THE STATES assembled on Wednesday, 8th December 2004 at 9.30 a.m. under the Presidency of the Deputy Bailiff , Michael Cameron St. John Birt, Esquire.

His Excellency the Lieutenant Governor,

Amendments and Comments

THE STATES allowed the Treasurer of the States to be present in the Chamber during the consideration of the Budget.

THE STATES resumed consideration of the Budget 2005, and commenced consideration of the estimates of revenue expenditure and income of the Policy and Resources Committee and of an amendment of the Connétable of St. Helier, (P.212/2004 lodged"au Greffe" on 23rd November 2004), that on page 9 of the Budget the estimates of revenue expenditure of the Policy  and Resources Committee be reduced from £6,280,600 to £6,180,600 by subtracting £100,000 from the Office of the Chief Executive'.

THE  STATES,  following  consideration,  adopted  a  proposition  of  Senator  Leonard  Norman  that,  in accordance with Standing Order 26A(1), the question be now put.

THE STATES noted that, consequential to the rejection of the amendment of the Connétable of St. Helier, a further amendment of the Connétable of St. Helier, (P.212/2004 lodged"au Greffe" on 23rd November 2004), that on page 76 of the Budget the amount of£100,000 be transferred to the Strategic Reserve, was withdrawn by the Connétable .

THE STATES adopted a proposition of Deputy Geoffrey Peter Southern of St. Helier, that Standing Order 26A, relating to the closure of a debate, be suspended for the remaining duration of the States consideration of the Budget 2005.

THE STATES, having further considered the estimates of the revenue expenditure and income of the Policy and Resources Committee, decided to allow the said estimates as detailed in the undermentioned pages of the Budget as follows –

THE STATES commenced consideration of the estimates of the revenue expenditure and income of the Environment and Public Services Committee and adopted an amendment of Senator Richard Joseph Shenton, (P.220/2004 – Budget 2005: eighth amendments), that on page 22 of the Budget the estimates of revenue expenditure of the Environment and Public Services Committee (Planning and Environment) be increased from £5,120,000 to £5,720,000 by adding £600,000 to enable the establishment of a Countryside Renewal (agri-environment) Scheme.

Senator Philip Francis Cyril Ozouf , the Connétable of Trinity and the Deputy of St. Ouen all declared an interest and withdrew from the Chamber prior to the consideration of the amendment of Senator Richard Joseph Shenton, (P.220/2004 – Budget 2005: eighth amendments.

THE STATES, having further considered the estimates of the revenue expenditure and income of the Environment and Public Services Committee, decided to allow the said estimates, as amended, as detailed on the undermentioned pages of the Budget as follows –

THE STATES noted that Deputy Roy George Le Hérissier of St. Saviour had withdrawn his amendment (P.215/2004 – Budget 2005: fourth amendment), that on page 37 of the Budget, in the estimates of revenue expenditure of the Health and Social Services Committee, the estimate for Grants and Subsidies' be increased by £79,000 from £7,359,700 to £7,438,700 in order to increase the amount of grant to Family Nursing and Home Care (Jersey) Inc. by reducing the estimate for Administration Costs from £4,166,400 to £4,087,400.

THE STATES then adjourned, having agreed that outstanding matters in the Budget and other items of public business should stand over until Thursday 9th December 2004.
