Amendments To A1. The Committee, with reference to Act No. A2 of its meeting held on 16th Standing Orders September 2004, recalled that it had agreed to make the necessary changes to in respect of Standing Orders to incorporate the trials on question time and closure on a Question time permanent basis.

1240/4(168) The Committee noted that changes to Standing Orders had been prepared by the
Law Draftsman As the trials were due to expire at the end of October the changes L.D. needed to be lodged on Tuesday 12th October for debate on 26th October.

States (2) The Committee approved the amendments with the exception of Senator
P.V.F. Le Claire, Deputy J-A Bridge and Deputy J.A. Scott Warr en who dissented on the issue of the closure motion. Senator Le Claire believed it deprived elected representatives the opportunity to properly represent the electorate whilst Deputy Scott - Warr en was of the opinion that it was inappropriate without a party system being in place. Both members reserved their right to vote against the closure motion at the time of debate. The Committee further agreed to lodge the amendments on 12th October 2004 to ensure a debate on 26th October 2004 before the trial period expired.
The Greffier of the States was requested to take the necessary action.
