resources Committee although this did not preclude him from becoming a member of  a  Shadow  Scrutiny  Panel  and  that  he  had  expressed  interest  in  Legislative Scrutiny. Deputy Dorey had indicated that he would invite Deputy Dubras onto the Shadow Scrutiny Panel he chaired further  to the approval of the Privileges and Procedures Committee.

The Committee approved the appointment and the attached report and proposition which it agreed should be lodged "au Greffe" at the earliest opportunity.
