THE STATES commenced consideration of a proposition of Deputy Gerard Clifford Lemmens Baudains of St. Clement concerning pedestrian improvements in St. Clement, and,after discussion, adopted a proposition of Senator Frank Harris on Walker that, in accordance with Standing Order 26A(1), the question be now put.

THE STATES rejected the proposition of Deputy Gerard Clifford Lemmens Baudains of St. Clement requesting them to
( a ) make improvements to pedestrian facilities in St. Clement, in particular at –
(1 ) R ue de Jambart;
(2 ) L a Grande Route de la Côte, between Rue de Jambart and Rue du Hocq;
(3 ) L a Grande Route de St. Clément from Rue de Jambart to La Rue de La Houguette;
( b ) provide pavements where none currently exist and to improve others as outlined in the penultimate
paragraph of the attached Report dated 14th September 2004;
( c ) request the Environment and Public Services Committee to carry out the work listed in paragraphs (a)
and (b) above;
( d ) fund the improvements from the Urban Renewal Fund.

THE STATES rejected the proposition of Deputy Geoffrey Peter Southern of St. Helier requesting them to refer to their Act dated 27th April 1999, in which they approved a Scheme to make child care more available for low income families, and to their Acts dated 2nd May 2000, and 18th December 2001, in which they agreed amendments to the Scheme, and to –
( a ) agree that with effect from 1st January 2005, the Scheme should be amended to remove the requirement
that claimants must be employed or self-employed to receive benefits under the Scheme, and
( b ) charge the Employment and Social Security Committee to bring forward for approval amendments to the
Scheme to give effect to the proposal.
